This permit, issued on JANUARY 5, 1994 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1) This permit authorizes relocation of sewer and water lines in accordance with the above -
referenced workplan drawing.
2) All conditions and stipulations of amended permit No. 57-91 issued on 6/6/91 remain in force
under this modification unless altered herein.
3) This permit modification should be attached to the amended permit and both documents must
be readily available on site when a Division representative inspects the project for compliance.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
December 31, 1994
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

On 6 June 1991 the Division of Coastal Management issued Permit No. 57-91 to N.C.
Department of Transportation (NC DOT) for the four laning of US 264 east of the City of
Washington. The permit was for development activities at Runyon Creek which involved a fill
detour causeway. On 5 November 1993 this office issued to the City of Washington General
Permit No. 12232-B to relocate an existing water line at the Runyon Creek crossing. This was
not included in the original application since N.C. Department of Transportation was not aware
of the existence of the line.
Attached you will find correspondence dated 22 November 1993 with attached plat
requesting permits for both sewage and potable water line relocation involving the same NC
DOT project at Broad Creek approximately I mile to the east of the Runyon Creek site. It has
been decided that since no General Permit can be issued for the sewage lines that both
relocations, sewage and water, be handled as a minor modification of Permit No. 57-91. The
only condition that should go on the permit is one that states that the work should be carried out
in accordance with the plat dated 22 November 1993.

This letter is in reference to Major CAMA Development Permit
No. 57-91 issued to NCDOT for the widening of US 264
(temporary detour fill and new bridge construction) at
Runyon Creek (Station 71+00) in Beaufort County, North
Carolina. Since the original application and subsequent
permit issuance on June 6, 1991, NCDOT, acting as agent for
the City of Washington, has requested, and approval has been
granted on November 5, 1993, for a CAMA and Dredge and Fill
General Permit No. 12232-B for utility construction
associated with the project at Runyon Creek. NCDOT is now
requesting the same for utility construction at the Broad
Creek site (Station 222+00). See attached map with detail
sketches, attached letter of authorization from the City of
Washington, and attached release letter from the Beaver
Dam - Broad Creek Drainage Canal Authority.

with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be

1) This permit modification authorizes a temporary fill detour over Runyon Creek in place of a pile
supported structure.
2) Upon completion of the bridge replacement project, all fill associated with the temporary detour
will be removed and the site returned to pre -project wetland grade. Native vegetation will be
used to replant the site. (See condition No.7 of the 6/6/91 amended permit).
3) All conditions and stipulations of amended permit No. 57-91 issued on 6/6/91 remain in force
under this modification unless altered herein.
4) This permit modification should be attached to the amended permit and both documents must
be readily available on site when a Division representative inspects the project for compliance.

may take place between February 15 and May 30 without prior approval of
the Division of Coastal Management in consultation with the Division of
Marine Fisheries.
2) Retain the existing wildlife travel corridor (3-4 ft. in width) beneath
the Runyon Creek bridge, free of any obstacles such as riprap, to allow
free passage of animals between wetlands on each side of the road and
possibly deter them from crossing the busy roadway.
3) Realign the project drain in such a way as to allow runoff to flow into
wetland areas before entering the stream. These areas would act as
buffers and keep sediments and, possibly, roadway pollutants from flowing
directly into the stream.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the

ADDITIONAL CONDITIONS
4) All temporary fill and clearing activities must be kept to an absolute
minimum.
5) All temporary fill must be completely removed upon project completion.
6) Wetland soils, including profiles, must be restored in the project area
impacted by fill or other construction activities.
7) Disturbed areas must be stabilized immediately upon completion of ground
disturbing activities. Permanent wetland vegetation must be transplanted
or seeded on the area. Tree species such as water oak (willow oak and
laurel oak would be acceptable), cypress, and gum (Nyssa spp.) must be
transplanted on the project site as part of the mitigation plan.
8) Stringent erosion and sedimentation control techniques must be umployed
throughout construction and must .be maintained until the area is
completely stabilized with wetland vegetation.
9) Prior to removal of equipment from the site used in wetland restoration,
the permittee will request a permit compliance review by the DCM and COE
Washington area offices.
NOTE: This permit amendment authorizes the detour bridge on the north side
of the existing road as originally requested, subject to management
conditions, new four through nine.
NOTE: The Division of Environmental Management has approved this project
under General Water Quality Certification No. 1734 issued on March
4, 1987.

4) Construct the detour bridge over Runyon Creek on pilings between the
south side of the roadway to minimize the potential for wetland impacts.
If fill in wetlands is required for the detour bridge, that fill must be
removed upon project completion and the affected area returned to the
original elevation, site prepped, and planted with wetland species.
NOTE: The Division of Environmental Management has approved this project
under General Water Quality Certification No. 1734 issued on March
4, 1987.

Environmental setting
The project which is being addressed by the application is the widening of
US 264 east of Washington in Beaufort County from SR 1501 to NC 32. The
specific water body which is involved in the application is Runyan Creek, a
tributary of the Pamlico River. It should be mentioned, however, the project -
will also impact Broad Creek which will result in wetlands being filled. The
application presently being reviewed does not evaluate that crossing because
no Areas of Environmental Concern (AECs) as defined by the Coastal Resources
Omission are present.
At the point where US 264 crosses Runyan Creek, there is an existing bridge
which has an elevation of + 4' above the NWL. Also + 30' downstream from the
bridge there is a sanitary sewer pipe crossing the creek which has been placed
near the NWL. At the bridge location the creek has a width of + 45' and a
depth of + 6' at normal water. At both ends of the bridge fill materials from
the existing causeway extend to the edges of the creek. Very little if any
wetland vegetation was observed at the bridge site.
Project proposal
The applicant is proposing to replace the existing bridge with a new bridge at
the same location. The new bridge will have a clearance of + 8' above the NWL.
A detour bridge will be constructed for traffic while the new bridge is being
constructed. Once completed, the detour bridge will be removed.

The project as proposed should have a minimal environmental impact. Some short
term turbidity will exist during project construction.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue -line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be.sufficientiy detailed
to guide agency personnel unfamiliar with the area to the
site. Include county mad (SR) numbers, landmarks, and
the like.
