RE: CAMA Major Permit Renewal (17156)
Watersedge MHP CAMA Permit #39-15
Emerald Isle, Carteret County, North Carolina
Dear Mr. Brownlow:
On behalf of Watersege Holdings, LLC, I request that the above referenced LAMA Permit be renewed for
two (2) years to December 31, 2022.
The original CAMA permit issued on March 12, 2015, with an expiration date of December 31, 2018,
allowed for the following improvements to be made:
• Rehabilitation of the asphalt pavement roads including the use of pervious pavers. The pervious
pavers allowed the development to increase the size of designated mobile homes without
increasing the overall impervious surface of the development. At the time of the original permit,
NCDEQ permitted a 75% credit for the use of pervious pavers.
• Rehabilitation of the existing concrete boat ramp.
A minor CAMA modification was issued on August 4, 2017 to modify the designated mobile homes that
were permitted to increase the size of their footprint. It also permitted modifications to the existing
boat ramp including installing a 4" thick by 13' wide and 12' long steelreinforced concrete ramp to
extend seaward of mean high water 20', an additional 12' from the original permitted distance.
On January 12, 2018, Watersedge Holdings, LLC received a letter of refinement from your office
increasing the credit for use of pervious pavers from 75%to 100%. This was allowed due to stormwater
regulation modifications issued by NCDEQ allowing for infiltrating permeable pavement designated per
the minimum design criteria to be considered as 100% pervious for existing projects. A total of 11,669
square feet of pervious pavement was installed.
A minor CAMA permit was issued by the Town of Emerald Isle on or about February 13, 2018, allowing
the development to issue the impervious surface credit from the use of pervious pavement to individual
mobile home owners to increase the size of their units without requiring a major LAMA permit
modification. This was completed in coordination with you and Josh Edmondson, Town Planner for the
Town of Emerald Isle. RECEIVED

Watersedge Holdings, LLC has completed the rehabilitation of the asphalt pavement, pervious pavers,
and concrete boat ramp. In addition, the Owner has been coordinating with the Town of Emerald Isle in
regards to increasing the size of individual mobile homes in accordance with their minor CAMA permit.
A copy of the spreadsheet used by the Owner tracking the impervious surfaces is included as part of this
request.
The Owner will continue allowing individual mobile home owners to apply to the HOA to increase the
size of their units until the credit of impervious surface allowed by the use of pervious pavers is reached.
A check for $100 is enclosed payable to NCDEQ. Thank you very much for your help on this project.
Please feel free to contact me with any questions or concerns that you may have.
Sincerely,
Richard Bennett, Treasurer
