Signature of Permittee MEMORANDUM FEB 0 9 1M TO: . r David Gossett John Crew DATE: 7 February 1996 SUBJECT: NC DOT Proposed Replacement of Bridge #105 over Broad Creek on SR 1326 near Washington, North Carolina This proposal involves replacing the above referenced existing bridge with a new 135' by 28' bridge. Public Trust AECs are involved and this proposal comes under the auspices of the March 1993 CRC certified Beaufort County Land Use Plan update. The plan offers the following limited guidance on proposals of this type: County policy on AECs (page VIII-4) includes "Preserve and protect AECs within Beaufort County" and will implement this policy by, among other activities, "c. Support development in AECs only if such development meets the management objectives in 15 NCAC 7H.0203 and the use standards in 15 NCAC 7H.0208 and .0209." County policy on State and Federal programs (page VIII-9) includes "remains committed to State and Federal programs in planning areas, where applicable, related to community and economic development, including erosion control, public access, highway improvements, port facilities, dredging, and military facilities." The landward portion of this proposal is shown in the Urban Transition land classification on the County's land classification map. This class (page IX-4) includes the idea the area will eventually develop at urban densities with the necessary services to support that urbanization. The waterward portion of the proposal by definition (page IX-9) is in the Conservation land class. This class notes that land uses consistent with AEC standards are those meeting the intent of this land classification. PROJECT SUMMARY: The applicant is proposing to replace an existing bridge with a new 135' long by 28' wide bridge. NORTH CAROLINA DEPARTMENT OF TRANSPORTATION Bridge #105 over Broad Creek Beaufort County Environmental setting, The project that is being proposed at this time is the replacement of NC DOT Bridge #105 on SR 1326 across Broad Creek in Beaufort County. The section of SR 1326 on which the bridge is located is a rural unpaved road. Broad Creek at this location has been channelized. The existing bridge has a length of 138' and a width of 20'. Navigation clearance beneath the existing bridge is 6 foot 6 inches above the NWL. Other than an existing spoil berm which extends along the eastern side of the creek, areas which border the creek are vegetated with wetland vegetation consisting predominately by red maples, myrtles and some pines. Project proposal The applicant is proposing to replace the existing bridge along the existing alignment. The new bridge will be 135' long and will have a width of 28'. Navigation clearance beneath the bridge will not change and will remain at 6 foot 6 inches. Very little shoulder modifications_ will be required, only a slight amount of upland excavation will be required. Environmental impact The project as proposed should have a minimal environmental impact. No wetland vegetation, nor public trust areas, will be excavated and/or filled. David L. As a result, I recommend that the permit be issued with the following conditions: (1) The riprap material must be free from loose dirt or any other pollutant. It must be of a size sufficient to prevent its movement from the site by wave or current action. (2) The riprap material must consist of clean rock or masonry materials such as but not limited to granite or broken concrete. Materials such as tires, car bodies, scrap metal, paper products, tree limbs, wood debris, organic material or similar material, are not considered riprap. (3) All excavated materials will be confined above mean high water and landward of regularly or irregularly flooded wetlands behind adequate dikes or other retaining structures to prevent spill -over of solids into any wetlands or surrounding waters.
