This permit authorizes you to dredge and/or fill at Pamlico River
as requested in your permit application dated 8 13/72 subject to the conditions in the block
below.
That all work be carried out as per your application dated Aug. 13, 1972.
THIS PERMIT IS VOID IF THE ABOVE CONDITIONS ARE NOT PRECISELY FOLLOWED.
Notification of project completion must be given this office.
This permit must be displayed with a copy of the application and the project map in the cab or
pilot -house of the vehicle working on the project, whichever is applicable, or be easily accessible on
site to Department of Conservation and Development personnel.
This permit is terminated on Dec. 31, 1973
Any additional work or maintenance work on the project subsequent to the termination of this
permit requires a new permit.
The permit, (as approved with conditions), may be objected to by the applicant or by interested
State agencies within twenty days of the date of issuance by giving written notice to the Department
of Conservation and Development.
The applicant is advised of the requirement under G. S. 146-6.1 that power -operated earth -
moving equipment operating or,to be operated in or on publicly owned tidelands, publicly owned
beaches, publicly owned marshlands, or navigable waters within the State must be registered by
the owner of the equipment with the Department of Water and Air Resources.

Location - Beaufort County near Spring Creek township at the end of SR 1902.
The project borders the Pamlico River.
Investigated - 9-1-72
Environmental setting - The project is to take place along the river front and
a small man-made canal cut back into the high land at an angle from the river.
The land fronting on the river has incurred erosive damage from recent storms,
particularly in the area of the small pier. The pier and the areas immediately
adjacent to it have been damaged to the extent that the pier is in bad repair
and the land showing typical erosion characteristics. A 10-15' border of
needlerush marsh (Juncus roemerianus) exists along the waterfront and has kept
the land from washing any worse. A rock wave break exists some 10-12' from the
shoreline. The small canal off the river is approximately 40' wide and is
bordered by large trees on the banks of the canal.
Applicant's proposal - The applicant proposes to construct a bulkhead approxi-
mately 5' from the banks of the man made canal and back fill with material brought
in via trucks. A wooden bulkhead 200' to 225' long is proposed at the present
location of the rock breakwater. The bulkhead will not be backfilled along the
river frontage except for 10' on either side of the pier. This area was filled
before the storms with rock, dirt, etc., and has washed away due to storm tides.
Environmental impact - If the project is carried out as proposed, no permanent
adverse effects on marine fishery resources are expected.
