Any violation of these terms may be subject to a fine, imprisonment or civil action; or may cause the permit to be null and void. 1) To ensure flow will remain unchanged or unrestricted, the pipe arch will be installed in such a manner that water depth inside the structure will be equal to or greater than that in the adjacent stream channel. 2) No excavated or fill material will be placed at any time in wetlands or waters outside of the alignment of the fill area indicated on the plats described above. 3) The temporary placement or double -handling of excavated or fill materials within waters or vegetated wetlands is not authorized. 4) The slopes of the fill will be at an angle no steeper than 1-1/2 horizontal : 1 vertical. 5) Appropriate erosion and sedimentation control devices, measures, or structures (See attached sheet for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. PROJECT SUMMARY: The appl with a double 66" by 51" pipe Pr -Al 1680 sa.ft. 1680 sq ft of tributary bottom and associated is Project setting The applicant's project is located in Beaufort County on SR 1323 at the crossing of N.C. DOT Bridge No. 318 over an unnamed tributary on the north side of the Pamlico River. The tributary averages 20' wide, 3'' deep, and has a vertical clearance of 2' between it and the bottom of the existing bridge. As a result of the 2' vertical clearance, navigation of the tributary is restricted at this point. on the day of the onsite inspection, the entrance of the tributary was shoaled over with a sand bar. The sand bar blocking the entrance is typical of the shoaling that occurs in the area and in my opinion will come and go as conditions dictate. The area upstream of the site consists of a wooded swamp on both sides. The area downstream of the site consists of developed properties with existing single family residences and bulkheads. The adjacent coastal . waters are classified as SB-NSW by the N.C. Division of Environmental Management. Project description The applicant is proposing to replace the existing bridge with a double 66" by 51" pipe arch. The total fill area, including the pipe arch and associated site preparation, will be 28' long by 60' wide and will require approximately 130 cubic yards of backfill to establish a stable footing. The area will be mucked prior to the placement of the pipe arch. All mucked out material will be transported offsite to a highground disposal area. The project will not restrict navigation any more than the existing bridge. Anticipated impacts The project as proposed will result in the filling of 1,680 sq.ft. of tributary bottom. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue -line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management.
