(1) Demolition debris and old pilings associated with the old bridge shall
be removed and placed in a suitable high ground disposal area.
(2) No marsh may be excavated.
(3) No marsh may be filled, other than which is shown on the submitted plat
as needed for approachway road shoulders.
(4) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction -related
discharge (increases of 25 NTUs or less are not considered significant).
NOTE: The proposed project is certified under General Water Quality Certification
No. 1734 issued for bridge modification.
NOTE: Through communications with Cedar Island Wildlife Refuge personnel,
the Division of Coastal Management has learned of interest in restoring
historical navigation through John Day Ditch. Therefore, should the
D.O.T. elect to consider elevating the proposed bridge structure to
accommodate small craft passage, the office stands ready to review any

9. Narrative description
The North Carolina Department of Transportation is proposing
to replace the existing fix span bridge on NC Highway 12
which crosses John Day's ditch between the communities of
Atlantic and Cedar Island, Carteret County. John Day's
ditch was excavated in the 18th century to provide
navigational access from West Bay (Pamlico Sound) to Rumley
Bay (Core Sound). When the road from Atlantic to Cedar
Island was constructed in the 1930's this canal was bridged
and the road bed connecting these two communities was
constructed in wetlands by using borrow materials from
adjacent marsh areas. Consequently, the shoulders of the
road bed are fairly narrow and are separated from the
adjacent marsh areas by borrow canals. Over the years, the
road bed shoulders have lost elevation and coastal wetlands
have encroached in varying degrees along the entire length
of the road system. The existing bridge was constructed in
1963 and is elevated approximately 2 1/2' above the water
line. Numerous old pilings underneath the bridge structure
prevent any navigation from going under the bridge.
The NCDOT is proposing to replace this existing bridge
almost in line with the present location. Plans call for
one lane of traffic to be maintained on an approximately 15'
wide area of the existing bridge while a portion of the new
bridge will be built immediately adjacent and to the north
and west of this area. Once this new portion is built the
old bridge will be completely demolished and the other new
half will be built. The new bridge will be slightly longer
and wider than the present bridge. Because of the slight
shift of the bridge to the north and west and the
improvement of approachways, it is estimated that
approximately 2000 sq. ft. of coastal wetlands will be
filled along the shoulders of the highway. These areas are
typically comprised of a mixture of spartina patens and
distichlis spicata with some spartina alterniflora also present.
10. Anticipated Impacts
The project as proposed will result in the replacement of an
existing fix span bridge with a new one which will be
slightly longer and wider than the existing bridge.
Vertical clearance will remain the same, but could provide
some very limited navigational access for small skiffs if
all the piling debris from the old bridge was removed.
Approximately 2000 sq. ft. of coastal wetlands will be
filled in conjunction with improved approachways.

Bridge No. 16 has been included in the Federal -Aid Bridge Replace-
ment Program for replacement in•fiscal year 1987. The location is shown
in Figure 1. No substantial environmental impacts are anticipated. The
project has been classified as a Federal "categorical exclusion".
I. Summary of Recommendations
Bridge No. 16 should be replaced at the existing location as shown
in Figure 2.
The recommended bridge width is 28 feet. Only a limited amount of
approach work is necessary.
The elevation of the new structure should be approximately the same
as the floor elevation of the existing bridge.
Traffic (one -lane) will be maintained on the existing bridge by
constructing the new bridge in half -sections.
Estimated cost, based on current prices, is $216,000.
U . Existing Conditions
NC 12 is classified as a major collector route in the Functional
Classification System and is part of the Federal -Aid System (FAS 2358).
The coastal route traverses a segment of the Outer Banks (see Figure 1).
No development exists in the project area, which is five miles south
of the Cedar Island -Ocracoke ferry. In the vicinity of the bridge, NC 12
has a pavement width of 19 feet and a shoulder width of 8 to 13 feet.
The bridge and approaches were constructed on a 1$-degree curve. Speed
limit in the project area is 55 MPH.
The current traffic volume of 900 VPD is expected to increase to
approximately 1500 VPD by the year 2005. The projected volume includes
1% TTST and 6% dual -tired vehicles (DTT).
The existing bridge (see Figure 3), reconstructed in 1963, consists
of a timber floor and rails supported by timber piles, abutments, and
caps.

