There are no federal agency issues with the Gerald Strickland application. When we have our meeting with you we will be able to better explain our process to you and how you should integrate our comments and responses into the State permits Thanks and hope this helps..... By the way all USACE Wilmington District Regulatory Staff will be in Ashville next week in a mandatory "workshop" aka torture training on new developments in our program. I look forward to getting our staffs together and get everyone familiar with the various business processes so we can better address our joint permit applications in the most efficient manner. -----Original Message ----- From: Spears, Courtney [mailto:courtney.spears@ncdenr.gov] Sent: Friday, September 04, 2015 9:53 AM To: Bland, Raleigh W SAW; Pelletier, Josh R SAW Subject: [EXTERNAL] CAMA major permits inquiry Good morningl I am the new Assistant Major Permits Coordinator with DCM (working Daniel Govoni's former area) and just wanted to introduce myself as a new point of contact. Gerald A. and Karen Strickland Garrett Gut Beaufort County Project Setting The 6.0 acre project site is located off SR 1734, McGowan Road, at the terminus of Pauls Lane adjacent Garrett Gut, a tributary to North Creek and the Pamlico River, east of Bath, in Beaufort County, North Carolina. The site is developed as a single family residence with a shop and a ±40' x ±75' manmade boat basin off Garrett Gut. The ground elevation of the lot is 2.5' to 3' above the normal water level (NWL) of Garrett Gut. The lot is vegetated with maintained lawn grasses. There is an area with low ground elevation that narrows as it extends into the lot from Garrett Gut between the house and shop. This area has been regularly mowed most likely affecting the vegetative community in this area. CAMA/Dredge and Fill General permit no. 64414-B was issued on 3 February 2015 authorizing replacement of the bulkhead around the perimeter of the basin, maintenance excavation in the basin and construction of a 5' x 30' finger pier in the center of the basin servicing a slip on either side. This work has been completed. Water depths in the boat basin are shallowest at the landward end and deepen as you move toward it's confluence with the Garrett Gut. Depths range from 2' at the landward end to 6' at the basin opening. Garrett Gut is classified as Coastal Waters by the Marine Fisheries Commission, Primary Nursery Area by the Division of Marine Fisheries and SA HQW NSW by the Environmental Management Commission and is closed to shellfishing. Project Description The applicant proposes to construct a 20' wide x 33'boathouse in the west end of the boat basin. The roof will be hipped and the sides of the boathouse will extend down 4', less than half the distance to the normal water level. A 3' wide x 20' long catwalk will be constructed down each side of the boathouse and will flare to a 8' x 10' right triangle shaped platform. The catwalks and platforms will be constructed under the boathouse roof. The boathouse will be used to moor a 25' long outboard powered center console fishing vessel. Anticipated Impacts The boathouse will shade 660 ft2 of basin bottom. There will be some short term localized turbidity during pile driving activities.
