Restoration Activities 1) The depth of excavation of all creeks and channels shall not exceed the depth of connecting waters. 2) No excavation or filling shall take place at any time in any vegetated wetlands, coastal marsh or surrounding waters outside of the alignment of the fill area indicated on the workplan drawings. 3) The temporary placement or double handling of fill materials within waters or vegetated wetlands is not authorized. If such approval has yet to be obtained, this plan must be filed at least thirty (30) days prior to the beginning of any land disturbing activity. Submit this plan to the Department of Environment and Natural Resources, Land Quality Section, 127 Cardinal Drive Extension, Wilmington, NC 28405. 4) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses or properties (e.g. silt fence, diversion swales or berms, etc.). General 5) To ensure that no off -site sedimentation occurs, the rock check dams and sediment fences shall be installed in accordance with the attached workplan drawings. 6) The rock material used for the check dams shall be free from loose dirt or any pollutant, and shall be of a size sufficient to prevent its movement from the site by wave or current action. 7) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the written approval of the Division of Coastal Management. 8) The permittee and/or contractor shall meet with a representative of the Division of Coastal Management prior to project initiation in order to discuss the conditions set forth in this permit. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: The permittee is strongly encouraged to stage the construction of the authorized project in such a manner so that the amount of area undergoing disturbance at any one time is the minimum necessary. NOTE: Future development of the permittee's property may require a modification of this permit; this includes any scientific monitoring stations. The completed final project will include the restoration and protection of approximately 6,000 acres of historic wetlands on prior converted cropland. To date, restoration work has been completed on approximately 4,253 acres and has included a wide range of coastal wetland types. Research has been conducted at the site by the NC Coastal Federation, USGS, NC State, and Duke University. The site is regularly used for environmental tours and educational activities and is a national model for restoration work. This phase proposes to restore/create 3 acres of tidal marsh and 785 linear feet of tidal creeks. The project site is located along the Ward Creek Canal that bisects the farm and connects with natural marshes just downstream of the North River Farms Property. It is expected that natural marshes once extended onto the farm and into the area of this project. The purpose is to further the restoration efforts on the farm to the maximum extent practical, with the goals of increasing natural habitats and improving water quality. The design of this project phase is based on the successful marsh restorations already completed on other parts of the farm. Particular design aspects such as the tidal creek layout, marsh elevations, and vegetation have been adjusted to reflect research results from these areas. It is expected that a dense natural vegetative community will be established in the completed marsh in a 2-3 year timeframe and on -going management and monitoring will inform the site success. This project is being led by the North Carolina Coastal Federation. A grant from the NC Attorney General's Environmental Enhancement Grant Program is the primary source of funding. The grant is being matched with some direct funding from the NC Coastal Federation. The design and construction will be managed and completed by Backwater Environmental. Backwater Environmental has previously completed over 35 acres of marsh restoration and 1 mile of tidal creeks on the farm site to date. Technical drawings and guidance are provided by Kris Bass Engineering. Construction of the site will be completed following a designated construction sequence and erosion control plan. The erosion control plan includes the use of a turbidity curtain to prevent excess sediment transport into Ward Creek canal. Silt fencing is planned to surround a designated stockpile area and to prevent slope erosion towards surface waters. Excavation activities will be completed in the dry as much as possible. The experience of the contractor with marsh construction will allow an efficient completion timeline and limit exposure of disturbed areas. Depending on the season when construction is completed, the entire site will either be planted with an aggressive marsh planting plan (if in spring) or seeded to establish vegetative cover as soon as site work is complete. This property is 380 acres in its entirety and is currently owned by Nrland, Lic(North River Farms. North Carolina Coastal Federation has an agreement with the landowner to restore this 8 acre site. The site has a shoreline length along Wards Creek of 4,344'. Elevation of the site ranges from 0' to 3' above NHW. Presently onsite there is existing farm fields and gravel roads. West of this site