(1) The additional pile clusters must be installed in keeping with attached
revised sheet 1 of 3 dated 3/7/86.
(2) The activity must be conducted in such a manner as to prevent significant
increases in turbidity outside of the area of construction or construction -
related discharges.
NOTE: A Section 401 Water Quality Certification is not required for this project.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
Thu permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1986
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

This office has received a request to modify permit #195-83 which
was issued to N.C. D.O.T. Ferry Division. All the work authorized under
that permit has been completed, however, due to the larger ferries which
will be used in this area, it is necessary to place a turning pile cluster
in Silver Lake.
I have no objections to this proposal but 1 have required D.O.T. to
renotify the adjacent property owners to insure that this piling would
not create a hindrance to navigation or obstruct the adjacent property
owner's access. I have talked with Rod Gross, project coordinator with
D.O.T., and he will provide a sign off or certified mail receipts. We
should not issue this modification until we have given the adjacent property
owners the opportunity to comment.
One additional thought is that this piling may need to be lit. Should
we run this by N.C. Wildlife or U.S. Coast Guard for this determination?

The North Carolina Department of Transportation, Ferry Division, would like to
request a minor modification to Permit number 195-83 issued to N. C. Department
of Transportation on December 7, 1983.
We have completed work under this permit. However, due to alterations we have
made in one of our vessels, we would like an additional pile cluster as indicated
on enclosed sheet. The location shown is approximate and may vary a few feet in
either direction after the altered vessel actually arrives on scene.
It is anticipated the vessel will be back on its reqular schedule the first week
in April.
Your cooperation in reviewing and expeditng this request is appreciated.

The North Carolina Department of Transportation -Division
of Highways proposes to.rebuild the existing western ferry
clock at the subject location.. This will not require ary
dredging or filling but will require driving piles in
navigable water. Therefore, application is hereby made
for the required permits.
Attached are three copies of the permit application and
three copies each`of drawings depicting proposed work.
Application is being made, by copy of this letter, for
permits required from the North Carolina Department of
Natural Resources and Community Development.

The applicant is a State agency responsible for vehicular transports-
tion in North Carolina. Part of the highwaynetwork
createdlan,

Ferry Terminal is the base port.for outer banks traffic'travelirig -
and from Cedar Island and/or Swan Quarter mainland ferry terminals.
The.projec.t;'contains traffic staging areas, a terminal building,
ferry loading ramps and pile clusters to serve
(obsolete asitbecoming the two ferry loading ramps, one is rapidly g
was originally designed to serve' the `smaller Pamlico Sound lcass fer-
ries that are gradually being phased out in favor of the larger Pamli-
co Sound class vessels.
In order -to handle two of the.se larger vessels at the.Ocracoke Terminal
the applicant is proposing to remove the existing western loading
o amp
and pile clusters and replace with a larger ' structure along
wih her
associated docking pile clusters..
10. Anticipated impacts
This project if conducted as proposed will result in the disturbance
This
about 109 sq.ft. of salt water bottom by the establishment of the
seven new pile clusters and 28 supporting pilings -of of -the new ramp.
This disturbance will be offset somewhat.by the removal of a similar
number of structures in slighly different locations prior to the begin-
ning of this new work. The new ramp will be about 5' wider than the
present structure and will extend approximately 50',farther offshore.
The waterwardmost pile cluster will be about 70' farther offshore than
the previous structure.serving this same function.
Only minimal impacts are anticipated to the public trust navigation
rights in this area. No adverse impacts to the marine fisheries -re-
sources of the area are anticipated by this proposed.project.