The vertical clearance underneath Bridge No. 16 varies from 0.5 to
1.5 feet, depending upon tidal fluctuation. Based on field investigation
and local inquiries, it is concluded that no navigation occurs at the
bridge site.
Overall length is 35 feet. Clear roadway width is 25 feet. The
posted weight limit is 17 tons for single vehicles and 25 tons for trucks
with trailers.
Bridge No. 16 has a sufficiency rating of 39.8 compared to a rating
of 100 fora new structure.
No accidents were reported in the vicinity of the bridge during the
period from January, 1980 through August, 1983.
III. Discussion of Recommended Improvements
Bridge No. 16 should be replaced at its present location. The new
structure should have a clear roaday width of 28 feet in accordance with
current Bridge Policy.
The Hydrographics Unit recommends the new structure should have.a
floor elevation approximately the same as the existing bridge and should
be about 60 feet in length. The size of the structure may be increased
or decreased as necessary to accommodate peak flows as determined by
further hydrologic studies.
Phase construction will permit one -lane of traffic to be maintained
on the existing bridge during construction of the new bridge. Approxi-
mately 11 feet should be severed from the west side of the existing
bridge, leaving about 15 feet of the existing bridge intact. This
15-foot segment would be strengthened and reinforced as necessary.
A New Jersey type barrier would be placed along the severed edge, leaving
12 feet of the bridge to serve as a travel lane.
The new 28-foot wide bridge would be phase constructed. The first
half would be built immediately adjacent to the intact portin of the old
bridge. A 5-foot working clearance would be required between the two
structures. Traffic would be transferred to the completed half of the
new bridge. The remaining portion of the old bridge would be removed.
The second half of the new bridge could then be constructed.
As a result of these measures, the centerline of the new roadway
will be approximately 6 to 7 feet west of the centerline of the existing
roadway.
Traffic control measures during the construction period are esti-
mated to cost approximately $25,000. The Traffic Engineering Branch
recommends that signalization be provided during the construction period
to effectively control one -lane operation. Extensive traffic control
measures are recommended for the following reasons:

1. Unusually high operating speeds.
2. Peaking characteristics resulting from ferry schedules.
3. Possibility of isolating the area north of the bridge from the
mainland if an accident occurs on the one -lane detour bridge.
I.V. Alternatives
No alternative alignments were considered for replacement of the
subject bridge due to the environmentally sensitive nature of the area.
Utilizing the existing roadway provides the best alignment and the lowest
cost. A relocated alignment (either east or west of the present bridge)
would result in excessive cost and undesirable environmental
consequences.
Provision of a temporary on -site detour is not feasible, since
construction in the environmentally sensitive waters surrounding the
bridge would be necessary. These water areas contain highly productive
coastal habitat and should be avoided insofar as possible.
The "do-nothing" alternative would eventually necessitate closure
of the bridge. This is not feasible since the segment of NC 12 north of
the bridge would be isolated from the mainland.
Rehabilitation of the old bridge is not feasible due to its age and
deteriorated condition.
V. Estimated Cost
Based on current prices, -the estimated cost of the bridge is as
follows:

VI. Environmental Effects
The project is expected to have an overall positive impact. Replace-
ment of an inadequate bridge will result in safer traffic operations.
The project is considered to be a Federal "categorical exclusion"
due to its limited scope and insignificant environmental consequences.
The bridge replacement will not have a significant adverse effect on
the quality of the human or natural environment with the use of current
NCDOT standards and specifications.

No businesses or homes are to be relocated. Therefore, no adverse
impact on families or communities is anticipated.
No significant adverse effect on public facilities or services is
expected. The project is not expected to adversely affect social,
economic, or religious opportunities in the area.
, Since the proposed project does not increase the number of lanes of
traffic nor move the traffic substantially closer to the existing
development, this project is not expected to significantly alterthe noise
environment. Noise abatement measures do not -appear to be warranted. No
additional noise studies are necessary.
Since the anticipated peak traffic volume is less than 2000 vehicles
per hour within a period of ten years after completion of construction,
the project will not have a significant impact on air quality and will be
compatible with the North Carolina Plan for Implementing National Ambient
Air Quality Standards.
Since the bridge will be replaced in its present location, the
project is exempt from the Farmland Protection Act.
There are no properties of historic or cultural significance in-
volved in construction of the project. No properties eligible for
inclusion in the National Register of Historic Places are affected. The
structure itself is not historically significant. Therefore, the project
will not conflict with historic or cultural resources.
The State Historic Preservation Officer will be given an opportunity
to review the project and determine whether an archaeological survey will
be required. If necessary, the survey will be undertaken prior to.
construction.
Since the bridge will be replaced in its present location, it is
anticipated the project will not affect any species listed as threatened
or endangered by the U. S. Fish and Wildlife Service.
A special effort will be made to maintain siltation at a minimal
level. This may be done through the use and maintenance of silt fencing
along exposed slopes where earth is disturbed or where additional filling
is necessary. Plantings of grass on such slopes soon after construction
is completed will facilitate siltation abatement.
, This area is typical of other irregularly flooded coastal marshes in
that black needle rush Juncus roemerianus) is the dominant plant spe-
cies. According to A. W. Cooper (1968), this type marsh is the most
extensive of the coastal marsh types in North Carolina, covering more
than 100,000 acres, primarily north and east of Beaufort along the outer
banks. Substratum in this type marsh is generally sandier and firmer than
are regularly flooded marshes. Brackish water prevails but tides seldom
exceed a foot. Other plants observed are known to occur in this vast
expanse of marshland include salt grass Distichlis s ip'cata), saltmeadow
cordgrass S artina patens), smooth cordgrass S artina alternifolia)