is a completed restoration project permitted under 190-06. East of this site is a restoration project completed outside all DCM AEC's. The high ground vegetation consists of various grasses, woody vegetation and agricultural crops. The Carteret County Land Use Plan classifies this property as undeveloped, with all AEC's classified Conservation. Wards Creek is classified as SC and is a primary nursery area. 10. Proiect Description: The North Carolina Coastal Federation is proposing to restore/create 3 acres of tidal marsh and 785 linear feet of tidal creeks. The completed final project will include the restoration and protection of approximately 6,000 acres of historic wetlands on prior converted cropland. To date, restoration work has been completed on approximately 4,253 acres and has included a wide range of coastal wetland types. Research has been conducted at the site by the NC Coastal Federation, USGS, NC State, and Duke University. The site is regularly used for environmental tours and educational activities and is a national model for restoration work. This phase proposes to restore/create 3 acres of tidal marsh and 785 linear feet of tidal creeks. The project site is located along the Ward Creek Canal that bisects the farm and connects with natural marshes just downstream of the North River Farms Property. It is expected that natural marshes once extended onto the farm and into the area of this project. The purpose is to further the restoration efforts on the farm to the maximum extent practical, with the goals of increasing natural habitats and improving water quality. The design of this project phase is based on the successful marsh restorations already completed on other parts of the farm. Particular design aspects such as the tidal creek layout, marsh elevations, and vegetation have been adjusted to reflect research results from these areas. It is expected that a dense natural vegetative community will be established in the completed marsh in a 2-3 year timeframe and on -going management and monitoring will inform the site success. This project is being led by the North Carolina Coastal Federation. A grant from the NC Attorney General's Environmental Enhancement Grant Program is the primary source of funding. The grant is being matched with some direct funding from the NC Coastal Federation. The design and construction will be managed and completed by Backwater Environmental. Backwater Environmental has previously completed over 35 acres of marsh restoration and 1 mile of tidal creeks on the farm site to date. Technical drawings and guidance are provided by Kris Bass Engineering. Construction of the site will be completed following a designated construction sequence and erosion control plan. The erosion control plan includes the use of a turbidity curtain to prevent excess sediment transport into Ward Creek canal. Silt fencing is planned to surround a designated stockpile area and to prevent slope erosion towards surface waters. Excavation activities will be completed in the dry as much as possible. The experience of the contractor with marsh construction will allow an efficient completion timeline and limit exposure of disturbed areas. Depending on the season when construction is completed, the entire site will either be planted with an aggressive marsh planting plan (if in spring) or seeded to establish vegetative cover as soon as site work is complete. The site is located at the North River Farms Wetland Restoration site in Carteret County, NC. The work involves grading, the construction of tidal creek system, erosion control, and planting. AN work shall be subject to the direction and inspection of the Project Engineer. ENGINEERS NOTES: The location and alignment of all improvements shown are approximate. The final location and alignment shall be determined during construction using best professional judgment and approved by the Project engineer. Materials lists are provided as an approximation only. Contractor shah independently verify the number and amount of stone, backfill, or other items necessary to properly complete the job. The latest version of the following standards apples to these specifications: A.NCDOT "Standard Specifications For Roads and Structures" dated July 2006 B. NCDENR "Erosion and Sediment Control Planning and Design Manual, 2006" The Contractor shag call the "Call Before You Dig" toll free number to make sure that all utilities are located and marked. Any damage to existing utilties is the responsibility of the Contractor. Any damage resulting from actions of the Contractor to structures or grounds on site w11 be repaired or replaced at the expense of the Contractor, to a quality meeting or exceeding their previous standards. The Contractor is to ensure public safety during all phases of construction. The Contractor is responsible for clearing and disposing of any man-made materials or other debris that lie within the construction limits, as requested and approved by the Project Engineer. GENERAL CONSTRUCTION NOTES: 1. AN erosion control must be set-up and inspected prior to commencement of grading operations. 