This permit, issued on August 28, 2017 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
)e subject rarities, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this Minor Modification authorizes the excavation footprint increase
and handicap access, all as expressly and specifically set forth in the attached letter and workpian
drawings. Any additional development activities may require a modification of this permit.
2) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
(See attached sheet for additional conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2018
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
Maintenance Clause
The Division of Coastal Management shall be notified in writing at least two (2) weeks in advance of
any maintenance work authorized by this permit, and such notification shall include:
A. The number of the original permit.
B. A statement that no dimensional changes are proposed.
C. A copy of the original permit plans with cross -hatching indicating the area to be maintained, the
area to be used for spoil disposal, and the estimated amount of material to be removed. The
location, design and holding capacity of the spoil disposal site shall be approved by a
representative of the Division prior to the initiation of any maintenance dredging activities.
D. The date of map revision and the permittee's signature shown anew on the original plan.
In order to reduce the potential for negative effects on the spawning migration of anadromous fish, no
excavation or filling shall be permitted between February 15 and June 30 of any year without the prior
approval of the Division of Coastal Management, in consultation with appropriate resource agencies.
This Minor Modification/Renewal shall be attached to the original Permit No. 80-15, which was issued
'on 8/6/15, and copies of all documents must be readily available on site when Division personnel inspect
the project for compliance.

Albemarle Sound
The staff of the NC Coastal Reserve have reviewed the proposed modification to Major Permit 80-15, and
have no comment against the requested modification as the adjacent riparian landowner. The modification does not
appear to violate the concerns voiced by Reserve staff when the permit was first issued. The proposed change seems
to shift impacts further onto the private landowner's property, or onto adjacent private landowners' property. As
such, Reserve staff has no objection to the change, as it does not directly impinge on Reserve property or
jurisdiction.

SUBJECT: Modification of CAMA Permit No. 80-15 issued to Lost Colony Research, near Gum

CAMA Major Permit No. 80-15 (SAW-201501013) was issued to Lost Colony Center for
Science and Research Inc. c/o Fred Willard to construct 150ft of bulkhead, 200ft x 6ft walkway
landward of the bulkhead, perform maintenance excavation, and rebuild a 24ft x 24ft dwelling, 6ft
x 12ft outbuilding, and a 6ft by 83ft walkway to connect the structures. This permit was issued on
6 August 2015 with an expiration date of 31 December 2018. The shoreline has been stabilized
with a bulkhead 4ft waterward of NWL, some of the maintenance excavation has been performed,
the structure has been constructed and portion of the walkway/dock has been constructed.
On 25 July 2017, the Washington District received a request to modify Major Permit No.
80-15. The applicant is requesting to excavate 97ft x 4ft x -3ft below NWL of high ground and
construct an additional 30ft x 6ft of walkway for handicap access. The spoils will be place on high
ground on adjacent lot.

CAMA Permit for Gumneck Landing for Lost Colony Center and Sugg Willard Foundation
The narrative, as outlined below, is a modification of a permit (Permit #F0 45) already
granted for a project located in Tyrell Co., North Carolina, in the community of Gumneck
(Columbia post office) for our field station, adjacent to the Gumneck Landing boat ramp. The
only area of modification from the prior permit, granted in 2015, is to move the pier/bulkhead
48 inches landward, and to extend the area dredged accordingly, and to add a walkway from the
restroom to Gumneck Landing Rd. The water will be dredged three feet deep at the
dock/bulkhead area, and increased one foot every foot extending towards the canal. The
maximum depth will be six feet.
Dredge material will be 6,111 cubic feet, which will be deposited directly into a truck and
carried 1,500 feet to the north, to the Tommy Spruill property. In addition, a small deck six feet
wide will be extended northeastward, from the 8X16' restroom, possibly allowing for a handicap
ramp for the disabled to be extended over the existing DOT rightaway at a later time.

As with any upland basin (cut from high ground), the property owner retains the bottom, while the waters are
considered public trust waters. The Reserve boundary would not extend to the newly dredged area.

The applicant wants to widen a canal within the Buckridge Reserve boundary by dredging his upland parcel that is
adjacent to the Reserve near the WRC boat ramp at Gumneck Landing. Woody didn't have any comments on this
modification. As I understand it, this additional, new area in the canal would become public trust. Gregg's question is
whether it would also be included within the Reserve boundary. The canal is wholly within the Reserve boundary and as
such I feel that the newly dredged area of the canal would also be included within the Reserve boundary. See attached
map with boat ramp as purple dot and Reserve boundary in green.

Do either you or Kevin have a copy of our final comments for the original permit? Will a memo suffice for sharing that
we signed the riparian notification and have no comments? I'll move forward on checking on the newly dredged area
this week so that we can keep moving forward.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and
where applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The
original (buff -colored form) is retained by you and it must be available on'site when the project is
inspected for compliance. Please sign both the original and the copy and return the copy to this office in
the enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal
described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS
113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter
150B with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714,
(919) 733-2698 within twenty (20) days of this decision on your permit. You should also be aware that
another qualified party may submit an objection to the issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work
must be carried out in accordance with your application. Modifications, time extensions, and future
maintenance requires additional approval. Please read your permit carefully prior to starting work and
review all project plans, as approved. If you are having the work done by a contractor, it would be to your
benefit to be sure that he fully understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we
request that you complete and mail the enclosed Notice Card just prior to work initiation. However, if
questions arise concerning permit conditions, environmental safeguards, or problem areas, you may
contact Department personnel at any time for assistance. By working in accordance with the permit, you
will be helping to protect our vitally important coastal resources.
