S. 113-229) Permit Class Issued to: Mr. Hubert G. Alexander New Route 4, Box 639, Raleigh, North Carolina 27606 This permit authorizes excavation and/or fill work in Beaufort County, N. C. at Pungo River (near Leechville, off SR 1712) as requested in the permittee's 10-19-76 6 attached plat dated 10-19-76 application dated subject to the conditions set forth below. -� (1) That the bulkhead must not exceed 4' below 1-he normal high ✓� water mark at any point along its alignu.-ent. (2) That all backfill material be obtained from a highland source and confined behind the permitted bulkhead. -F;7 (3):,.That the applicant be required to stabilize and control 4. erosion of upland source fill material with a vegetative cover and other means such as riprap. Vegetative covers shoul. 3 be -established within 30 days after completion of project activities. The proposed bulkhead should be tied into the existing bulkhead,-yif permissible. (4) That the activity be conducted in such a manner as to prevent significant increases in turbidity outside of the area of construction or construction -related discharge (increases of 25 JTU's or less are not considered significant). THAT IF THE ABOVE CONDITIONS AND THE PLANS AND SPECIFICATIONS SUBMITTED AS PART OF THE APPLICATION (WHERE NOT IN CONFLICT WITH THE CONDITIONS) ARE NOT FOLLOWED PRECISELY, THE PERMITTEE IS SUBJECT TO A FINE, IMPRISONMENT, OR CIVIL ACTION AS PROVIDED IN G. S. 113-229 (K) AND (L.). That this permit may be objected to by the permittee within twenty (20) days of the date of issuance. Failure to submit such objection shall be interpreted as an agreement of compliance with all permit conditions. That this permit must be displayed along with a copy of the application and the project plat in the cab (or pilot -house) of the equipment working on the project, or be easily accessible, on site, to Department person- nel when the project is inspected. That any maintenance work or project modification requires further Departmental approval. Subject to permit renewal, all work must cease when permit terminates. Alexander - 10-19-76 Location - Beaufort County, Pungo River near Leechville Investigative process - App. rec. Raleigh 10-22-76; Morehead 10-28-76. On -site visit made 11-16-76. Environmental setting - The project site is located on Pungo River in a sparsely popu- lated area at the end of SR 1712. A one-story vacation type home exists on the pro- perty. The shoreline is extremely irregular, showing evidence of a moderate to -rapid rate of erosion. The normal high water mark follows the contour of the shoreline. The land contingent with the shoreline is low (1-2' above MLW) and vegetated primarily with spike grass (Distichlis spicata). The lot bordering the applicant's property on the north is bulkheaded; the lot to the south is not. Project proposal - The applicant proposes to stabilize his shoreline by building a 106' long bulkhead to adjoin the existing bulkhead. The new structure will straighten the irregular shoreline and approximate the NHW mark. It will extend about 4' below NHW in places where it crosses small coves. The isolated area is to be backfilled with material trucked from an outside source. Environmental impact - The project should have very little impact on marine fishery resources since only a small amount of marsh grass (Spike grass) will be filled. A small amount of open water area will be filled in straightening the irregular shore- line - however, these areas should not exceed 4' below NHW.