2. AN slopes shag be seeded and stabilized with a dense coverage of grass. Any exposed or bare slopes shall be re -seeded or protected with erosion control blanket. Erosion control blanket shol be of type North American Green SC 125BN or equivalent. 3. AN bockfill shag be mineral soli suitable for compacting and generaly free of debris or other material greater than 2 inches in sae. 4. All elevations and channel dimensions shag be met within a tolerance of 0.1' 5. Stabilization measures shall be implemented as soon as possible folowing completed areas of construction. 6. Provide temporary or permanent groundcover on all exposed areas within 14 calendar days following completion of any phase of grading. Provide a permanent groundcover for all disturbed areas within 14 working days or within 90 calendar days (whichever is shorter) following completion of construction or development. 7. All sediment and erosion control devices shall be Inspected every seven (7) days or after each rainfall occurence that exceeds one -hog (1 /21 inch. Damaged or ineffective devices shall be repaired or replaced, as necessary. 8. All erosion control devices shag be properly maintained during all phases of the construction until the completion of of construction ocitivlties and all disturbed areas have been stablized. Additional control devices may be required during construction in order to control erosion and/or off -site sedimentation. AN temporary control devices shag be removed once construction is complete and the site Is stabilized. 9. The contractor must take necessary action to minimize the tracking of mud off site areas. The contractor shah daily remove mud/sol from pavement, as may be required. I f . ._, ., i i __ PROJECT NARRATIVE This project involves the creation of 3 acres of brackish marsh. The site is located at the North River Farms Welland Restoration site in Carteret County, NC. The work involves grading, the construction of tidal creek system, erosion control, and planting. All work shag be subject to the direction and inspection of the Project Engineer. ENGINEERS NOTES: The location and alignment of all improvements shown are approximate. The final location and alignment shag be determined during construction using best professional judgment and approved by the Project engineer. Materials lists are provided as on approximation only. Contractor shag independently verify the number and amount of stone, backf ll. or other items necessary to properly complete the job. The latest version of the following standards applies to these specifications: A.NCDOT "Standard Specifications For Roads and Structures" dated July 2006 B. NCDENR "Erosion and Sediment Control Planning and Design Manual, 2006" The Contractor shall call the "Call Before You Dig" tog free number to make sure that all utilities are located and marked. Any damage to existing utilities is the responsibility of the Contractor. Any damage resulting from actions of the Contractor to structures or grounds on site will be repaired or replaced at the expense of the Contractor, to a quality meeting or exceeding their previous standards. The Contractor is to ensure pubic safety during all phases of construction. The Contractor is responsible for clearing and disposing of any man-made materials or other debris that he within the construction limits, as requested and approved by the Project Engineer. GENERAL CONSTRUCTION NOTES: 1. All erosion control must be set-up and inspected prior to commencement of grading operations. 2. All slopes shag be seeded and stabilized with a dense coverage of grass. Any exposed or bore slopes shag be re -seeded or protected with erosion control blanket. Erosion control blanket shag be of type North American Green SC 125BN or equivalent. 3. Ali backfll shall be mineral soil suitable for compacting and generally free of debris or other material greater than 2 inches in size. 4. All elevations and channel dimensions shag be met within a tolerance of 0. F 5. Stabilization measures shall be implemented as soon as possible following completed areas of construction. 6. Provide temporary or permanent groundcover on all exposed areas within 14 calendar days following completion of any phase of grading. Provide a permanent groundcover for all disturbed areas within 14 working days or within 90 calendar days (whichever is shorter) following completion of construction or development. 7. All sediment and erosion control devices shall be inspected every seven (7) days or offer each rainfall occurence that exceeds one -hag (112) inch. Damaged or ineffective devices shag be repaired or replaced, as necessary. 8. AN erosion control devices shag be propefly maintained during all phases of the construction until the completion of all construction ocitivities and alf disturbed areas have been stabilized. Additional control devices may be required during construction in order to control erosion and/or off -site sedimentation. AN temporary control devices shag be removed once construction is complete and the site is stabilized. 9. The contractor must take necessary action to minimize the tracking of mud off site areas. The contractor shag daily remove mud/sod from pavement, as may be required.
