This correspondence is with reference to the request you originally submitted on April 23, 2021, and additional
information provided on May 18, 2021, to modify State Permit No.121-15, which was originally issued on October
26, 2015 authorizing the construction of an offshore living sill, rip rap placement and marine mattress stabilization
adjacent to the Cape Fear River at Fort Anderson, near Winnabow, Brunswick County. State Permit No. 121-15
was modified on May 1, 2017 authorizing the reconfiguration of 200 linear ft. of offshore living sill, the construction
of a rip rap revetment and relocation of 50 linear ft. of marina mattress. Another modification was issued on May
21, 2018 for additional reconfiguration of the permitted sills. State Permit No.121-15 is due to expire on December
31.2022.
The action proposed in your submittal consists of the change in alignment of the "Reef -maker" shoreline protection
structures. According to the agent, a new shipwreck was discovered along the shoreline within the currently
approved alignment. The subject area is located just north of the William Dry Warf and is within Phase 3B and
the west end of Phase 3A (see Sheet 5 of 20). Approximately 314 linear ft. of 'Reef -maker" shoreline protection
structure would be re -aligned approximately 11-12 ft. waterward of the approved location and would taper back
on both ends to the existing alignment (see—CS-002 MOD).
Upon review of the information provided the Division of Coastal Management has determined that the proposed
actions continue to be consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. I hereby submit this Letter of Refinement authorizing the modification of State
Permit No. 108-17, as described in your request dated March 15, 2021 and revised on March 30, 2021. Please
note this refinement does not alleviate the need to obtain any other local, state or federal permits.

Hey Tara,
It was good to talk to you! Attached are the various drawings for Brunswick Town showing the overall project
and the partial realignment being requested for Phase 3B and the west end of Phase 3A. The "Reef -maker"
structures are the octagons shown on the plans, the green ones shown on Sheet 5 of 18 (CS-002 MOD) are
shown in the requested new alignment which is a maximum distance in the center of 12' waterward of the
currently authorized alignment. This realignment is only being requested due to a recently discovered historic
wreck which is to be left in place and undisturbed. The requested realignment will allow for the preservation of
the wreck as well as the ability to take samples of the structure as needed in order to possibly identify it. The
requested realignment will still not extend past the 5' contour in keeping with the majority of the entire project.
Please let me know if you need anything else for this requested refinement.

Hey guys -
The drawing that is labeled modification plan is the one that shows the new section of alignment in green and it is
overlaid with the original, permitted alignment in white and red.
These changes are being proposed because of the discovery of a wreck that they did not realize was there.
Essentially they have to bump out just the portions around the wreck (300 LF area). The agent has told me they've kept
it as close as possible to the original alignment so that it will still function in wave attenuation but also avoid the wreck
site and help preserve it. The changes are supposed to still be located within the 5 foot contour. The proposed section
to be umped out waterward will still be landward of other portions of the alignment that are authorized.
