GARRETT JR. SECRETARY OCT 2 4 1997 The NCDOT-Ferry Division plans to perform maintenance dredging at our ferry facility at Cherry Branch on the Neuse River, Craven County, NC. Approximately 30,000 yd' of sandy material will be removed from the approach channel and deposited in the spoil site adjacent to the ferry basin. This project is tentatively scheduled to begin on or about October 29, 1997. There will be no dimensional changes. Owens Director Section NC 28557 This letter will confirm our April 29, 1986, meeting with Mr. Dennis Spitsbergen of the Division of Marine Fisheries concerning the au- thorization of dredging within the time period specified as re- quiring approval from this office of Condition No. 7 of Permit No. 257 which authorizes the dredging activity. As we discussed, due to the location of the dredge in Neuse River, it does not seem that it will have significant adverse impact to the juvenile shrimp populations which are now recruiting in that area. Therefore, the dredging can be permitted until May 23, 1986, at which time you should either.stop dredging or obtain further ap- proval from this office. The purpose of the conversation was to requesta time ion for the dredging beyond the time indicated in Permit 25 issued 7-5-85. The matter was discussed with Mr. Dennis Spitsbergen, Division of Marine Fisheries and he has indicated that it would not be detri- mental to the fisheries of the area to allow the dredging to con- tinue until May 1, 1986. File An Equal Opportunity/Affirmative Action Employer �9 b MEMORANDUM TO - John Parker From Nelson Paul Subject Req. for Renewal - DOT, Cherry Branch DCM Morehead City, NC May 17, 1985 Maintenance dredging Ferry Terminal 0 We have been asked to consider (under No. 3 of the Renewal Criteria) the authorization of an expired Dredge & Fill Permit (No. 257) to authorize dredging of the existing access channel being used by DOT in their ferry service between Minnesott Beach and Cherry Branch. The project will involve the access channel in Neuse River and will involve the excavation of 15,000 cu.yds. over a 2100' long by 150, wide channel. The spoil area will be adjacent to NC Hwy. 306 and the remaining portion of Cherry Branch. I have inspected the spoil area and there is room for this to be ex- panded to the SE which is on the opposite end of the water control structure, and a considerable amount of the existing. spoil inside the dike will be utilized in the new dike construction. I request, how- ever, that it be made a condition..... that representatives from this office be permitted to inspect the dike and the water control structures prior to project initiation. The project is expected to have some minor adverse impact to the adja- cent waters with the increased turbidities which are associated with such projects, and also the physical destruction of whatever benthic organisms may exist in the sediments that have settled in the channel. We consider these impacts to be minor, and necessary in order to con- tinue the uninterrupted service of the ferry. I recommend the project be authorized with the previous permit condi- tion together with the above mentioned new condition. Call me if there is any problem in handling this project in this manner. C. 27611 Dear Charlie: I had a conversation today with your dredge operator, Joe Gaskill, con- cerning Permit No. 275 which allows maintenance dredging at Cherry Branco on the Neuse River. Specifically, Mr. Gaskill inquired as to whether or not Condition No. 7 of the permit (prohibiting dredging April 1 through September 30, due to maturing shrimp populations), could be lifted so that work might commence on the project. 1 have talked with our R&D biologists about this proposal, and am hereby notifying you that Condition No. 7 of State Permit 257 is deleted, thus permitting dredging to commence at your discretion.
