Members of the staff of the Wilmington Regional Office have reviewed the sub-
ject application. The applicant proposes to replace the existing bridge with
three corregated steel pipe arches. This will require dredge and fill work
to widen the road bed and provide a stable foundation for the causeway.
Approximately 780 cubic yards of "muck" material will be removed and replaced
with suitable fill material.
Since filling activities in classified waters are proposed, it is recommended
that a 401 certification be required. It is further recommended that stringent
erosion control methods be required.
Since this project appears to be the best method of bridge replacement at this
site, it is recommended that the 401 certification be issued.

V11I. Project Summary DOT proposes to replace the existing bridge with 3 corregated steel
IX. Narrative description
DOT has determined that the existing wooden bridge over Cilliken Creek is unsafe and needs
to be replaced. In an effort to keep costruction costs reasonable and protect the marine
environment, DOT has chosen to replace the bridge with three corrugated steel pipe arches.
The new crossing, although wider than the original bridge, will accommodate projected vehicu-
lar traffic -for the next 10-15 years. In an effort to accomplish the proposed changes, the
creek bottom in adjoining marsh areas will be excavated. This demucking process will gene-
rate approximately 780 cu.yds. of spoil which will be trucked to an upland site. A stable
foundation for the causeway will be created by backfilling the area with suitable material.
The entire project will be completed in one to two days with traffic restored to SR 1331.
The evaluation of this project was augmented by additional information supplied to this
office. Mr. C. R. Edgerton, DOT's technical services manager, provided hydrographic data
on September 9, 1980. This was followed by a joint site visit with DOT's field representa-
tive, Mr. R. L. Spence on September 16, 1980.
X. Anticipated impacts
DOT plans to utilize to utilize sediment curtains or silt screens around the project
perimeter. This should greatly reduce the potential impacts of sediment to the down-
stream creek'channel in the marsh areas. Our investigation reveals that approximately
600 sq.ft. of salt marsh cordgrass and black needlerush will be displaced by the proposed
project. This will be offset somewhat by the improved flushing capabilities of the upper
creek area. This is particularly important during periods of storms accompanied by high
winds. In general, the public benefits to be accured from this project seem to justify
the proposed changes to the creek's system.

It any change in the authorized work is recuired because of unforeseen or
altered conditions or for any other reason, the plans revised to show the
chapee must be sent promptly to this office. Such aetiun is necessary as
revised plans must be reviewed and the permit modified.
Please carefully read your pernit. The aenfral and special conditions
are important. Your failure to comply with these conditions could result
in a violation of Federal law. Certain significant general conditions
require that:
1. You must begin your work on or before 28% February 1982 and
corplete construction before 31 December 1984.
2. YOU ,must noti`y this office in advance as to when you intend to
com-ence and complete work.
3. You nust allow representatives from this office to make periodic
visits to your worksite as deemed necessary to assure comalisnee with
permit plans and conditions.
o. That if the activity authorized herein is not started on or before 28th day of Pebr_aarr, 19 $2
lone year from the date of issuance of this permit unless otherwise specified) and is not completed on or before 31gt
day of December, 19 84 , (three years from the date of issuance of this permit unless otherwise specified) this permit, if
not previously revoked or specifically extended, shall automatically expire.
p. That this permit does not authorize or approve the construction of particular structures, the authorization or approval of which
may require authorization by the Congress or other agencies of the Federal Government.
q. That if and when the permittee desires to abandon the activity authorized herein, unless such abandonment is part of a transfer
procedure by which the permittee is transferring his interests herein to a third party pursuant to General Condition t hereof, he must
restore the area to a condition satisfactory to the District Engineer.
r. That If the recording of this permit is possible under applicable State or local law, the permittee shall take such action as may be
necessary to record this permit with the Register of Deeds or other appropriate official charged with the responsibility for maintaining
records of title to and interests in real property.
s. That there shall be no unreasonable interference with navigation by the existence or use of the activity authorized herein.
t. That this permit may not be transferred to a third party without prior written notice to the District Engineer, either by the
transferee's written agreement to comply with all terms and conditions of this permit or by the transferee subscribing to this permit in
the space provided below and thereby agreeing to comply with all terms and conditions of this permit. In addition, if the permittee
transfers the interests authorized herein by conveyance of realty, the deed shall reference this permit and the terms and conditions
specified herein and this permit shall be recorded along with the deed with the Register of Deeds or other appropriate official.
