This permit, issued on \ a--\q 0.z� , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
Boat House Access
1) This permit authorizes only the docks, piers, and other structures and uses located in or over the
water that are expressly and specifically set forth in the permit application. No other structure,
whether floating or stationary, may become a permanent part of this boat house access without
permit modification. No non -water dependent uses of structures may be conducted on, in or over
public trust waters without permit modification.
2) No vegetated wetlands or open water areas will be excavated or filled.
3) No attempt will be made by the pemrittee to prevent the full and free use by the public of all
navigable waters at or adjacent to the authorized work.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
December 31 2000
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

8. PROJECT SUMMARY: The applicant is proposing to construct a second pier for access from a single
family dwelling to an existing boat house.

ENVIRONMENTAL SETTING
The applicant owns a 1.78 acre tract of land off SR 1936 adjacent to Durham Creek in the
Bonnertown Community of Beaufort County, North Carolina. Located on the property is a two
story single family dwelling which is served by a septic tank sewage disposal system and a
individual well for potable water. The west side of the property is bulkheaded adjacent to a
manmade canal, as well is a portion of the shoreline adjacent to Durham Creek west of an existing
boat ramp. The remainder of the shoreline has been left in a natural state. Vegetation at and near
the NWL is dominated by a narrow fringe of Juncus roemerianus. To the east of the existing boat
ramp is a f30' long pier with an L-shaped platform which is located to the east of the pier.
Adjacent to -the platform is a boat house which serves for the mooring of two boats. The boat
house has a flat roof and steps lead from the platform to the top of the boat house. The roof is
being used as a sundeck with railings on all four sides.
PROJECT PROPOSAL
The applicant is proposing to construct a second pier which will be f52' long by 5' wide
pier which will connect the upper deck of the two story dwelling to the roof of the boat house.
The pier will have one bend (see plan view plat) so that it can align with the two existing
structures. The portion of the pier which will be beyond the NWL of Durham Creek will have an
elevation of f9' so as not to restrict any navigation.
ENVIRONMENTAL IMPACT
The project as proposed as proposed should have a minimal environmental impact. Some
short term turbidity will exist during project construction.

Enclosed is the application package which has been submitted to this office. I have
reviewed the proposal in regards to NCAC 7H, specifically the Specific Use Standards
.0208(b)(6) - Docks and Piers, and have determined that the applicant's proposal is consistent
with these regulations. I therefore recommend the permit be issued with the following conditions:
1) This permit authorizes only the docks, piers, and other structures and uses located
in or over the water that are expressly and specifically set forth in the permit
application. No other structures, whether floating or stationary, may become a
permanent part of this docking facility Without permit modification. No non -
water dependent uses of structures may be conducted on, in, or over public trust
waters without permit modification.
2) No attempt will be made by the permittee to prevent the full and free use by the
public of all navigable waters at or adjacent to the authorized work.
3) The authorized structure and associated activity must not cause an unacceptable
interference With navigation.
4) Prior to any construction, a pre -construction meeting must be held between the
permittee, contractor, and a representative of the DCM.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims tide, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross -sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7].0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the applicatiod and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.
