This permit, issued on % - r' 9117 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
Dolphin Pile Cluster Installation
1) The two dolphin clusters shall be constructed in keeping with the attached workplan drawings.
2) Installation of the pile clusters must be completed entirely from the basin. No disturbance or work
may take place on or from National Park Service property.
NOTE: Any additional development at the subject ferry facility may require a modification of this
permit. Contact a representative of the Division at (252) 946-6481 prior to the
commencement of any such activity for this determination.

This permit -action may be appealed by the pemtittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requiretss further Departmental approval.

8. PROJECT SUMMARY: Applicant proposes to install 2-3 pile dolphin clusters for the purpose of
mooring large auxiliary vessels.

Project Setting
The project is located adjacent NC 12 on the north end of Ocracoke Island at the Hatteras -
Ocracoke Ferry Terminal on Cape Hatteras National Seashore (CHNS) property in Hyde County,
North Carolina. The North Carolina Department of Transportation (NCDOT) has an easement from
the CHNS for a ferry terminal in this location. NC 12 terminates into a loading loop bordered by
Hatteras Inlet on the north side, the ferry basin on the west side and a public bathroom facility on the
east side. A sandy estuarine beach and dune boarder the basin on the north and south side. A diked
spoil disposal area is also located on the southwest side of the basin. The dunes are vegetated with
sea oats Uniola paniculata_ and American beach grass Ammophila brevili ata. Located onsite is a
f400' x t400' ferry turning basin with metal sheet pile bulkhead on the north and east sides of the
basin. There are three loading slips defined by existing dolphin clusters and loading ramps. Also
located onsite a Ferry Division office building.
Project Description
The applicant proposes to install 2-3 pile dolphin clusters 2.0' waterward of the existing metal
sheet pile bulkhead on the north side of the basin. The purpose of the dolphin clusters will be to
secure auxiliary equipment such as a hydraulic dredge. The clusters will be washed down from a
barge in the basin.
Anticipated Impacts
Environmental impacts from the installation of the clusters will be short term localized
turbidity and additional congestion within the basin area.

SUBJECT: Proposed Hatteras Ferry dolphin clusters
Enclosed is an application received from the NCDOT, Ferry Division for the addition of
2-3 pile dolphin clusters in the ferry basin located on the north end of Ocracoke Island off NC 12
in Hyde County, North Carolina.
I have reviewed the application in regards to the use standards in NCAC 7H, specifically
.0206 and .0207 and have determined that the applicants proposal is consistent with those
standards. I recommend that the permit be issued with the following conditions:
(1) Installation of the pile clusters must be completed from the basin. No disturbance
or work is permitted from National Park Service property.

In addition to the completed application form, the

A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims tide, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross -sectional drawings) drawn to scale in black
ink on an 8 1/2' by 110 white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.
