Any additional land disturbing activities and/or construction may require a modification of this permit. Contact a Division of Coastal Management representative at (910) 796-7215 for this determination. 2) The perm ittee and/or his or her contractor shall meet with a representative of the Division prior to project initiation. (See Attached Sheet for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. All work must cease when the permit expires on December 31, 2020 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. I hate to slow your process and ours - we have been nuts over here. I sent these Engineered scale drawings previously - please confirm if they are or are NOT effective or sufficient. It's great news about the minor modification to the current Major permit. Everything stated below makes sense to us. After this delay on our end, faster is definitely better. We just got our septic permit and our Stromwater permit should be submitted any day now. I am checking with RSD about that as we speak. DCM-MHD CITY I was looking through the permit request, and since there is an active major permit and no development proposed within 30' of normal high water we can process this as a minor mod to the existing permit. Since the permit expires on 12/31/18, we can also renew the permit for a period of two years (12/31/20). Since you've already submitted a check for $250, we can use $100 of that for the minor mod fee and $100 for the renewal fee, and issue you a refund of $50.Once I receive all the materials I should be able to process everything. - Also, have you already submitted a stormwater plan, and if so have they assigned a # to the project? I will need that number or the letter they sent you. Thanks! The "pool equipment located near the "Master Bedroom" appears to encroach into the 15-foot side setback from the property line. 2. The "pool fence" (also called "4'6" double fence) extends into the 30-foot setback from the Intercoastal. Since this is integral to the house design, I believe this is prohibited. It would also block the view from the house we plan to build. Concerns: 1. 1 am concerned about the amount of runoff from rain as I believe fill was added to the lot making it slightly higher in elevation than our lot. It is also noted that the view from Google Earth appears to show some erosion on the Intercoastal side of the lot. Of course, this is just a snapshot in time. I was pleased to see that the architect/surveyor provided the evaluation of rain water runoff/impervious calculations, however the lot area is about 100 ft X 200 ft = 20,000 sq ft, not 35,442 sq ft. 25 percent of which would be 5,000, sq ft, whereas the "Total Impervious" is listed as 5375 sq ft. 2. 1 was planning to object that this construction challenges the Section 51 R20S zoning statement that this is for "low density single-family residential purposes", but I believe the ship has already sailed on that overly general "requirement" based on many of the other properties along Bald Eagle Lane. The house as designed meets the requirement for a single-family dwelling and may be confirmed by "as -built" verification of design versus the completed structure by the building inspection personnel and confirmed periodically by the tax assessor's periodic inspection and well -managed building permitting codes. For example, the addition of a bathroom to the "fitness studio" might challenge the "single-family" classification as would installing partitions in the main structure. an tit We were pleased to see that there has been no attempt to create a housing cluster (Condominiums) with the water front lots used as recreational access points. To the objections, concerns and comments that I provided previously, I would like to add the following items to a review which has been unnecessarily long, inefficient and complicated: The contractor did not include the permits as stated in their cover letter. This was pertinent information. I wasted time reviewing a house design looking for any specific information. All that was available was generic house building information and one specific item on impervious surface calculation. There was no summary of the scope of the project and there still isn't. When it was identified by you that my comments were mostly specific to zoning, I began looking to determine if something was missing. I identified that the permits had not been provided. The permits were sent to me yesterday via email, BUT one permit was missing, the Form DCM MP-2 "Excavation and Fill". I can not complete the review without this information. (I did work around the problem with the quality of forms by accessing the website for readable quality forms.) Despite being provided with an email copy of my Adjacent Riparian Property Owner Statement with the pertinent sections concerning objections and the 15' setback requirement whited out, we still have objections to the proposal as noted above AND we DO NOT wish to waive the 15' setback requirement. This stands until the necessary information to complete the review is provided. The setback requirement remains regardless of RECEIVED whether the objections are resolved or not. JAN 0 2 2019 DCM-MHD CITY I would also recommend that in the future a single sheet checklist be provided when reviews are indicated. A summary of the proposed project should be provided as well as listing all the permits/forms required and when/if an on -site inspection is 3 planned. I was pleased to see that the architect/surveyor provided the evaluation of rain water runoff/impervious calculations, however the lot area is about 100 ft X 200 ft = 20,000 sq ft, not 35,442 sq ft. 25 percent of which would be 5,000 sq ft, whereas the "Total Impervious" is listed as 5375 sq ft. 2. 1 was planning to object that this construction challenges the Section 51 R20S zoning statement that this is for "low density single-family residential purposes", but I believe the ship has already sailed on that overly general "requirement" based on many of the other properties along Bald Eagle Lane. The house as designed meets the requirement for a single-family dwelling and may be confirmed by "as -built" verification of design versus the completed structure by the building inspection personnel and confirmed periodically by the tax assessor's periodic inspection and well -managed building permitting codes.
