WBS No. 3.206511 Dear Mr. Lane: The North Carolina Department of Transportation (NCDOT) is proposing to replace the driveway pipe to the USS North Carolina Battleship memorial within the existing NCDOT right-of-way of SR 1352 USS North Carolina Rd. The existing damaged section of 24” pipe will be replaced with 24” HDPE and class I riprap will be placed in between the cut joint sections of existing and new pipe as well as around the inlet and outlet of the proposed pipe. The proposed pipe work will require approximately 200 sq. ft. of permanent coastal wetland impacts for the proposed riprap and approximately 160 sq. ft. of temporary impacts for the necessary additional trenching required for construction. Proposing to replace failed driveway pipe within NCDOT R/W to restore entrance to the battleship memorial and prevent undermining of adjacent SR 1352 c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. Work will be performed at low tide and may require a temporary lane closure. Existing stormwater pipes will be blocked and water pumped from within construction zone will be treated via siltbad on the road shoulder. A trench box will be installed in the excavation area to prevent the sides of the trench from sloughing. The existing failed pipe will be cut at the existing joints and ne 24" HDPE will put installed. Class I riprap underlain with geotextile fabric will be placed around the pipe and in between the cut joint of the existing pipe and the new pipe. Soil layers will be placed back in excavated coastal wetland areas to match adjacent areas and temporary impact areas should revegetate with coastal wetlands naturally. d. List all development activities you propose. Cut out and remove damaged section of existing 24" pipe and replaced with approximately 60 LF of new 24" HDPE pipe. Install class I riprap between the cut at the existing pipe joints and the new pipe as well as around the top of the pipe for stabilization. e.
