Notify: Permit Section, Division of Commercial and Sports Fisheries, Box 27687, Raleigh,
North Carolina, 27611 when the project is completed.
This permit must be displayed along with a copy of the application and the project map in the
cab (or pilot -house) of the vehicle working on the project, or be easily accessible on site to Department
personnel when the project is inspected.
This permit shall terminate on October 15, 1975
Any maintenance work or additional work on the project subsequent to the termination of
this permit requires permit renewal and/or a new permit.
This permit, (as approved with conditions), may be objected to by the applicant or by.
interested State agencies within twenty days of the'date of issuance by giving written notice to the
issuing office. If the applicant does not submit an objection, this will be interpreted as an agreement of

Location - Beaufort County - near the community of Spring Creek along the south side
of Pamlico River - near the end of SR 1907.
Investigative process - Site visited with app. (Hiatt) and revised plat req. 9-12-74;
plat rec. 9-19-74 and rec. 9-19-74. Clarification in proposed fill area req. 9-20-74
and received 9-23-74.
Environmental setting - The project site consists of approximately 280' of shoreline
along the south side of Pamlico River. The eastern 240' of site contains a wooden
breakwater some 10-30' out from the shoreline. A 1-2' opening is presently between
thelbettom boards of the breakwater and the river substrate. A pier is attached to
the breakwater 65' from the east end of the breakwater. Inshore of the breakwater is
a 5-10' wide border of salt marsh cordgrass (Spartina alterniflora). Along the western
end of the site a 40' wide x 250' long canal extends southward from the river into high
land.
Some 40' from the river, two side canals extend off the main canal. The first side canal
28' x 170' extends westward, and the second 40' x 102' extends southeastward. Each side
of the second side canal has been bulkheaded in the past - however, much of the bulkhead
is in need of repair. A 2-5' wide strip of land has eroded from behind the bulkhead.
Along the mouth of this canal on the south side is a 20' x 30' stand of salt reed grass
(Spartina cynosuroides). No submergent vegetation or shellfish were observed in the
sandy -mud river or canal substrate.
Project description - The applicant proposes to maintain the mouth of the main canal
and all of the second side canal to 4' MWL with a dragline. The breakwater along the
river is to be repaired and additional boards placed along the bottom. A new 30, and
50' long breakwater is to be placed within the existing breakwater at the west and east
ends, respectively. The bulkhead around the second side canal is to be repaired. In
addition, a new bulkhead is to be placed from the head of the main canal along the east
side and tie- into the bulkhead in the second side canal. All spoil is to be confined
behind the proposed 'bulkheads. The 20' is 30' patch of salt reed cordgrass is to be
filled. However, no fill is to be placed in any marsh or water along Pamlico River.
Environmental impact - If the project is completed as proposed, there should be little
impact on marine fisheries. The filling of approximately 1000 sq. ft. of water area
and 600 sq. ft. of salt reed cordgrass does not appear excessive. All filling is within
existing man-made canals and is to stabilize the canal shoreline and reclaim land lost
to erosion. Also, the small 20' x 30' patch of salt reed cordgrass supplies only limited
nutrients to the surrounding water. I have no objection to the issuance of a renewal

This is to acknowledge receipt of your request for a renewal of State
permit #722. I was about to initiate the brief procedure required but
decided that you should clarify a point or two.
Of primary concern is the new spoil area shading on the plat you
forwarded and which I am returning. You do not mention this in your letter,
nor is it depicted in your original work plat. It would appear that spoiling
along these edges might require permit modification. This, of course, depends
on the elevation, etc.
I would have to know then, are these new spoil sites and where does the
spoil originate? Also, I might mention that, if you choose to do so, the
present permit can be modified to include canal deepening and bulkhead
extension. Of course, appropriate changes would have to be made to the plats
and application forms.
Should there be any questions on this matter, do not hesitate to contact
me.

We wish to submit an application for a water front project in
Beaufort county. The project will be a continuation of project
(Ely -Hiatt 1972) #7209 We wish to clean out a badly filled in
boat basin and exepand a wave break. One half of one of the arms
Of the boat ditch is not usable at all. An outboard motor will
drag bottom any where in the basin. Spoil from the Drayline
operation in the boat ditch will be deposited on the old spoil
bank or behind the bulkheads. The wave break will extend aprox.
80 more feet down the Hathaway property.
Because of our delay in finishing the wave break (permit
#720) we have held about 70 feet of the shoreline erode to the point
that we need to Install two bulkheads to reclaim lost shoreline.
One on the J.G. Forrest estate property to extend from the pier
Fast to the property line of Chris Browning. This is to be a low
bulkhead not to extend above the exsisting shore line. This
should save what's left of the narrow strip of marsh acrross the
front of the property. We would like if possible to get the per-
mit to do the same on the west side of the pier also. This way
If it is needed in the next year another permit will not be
necessary.

The other bulkhead would be on the Carl Hiatt property.
Because the strip of land between the boat ditch and river 1e so
narrow (down to 10 feet). We will have to turn the wave break
Into a bulkhead by installing sheathing on the inside of the
pilings down below ground level and filling behind it.
After a year we are still not sure how the wave break Is going
to control shoreline erosion. We ran out of money before we
added the last foot and a half of boards to the bottom of the
wave break. So far we have -found that the boards have to be a foot
to s foot and a half below the water level to clam the waves.

ADJACENT RIPARIAN LANDOVNERS STATEMENT
General Statute 113-229 requires that riparian landowners with property adjoining
a proposed project covered therein be given thirty (30) days in which to object to the
project. This form allows the adjacent riparian landowner to express either (1) that
he objects to the project or, (2) that he does not object and desires to waive his
right to the 30-day period so that the processing of the application can move along
more quickly, 0£ course, the adjacent riparian landowner need not sign this form at
all, if he so chooses.
