1) This renewal shall be attached to Permit No. 107-15, which was issued to the permittee on 11/30/15,
and copies of both documents shall be readily available on site when a Division representative
inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project DWR Project No.
15-0541.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2015-01232.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires finther Division approval.
All work must cease when the permit expires on
December 31, 2020
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

The enclosed permit constitutes authorization under the Coastal Area Management Act,
and where applicable, the State Dredge and Fill Law, for you to proceed with your project
proposal. The original (buff -colored form) is retained by you and it must be available on site
when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding
means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant
to NCGS 113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with
NCGS Chapter 150B with the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on your
permit. You should also be aware that another qualified party may submit an objection to the
issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise,
all work must be carried out in accordance with your application. Modifications, time extensions,
and future maintenance requires additional approval. Please read your permit carefully prior to
starting work and review all project plans, as approved. If you are having the work done by a
contractor, it would be to your benefit to.be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this
review, we request that you complete and mail the enclosed Notice Card just prior to work
initiation. However, if questions arise concerning permit conditions, environmental safeguards,
or problem areas, you may contact Department personnel at any time for assistance. By
working in accordance with the permit, you will be helping to protect our vitally important coastal
resources.

3. Changes in Coastal Resources Commission's rules and development standards
since the date of issuance of this permit are not considered relevant to the
permitted development, and do not raise concern for denial or modification of this
permit.
4. It is recommended that a two-year extension of this permit be granted.
5. The required fee of $100, paid by check number 1596, was received on November
26, 2018.
6. Also attached is a copy of the subject permit, and the Extension request letter.

This letter is with reference to CAMA Major Development Permit #107-15, National Audubon Society, which
expires on December 31, 2018. In accordance with 15A NCAC 07J.404, Development Period Extension, the
applicant is requesting a two-year extension as stipulated under the Condition of Substantial Development.
Please find enclosed a list of development activities which were authorized by the CAMA Major Development
Permit. Based on my discussion with Mr. Robbie Fearn, Site Manager, and my site visit of November 19, 2018, the
list will indicate those permitted activities which have been accomplished and those which remain to be
accomplished.
It is the intention of the National Audubon Society to complete the work as soon as funding is available. Because
substantial development has occurred at the site and is continuing, the applicant intends to complete the authorized
work within a reasonable time. This large development project is not only tied to logistical requirements, it is also
directly affected by funding. Work along the waterfront was of high priority for two reasons. One was to assure the
integrity of the shoreline improvements, and the other was to provide a safe environment for ongoing environmental
educational programs. Sequencing of the authorized work is also predicated by local requirements such as
wastewater renovation before additional renovation of buildings. The Comprehensive Site Development plan,
however, has not changed since the issuance of the original permit. The project remains in the ownership of the
permittee, and the proposed development activities remain in compliance with all Conditions of the permit.
Please find enclosed a check payable to the North Carolina Department of Environmental Quality for $100.00 for
consideration of this request.

This permit, issued on September 30, 2015 , is subject to compliance with the application (where consistent

1) This permit authorizes only the reconstructed docks, piers, and other structures and uses located in or
over the water that are expressly and specifically set forth in the permit application. No other
structure, whether floating or stationary, shall become a permanent part of this reconstructed docking
facility without permit modification. No non -water dependent uses of structures shall be conducted
on, in or over Public Trust waters without permit modification.
2) No sewage, whether treated or untreated, shall be discharged at any time from any boats using the
reconstructed docking facility. Any sewage discharge at the reconstructed docking facility shall be
considered a violation of this permit for which the permittee is responsible. This prohibition shall be
applied and enforced throughout the entire existence of the permitted structure.

ADDITIONAL CONDITIONS u
3) The permittee shall maintain the authorized work in good condition and in conformance with the
terms and conditions of this permit. The pennittee is not relieved of this requirement if he abandons
the permitted activity without having it transferred to a third party.
4) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the
U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At a minimum,
permanent reflectors shall be attached to the structure in order to make it more visible during hours
of darkness or inclement weather.
5) This permit authorizes a maximum of eight formalized boat slips.
6) No attempt shall be made by the permittee to prevent the full and free use by the public of all
navigable waters at or adjacent to the authorized work.
Breakwater
7) The breakwater shall be constructed with an equal gap between each sheathing board totaling at least
one inch of open area for every linear foot of breakwater.
8) The permitted breakwater shall be constructed of treated wood, plastic lumber, metal sheet piles or
other suitable materials approved by Department personnel.
9) The permittee shall maintain the authorized work in goodcondition and in conformance,with.the
terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons
the permitted activity without having it transferred to a third party.
Culvert & Canal Fill
10) A silt screen shall be left between the area to be filled and the existing canal and a 24 hour period
after completion of canal fill shall elapse prior to silt screen removal to prevent unnecessary siltation
into the adjacent water body.
Sedimentation & Erosion Control
NOTE: An Erosion and Sedimentation Control Plan may be required for this project. This plan must be
filed at least thirty (30) days prior to the beginning of any land disturbing activity. Submit this
plan to the Department of Environmental Quality, Land Quality Section, 943 Washington Square
Mall, Washington, NC 27889.
11) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
12) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase
of grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed immediately
landward of the bulkhead cap immediately following completion of backfilling activities.

13) Unless specifically altered herein, this permit authorizes the grading and other land disturbing
activities associated with the development of the above referenced property, including the buildings,
roads, parking, walkways, and sewage treatment, all as expressly and specifically set forth in the
attached permit application and work drawings.
14) Renovations to the existing storage building adjacent to the tidal canal shall not result in creation of
new impervious surface within the 30 foot Public Trust AEC.
General
15) There shall be no temporary placement or double handling of excavated or fill materials within
waters or vegetated wetlands.
16) No excavated or fill material shall be placed at any time in any vegetated wetlands/marsh or
surrounding waters outside of the alignment of the fill area indicated on the workplan drawings.
17) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
18) This permit does not authorize the interference with any existing or proposed Federal project, and
the permittee shall not be entitled to compensation for damage to the authorized structure or work, or
injury which may be caused from existing or future operations undertaken by the United States in the
public interest.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the proposed project by way of Programmatic
General Permit 198000291 (Action ID No. SAW-2015-01232), which was issued on 09/28/15.
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 3900 and assigned the project DWR Project No. 15-0541.
NOTE: The N.C. Division of Energy, Mineral, and Land Resources assigned the proposed project permit
No. SW7141103.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 264-3901 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level.
NOTE: An application processing fee of $400 was received by DCM for this project. This fee also
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.
