Assistant Highway Administrator Division of Highways North Carolina Department of Transportation Post Office Box 25201 Raleigh, North Carolina 27611 Dear Mr. Marley: Thank you for your inquiry of September 24, 1987, regarding your plans to extend two 24-inch culverts under Highway 70 across from the Otway Free Will Baptist Church in Otway, Carteret County, North Carolina. The culverts allow passage of water to a tidally influenced ditch which eventually flows into the North River. On January 1, 1987, we renewed general permit No. SAWCO82-N- 000-0031 (enclosed), that authorizes the placement of fill material associated with the construction, repair, or replacement of bridges across navigable waters and waters of the United States in North Carolina, including cofferdams, abutments, foundation seals, temporary construction and access fills, approach fills, detour fills, and box culvert installation, as part of work conducted by or in full compliance with the standards and specifications of the North Carolina Deparwent of Transportation.
