BUFFER AUTHORIZATION CERTIFICATE FOR SHORELINE STABILIZATION
4 riparian buffer author zatior is required for shoreline stabilization a trvrt'es within the Neuse and Tar Paml'co River
basins per Division of Water Resources((AWR)regulations 15A NCAC 02B 0233 and 0259. The Division of Coastal
Management(DOA}through a Memorandum of Understanding with the Oivasien of Water Resources IDWR)has
renewed your project or000sa and has determined that the protect as proposed:or-pries with use aforemertioned
regulations.
Those activities covered by your Coastal Area Management Act(LAMA)permit t'ave received Buffer Authonzatior
Provided the project is constructed rn a manner that continues to meet all of the conditions listed below.Failure to
comply with this Buffer Authorization may subject the property owner and the parts(contractor}performing the
construction andror land c'earrng to a civil penalty by DWR of up to 525,000 per day per notation.
L Impacts. Impacts to woody vegetation Rom ckanng and titling in Zone 1(begins at the most landward of ether
normal water Ilne(NWi_I or normal high water line(NHWL)and extends 30 feet landward)seal be minimized to
what must be impacted for the sound installation of the shoreline stabilization project. Urnecessars clearing and
fling in tee buffer is a violation of the riparian buffer rules.
Clearing&Grading.Clearing and grading of Zone 2 tbegins at the landward edge of Zone 1 and extends 20 feet
land venal is allowed provided that it is re-vegetated immediately and Zone 1 is riot compromised•which includes
maintaining diffused(non channel red)flow of storm water runoff through the Duffer.
3 Construction Corrruars:Construction corridors are allowed for shoreline stabiatation projects,but they must be
satisfactorily restored as aescribed m condition 5 below

expected to be severe,the first ten 1101 feet landward(unless specifically authorized otherwise by DCh1+from the
structure may be maintained as a stable lawn in order to provide for structural stability

providing a temporary ground cover Newly seeded areas should be protected with mulch ancrar erosion matting
This ground cover is a temporary measure used to add•ess erosion until site restoration can be accomplished

this shoreline stabil-:auon project must be restored with woody vegetation at a stem density of 260 stems per acre
