Shoreline Stabilization Phase 3 1) Unless specifically altered herein, all development shall be carried out in accordance with the attached workplan drawings (17), Sheets 1-3, 7-12, and 17 of 20 dated "Received DCM Wilmington" 11/4/20, Sheets 4-6 of 20 dated 9/8/20, Sheet 13 of 20 dated 8/10/20, Sheet 14 of 20 dated 2/10/18, Sheet 15 of 20 dated 9/2/20, Sheet 16 of 20 dated 4/3/20. 2) Unless specifically altered herein, this Minor Modification authorizes the construction of 1,210 linear feet of "Reef Makers," addition of 60 linear feet of rip rap, and associated backfill, all as expressly and specifically set forth in the attached letter and workplan drawings. Any additional development activities may require a modification of this permit. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. Dept. of Natural and Cultural Resources, we are requesting a 2-year extension of State Permit #121-15 originally issued on 10/26/15 for shoreline stabilization at the Brunswick Town / Fort Anderson State Historic Site located at 8884 St. Phillip's Road SE, Winnabow, adjacent to the Cape Fear River in Brunswick County. Permit #121-15 was renewed on 1/24/19 and is due to expire on 12/31/20. The permit authorized a phased shoreline stabilization project (for the entire shoreline) consisting of the placement of rip -rap along the northeastern shoreline and adjacent to Battery "A" as well as the installation of a living shoreline using "Reef -Maker" structures. The project was proposed to be completed as a 3-phased project to be completed as funding became available. Phases 1 & 2 have now been completed and they are now ready to start on phase 3. It should be noted that the only changes to the project is a Minor Modification request which has been submitted and is under review for the final alignment of the "Reef -Maker" structures and the placement of additional rip -rap adjacent to Battery "A". There has not been any changes to the ownership of the adjacent properties and the project is in compliance with all conditions of the current permit. SE, Winnabow, Brunswick County On behalf of the NC Department of Cultural Resources, Debbie Wilson (consultant) is requesting a Minor Modification to State Permit No. 121-15. This request was submitted in a letter dated November 3, 2020 requesting the initiation of Phase 3 of the shoreline stabilization project at Brunswick Town I Fort Anderson including 1,210linear feet of "Reef -makers,' an additional 60' of rip rap, and placement of 160 cubic yards of clean fill dirt behind newly installed rip rap. The applicant currently maintains Stale Permit No.121-15, which was originally issued on October 26, 2015 for three phases of shoreline stabilization including reef -makers, rip rap, and marine mattresses. The State of NC DCR received a Minor Modifications to State Permit No. 121-15 in May 2017 and May 2018 to reconfigure permitted sills and rip rap. State Permit No. 121-15 was renewed in January 2019 and set to expire on December 31, 2020. As proposed, Phase 3 will consist of installing 1,210linear feet of new reef -maker structures which will be into the existing reef -makers installed under Phase 2. The new reef -makers will extend around Roger Moore Wharf and continue to William Dry Wharf where they will wrap around the wharf and extend an additional 250' along the shoreline. The structures are overlapping so when installed it will cover approximately 1,113' of shoreline. Approximately 60' of new rip rap will be installed at the northwest end of existing rip rap located waterward of Battery A. Lastly, 60 cubic yards of dean fill dirt to be placed at the eroding bank of Battery A is also proposed behind newly installed rip rap. The applicant is proposing this modification to adjust the exact location offshore and angles of the reef -makers as they have learned what is successful from existing structures (Original Plan Sheets 18 — 20; Proposed Plan Sheets 1— 6). A scoping meeting was held on August 14. 2020 with DCM, DWR, WRC, DMF, and USACE to discuss the modification request. Proposed work is to be scheduled outside of all moratoriums. The Division would recommend issuance of the minor modification if the Division of Marine Fisheries and the USACE have no objection. As proposed, Phase 3 consist of the installation Approx. 1,210 lineal feet of new "Reef -maker" structures which would tie into the existing "Reef- rrtakers" that were installed in Phase 2 and extend around the Roger Moore Wharf and continue along the shoreline to the William Dry Wharf. The structures will wrap around the William Dry Wharf and will extend an approx. 250' down the shoreline (please see Sheets 1, 2 & 4 of 20). Please keep in mind that the :Reef -maker" structure will overlap each other so the total length of the structures along the shoreline will be approx. 1,113'. These areas are still experiencing extensive erosion of the shoreline due to daily shipping traffic as well as storm events. Approx. 60 lineal feet of new rip -rap will be installed at the northwest end of the existing rip -rap located waterward of "Battery A" (see Sheet 6 & 15 of 20) which has had tremendous erosion from recent storms and shipping traffic. As proposed approx. 160 cubic yards of clean fill dirt would be place against the existing steep eroding bank in order to get a max. Slope of 1.5':1,0' once the rip -rap has been installed. This is a critical area at the base of "Battery A" of the fort. It should be noted that the original permit addressed stabilization of the entire shoreline (from property line to property line) to be completed in Phases (see Sheet 18 of 20) as funding became available as well as in the FONSI (a copy is included in this submittal) which was obtained on August 26, 1015. A copy of the Environmental Assessment is available upon request. Therefore, the purpose of this modification is simply to adjust the exact location offshore and angles of the "reef -makers" as we have learned from the existing structures and how they are working. It should also be noted that a virtual scoping meeting was held on August 14, 2020 with NC DCM, DWR,WRC , DMF and the Corps to discuss this modification request. • The project proponent hereby certifies that all information contained herein is true, accurate, and complete to the best of my knowledge and belief. • The project proponent hereby requests that the certifying authority review and take action on this CWA 401 certification request within the applicable reasonable period of time. The site is experiencing erosion along its eastern properly boundary, situated of the Cape Pear River. Conslant lidal forces and dynamic wave action generated by ships within the Cape Pear River arc eroding the shoreline art([ threatening to result in the loss of significant cultural resources. The Brunswick Town/Fort Anderson site is a significant historic resource (hall began as it pre-Revolutionary port town. Subsequent to the town's decline, the site was used by the Confederate States of America as a fort during the Civil War. The properly contains numerous historic structures, foundations, and artiliucts. Also present onsite are it museum/visitors center, grounds maintenance facility, aid walking trails. Ongoing shoreline erosion has exposed it buried colonial-ent whirl' that is rapidly being (destroyed, and is undermining Civil War-e-a earthwork batteries and three other colonial-cra wharf sites. 'Temporary stabilization ellbris currently in place are having limited success in protecting the shoreline and historic resources. This project proposes to stabilize the entirety of the shoreline owned by the Department of Cultural Resources, totaling approximately 4,925 linear feet. The stabilization effort involves an oB'shore sill slnucture that would function as a living shoreline, and includes a series of innovative wave attenuation structures that would reduce shoreline erosion, protect the cultural and natural resources of the salt marshes, and provide habitat for oysters, crabs, and finfish. The proposed is designed in three phases with Phase I concentrating on the critical erosional areas that have received temporary erosion abatement through existing CAMA general permitted structures.
