State Permit No. 39-15 was issued on MARCH 12, 2015 for road paving and resurfacing, drainage improvements, replacement of 23 existing manufactured homes, construction of vegetated stormwater swales, and improvements to an existing boat ramp to Watersedge Mobile Home community which is contiguous with Bogue Sound, in Emerald Isle, Carteret County. The permit expires on December 31, 2018. The applicant is requesting to: • Modify the total pervious pavement to the as -built area which would be increasing the previously permitted area from 6,100 s.f. to 8,752 s.f. because of the net reduction in overall pervious built - upon area by using the credit from permeable pavers. • Modify or reconfiguration of the location of the manufactured home units to be replaced as listed in the applicant's modification request dated May 22, 2017. • Modify the boat ramp improvements to extend the boat ramp to twenty (20') feet waterward of normal high water (increase of 12') and reinforce the concrete ramp foundation with a bed of clean stone due to the fine and silty substrate. The modifications include adjustment of the total net impervious area available due to the credit allowed for use of pervious pavement, changes to the locations of mobile home units upgraded to larger units, and to permit repairs to the base of the boat ramp required due to safety issues associated with use of the permitted ramp configuration. Modification I -Modify the Total Pervious Pavement to As -Built Area. In the original CAMA Permit, the following mobile home units were identified as those which would be permitted to increase their impervious surface coverage: • Hunter Circle: 301, 305, 307, 311, & 313 • Lu Lane: 303, 304, 305, 306, 307, 308, 310, 311, & 313 • Water's Edge Drive: 316 & 354 • Jamie Circle: 308, 319, 322, 323, & 327 • Courtney Court: 304, 315, & 325 The permit allows for the conversion of these 23 mobile home units to larger modem units accounting for a net increase in impervious area on the site of 6,100 s.f. This was allowed due to a net reduction in overall pervious area resulting the 75 percent impervious area credit (8,752 s.f.) from use of 11,669 s.f of permeable pavement. A permit modification is requested to adjust the net increase in impervious area to 8,752 st from the 6,100 s.f in the permit (75% of the pervious paver area). To date, 602 square feet of additional impervious area has been constructed on two (2) units, 308 Jamie Circle & 327 Jamie Circle, as permitted Modification 2 - Modem the location of Units to be Replaced Of the 23 units listed in the original CAMA permit to be replaced, only units at 308 & 327 on Jamie Circle have been replaced and increased their impervious surface coverage. The remaining units have not. May 22, 2017 Page 2 of 2 Modification 3 — Boat ramp modification. The concrete boat ramp was replaced under the original permit with the seaward edge of the ramp limited to the limit of the edge of the existing ramp. The fine sandy bottom at the base of the new ramp is very soft and trailers and boats sink into the bottom axle deep when using the ramp resulting in a significant safety hazard. Once the trailers sink into the bottom, removal is difficult. A permit modification is requested to permit extension of the concrete ramp treatment of the bottom by extending the underwater portion of the ramp. The plan is to form and pour a new 4" thick by 13' wide and 12' long steel reinforced concrete ramp above mean high water. Once the new ramp portion is cured, the fine sandy bottom will be removed at the base of the existing ramp, the hole lined with course aggregate and the ramp section pushed into the water into the excavated hole. The maximum length that the new ramp will extend seaward of mean high water will be 20', an additional 12 feet from the permitted distance. Removal of the "muck" will be limited to the only extent that is necessary to accommodate the concrete slab. Clean stone will be used to line the hole and create a better foundation for the ramp section. A check made payable to NCDEQ for $100 is included with this request. I believe Linda is referencing a change to the BMP Manual in April of this year that allows a 100% credit for pervious pavers if done in accordance with the BMP Manual and manufacturers specifications. When we issued the stormwater permit is was based on the criteria outline before this change which only allowed a 75% credit. I have copied our stormwater consultant on this but my opinion is for them to receive the 100% credit, Watersedge would have to apply for a modification to their stormwater permit and provide information to us that the installation of the existing pavers meets the change to the BMP Manual in April to receive the new 100% credit. I think this project may be within the jurisdiction of the Town of Emerald Isle for stormwater permitting. I recall some emails between me and John Freshwater a while back regarding a redevelopment project that had a very similar layout. Since the Town most likely issued the stormwater approval for this site, I've copied John Freshwater on this email. John- the CAMA minor modification has to do with using permeable pavement to make their BUA allocation go farther. You may want to get Watersedge Holdings, LLC to submit a modification to the Town to ensure that the permeable pavement is designed per the 2017 MDC to get the full BUA credit. So for Watersedge: We issued a NWP 3 for maintenance on the boat ramp, back in February of 2015... they were going to be working within the existing footprint, so I guess that is why we went with that permit. I'll need to coordinate with Ken and Kathy to make sure they are good with the additional excavation and fill for the boat ramp extension. The NWP 3 expired March 18, 2017, so we will have to issue a new permit. We will either utilize the NWP 3 again, or go with GP 125 for boat ramps. I'll keep you posted. Thanks!
