Major Permit No 91-22 authorized replacement of existing water control structures, pump, piping, and pump platform. Your request to modify how the piping associated with the Hunting Creek Unit has been approved. Permit 91-22 authorized the distribution pipe for the Hunting Creek Unit to be placed under the canal same as the existing pipe. Your request to modify this and place the distribution pipe above ground and attached to the existing foot bridge over the canal will have less environmental impact. All permit conditions including the September 7, 2027, expiration date, still apply. Your modified plat received on Oct 17, 2022, illustrating the authorized changes will become a part of the permit file and construction should be accomplished accordingly. The project site is owned and managed by NCWRC to provide habitat to wildlife and recreational opportunities to the public. The proposed work is within the Spring Creek and Hunting Creek Units, existing managed impoundments within the Goose Creek Game Land. The proposed project includes replacing the existing pump, motor, electrical service, pump support deck and the associated piping to both Spring and Hunting Creek Units. The existing distribution pipe to the Hunting Creek Unit crosses under an existing tidal canal. The replacement pipe was previously permitted to cross under the canal in the same location. It is now proposed that the pipe will be replaced with an above ground crossing of a new HDPE pipe that is to be attached to the side of the existing footbridge. When the project was bid it came in over budget. In negotiations with the low bidder, it was suggested that an above ground crossing be considered as a way to save money and get within budget. In addition, this will reduce the impact to the wetlands by avoiding disturbance of the canal for the crossing installation. At both interior discharge points, the existing pipe penetrates a bulkhead and is controlled by a rising gate. Upon removal of the existing distribution pipe, the bulkhead penetrations will be patched and backfilled. The proposed distribution pipe will utilize 2-45 degree bends to create a "dragon head" discharge above the bulkhead. In addition, an existing water control structure located in the Spring Creek unit will be replaced. The new water control structure will be installed in the same footprint. The internal bulkhead will be tied to the new water control structure on each side.