groundsel Baccharis halimifolia) marsh elder Iva frutescens), spike
rush Eleocharis §sy.), and sea ox-eye Borrichia frutescens Above the
marsh an Cana system, and along the roa sou densers wire construction
activities will be confined, a variety of weed species prevail.
The marsh is utilized by a number of marine animals. Small fish and
fiddler crabs are abundant in and along the ditched canals. The crabs are
preyed upon by a variety of animals such as herons, terrapins, and
raccoons. The clapper rail is one of the most abundant marsh birds in the
area, feeding on marsh and fiddler crabs, aquatic insects, snails, and
small fish. Other common birds in the area include the bittern, red-
winged,black bird, marsh hawk, marsh wren, seaside sparrow, black duck,
blue -winged teal, and gulls. The study area is a part of the 12,400 acre
Cedar Island National Wildlife Refuge area; therefore, wildlife
populations are generally high.
Wildlife in close proximity to the proposed new structure may be
disturbed temporarily during the construction operations; yet only bottom
dwelling organisms in the path of the,pile driving rig are likely to be
lost. No negative impacts to threatened and endangered species is
anticipated. Likewise, no significant negative impacts will occur to the
Cedar Island National Wildlife Refuge area because of this project. Mr.
Dennis Spitsbergen, N. C. Marine Fisheries (Personal Communication,
1981), when consulted, about the proposed project, concurred with our
findings that the proposed project as planned, would have no significant
impacts upon marine resources of -the area.
Permits for replacement of Bridge No. 16 were issued by the N. C.
Office of Coastal Management and the Corps of Engineers in 1981 but have
since expired. The permits were based on the same general project
concept proposed in this report.
A new permit will be required from the N. C. Office of Coastal
Management. It may be necessary to apply to the Corps of Engineers for
an individual permit if the Nationwide Section 404 permit provisions of
33 CFR 330.5(b) and 330.6 can not be followed. It appears that con-
struction may be confined to the existing causeway. Although it does not
appear necessary to place fill material in the adjoining waters, a
detailed design will be necessary to make this determination.
A U. S. Coast Guard permit is not required. The Coast Guard issued
a preliminary public notice in 1981. No adverse comments were received.
By letter of March 27, 1981, the Coast Guard advised "...there are no
navigation interests that will be adersely affected by construction..."..

SUBJECT: Carteret County, Bridge No. 16 on NC 12 over West Bay Channel
(B-1100)
The North Carolina Department of Transportation proposes to replace the
existing bridge with a new structure along the same alignment. Bridge No. 16 is
located in the Cedar Island National Wildlife Refuge approximately five miles
south of the Cedar Island ferry terminal. The bridge is approached from the north
and south by a causeway across a vast irregularly flooded coastal marsh in which
black needle rush is the dominate plant species. The vertical clearance
underneath the bridge varies from 0.5 to 1.5 feet, depending upon tidal
fluctuation.
Plans are to replace the existing bridge at the same location at
approximately the same elevation. There is no detour route available and a
temporary on -site detour is not feasible due to the environmental sensitivity of
the area adjacent to the bridge. Because of the ferry traffic, it is not
feasible to close the road while the bridge is being replaced. Therefore, it -
will be necessary to construct the new bridge in phases to permit one -lane
traffic operation during construction. The plans are to utilize the existing
causeway approaches without widening into the adjacent water or wetland.
A permit was issued by the N. C. Office of Coastal management for the
replacement of the bridge in 1981 but has since expired. The permit was based on
the same general project concept as currently proposed.
Application is hereby made for a CAMA permit as required by the proposed
project. In that the project was processed as a "categorical exclusion" by the
Federal Highway Administration, it may be constructed under a Corps of Engineers
Nationwide Permit. A U. S. Coast Guard permit is not required. The Coast Guard

property located at the bridge over John Day's ditch between the
communities of Atlantic and Cedar Island, Carteret County. It
was received on April 30, 1987, and appears to be adequate for
processing at this time. The projected deadline for making a
decision is July 14, 1987. An additional 75-day review period
may be necessary and if so you will be advised of the extension
and the new deadline.
NCGS 113A-119(b) requires that Notice of an application be posted
at the location of the proposed development. Enclosed you will
find a "Notice of Permit Filing" postcard which must be posted at
the property of your proposed development. You should post this
notice at a conspicuous point along your property where it can be
observed from a public road. Some examples would be: nailing
the notice card to a telephone pole or tree along the road
right-of-way fronting your property, or at a point along the road
right-of-way where a private road would lead one into your
property. Failure to post this notice could result in an
incomplete application.
An onsite inspection will be made and if additional information
is required, you will be contacted by the appropriate state or

extended. An additional 75 days is provided by G. S. 113A-122(c) which would
make September 27, 1987 the new deadline for reaching a decision on your
request. However, we expect to take action prior to that time and will do so
