attached Plats, 2 dated May, 1983.
This permit, issued on December 14, 1983 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) No marsh grass will be excavated and/or filled.
(2) No excavated or fill material will be placed at any time in any marsh or
surrounding waters outside of the alignment of the fill area indicated on the
plat.
(3) In order to protect water quality, runoff from the construction area must not
visibly increase the amount of suspended sediments in adjacent waters.
NOTE: A 401 Water Quality Certification is required for this project from the
Division of Environmental Management. Processing has been initiated and
proposed Certification will be acted upon on or after December 9, 1983.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1986

8. Project summary The applicant is proposing to replace the bridge across Smith Creek
and replace it with three culverts.
Environmental settin
In Hyde County, SR 1143 crosses Smith Creek between Scranton and Sladesville.
At the crossing site is a bridge that N.C. Department of Transportation has
determined upgrading is necessary. The present bridge is wooden and has a
clearance of no more than one foot above Smith Creek on a normal tide. The
creek at the crossing site is + 55' wide and it is bordered by a dense growth
of Spartina cvnosuroides. At the present navigation is curtailed by the
elevation of the bridge above Smith Creek.
Project proposal
The applicant is proposing to replace the bridge with three culverts. The
culverts will be quadrilateral shaped with a bottom width of 112" and a height
of 75". Some fill material will be placed within the canal between and
adjacent to the culverts.
Environmental impact
If the project is conducted as proposed + 1,620 sq.ft. of open water area
will be taken up by the culverts and + 1,215 sq.ft. of open water area will be
filled between and adjacent to the culverts. The project will not obstruct
navigation upstream of SR 1143 any more than the present bridge is doing. No
wetland vegetation will be excavated or filled.

Over Smith Creek Near Scranton (Maintenance)
The North Carolina Department of Transportation -Division of
Highways makes application for a Section 404 and State Permits
as required for the subject work. The permit application is
for'the filling of approximately S09 cubic yards below
ordinary high water in replacing the existing bridge with
three 112" x 7S" corrugated steel pipe arches.
Attached are three copies of the permit application and
three copies each of drawings depicting proposed work.
Application is being made, by copy of this letter, for permits
required from the North Carolina Department of Natural Resources
and Community Development.
