The request is to add a 5' x 6' swing style lift along the north side of the existing platform in order to store a boat on the platform when not in use. All other permitted portions would remain in the previously permitted footprint. This development is hereby authorized as requested. All permit conditions including the December 31, 2018 expiration date still apply and remain unchanged as well as the following specific conditions: • All development shall be completed as shown on drawing dated received by DCM on 2/13/17. R1EGAN--_; Coastal Management ENVIRONMENTAL OUAUTY MEMORANDUM: To: Roy Brownlow From: Heather Styron BRAXTON DAVIS Director RE: Refinement of State Permit #128-15, Edwin and Gaye Orr February 15, 2017 Please find enclosed a request from Mr. Edwin Orr, dated received by DCM on February 13, 2017, to refine the existing CAMA permit. This permit, #128-15, was issued on 11/13/15 and is set to expire on 12/31/18. The permit authorized an observation pier without any formalized slips. The applicant is proposing to add a 5' x 6' swing lift along the north side of the existing platform. When not in use the lift would be rotated to store the boat (16' or less) over the platform. Through concurrence with the Major Permit Supervisor (9/28/16 email) and the Fisheries Specialist (9/1/16 email), this would not be considered a formalized slip and therefore could be permitted. If the proposed development is constructed as shown on the drawing dated received 2/13/17, then the proposal is consistent with the specific guidelines found in 15A NCAC 07H.0208. I want to install a swing lift on the dock constructed at 1508 Galley Circle in Morehead City, NC. The lift will be used to store a small flats boat for fishing. It will be mounted on the center piling on the outside edge of the dock as shown on the attached drawing. The lift will rotate to swing the entire boat over the existing dock for storage. The lift is rated for an 18' maximum boat size and 1,500 pounds maximum weight. The boat I plan to use will be approximately 16 feet and much lighter than this. Subject: RE: 1508 Galley Circle MHC Heather, I spoke with Mr. Orr about the use of a davit for launching vessels off the end of the pier here. The depths are pretty close but I think I can work with the idea of the davit. It should eliminate the need for a cradle system that may sit on bottom and reduce concerns of causing a washout hole from powering onto a lift. Boat should not be resting on bottom and the davit system should limit the size of potential vessel. Mr. Orr said he was going to speak with his contractor about designs and then get with you for a modification. If he gets a design to you maybe keep me in the loop.
