as authorized by the State of North Carolina, Department of Environmental Quality
and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management'
Issued to Town of North Topsail Beach, authorizing development in the Ocean Hazard (AEC) near the terminus of
River Road and New River Inlet Road, in North Topsail Beach, Onslow County as requested in the permittee's
application, dated January 8, 2016, and received as complete by DCM on January 21, 2016. This permit, issued on
February 8, 2016, is subject to compliance with the application and site drawing dated received on January 15, 2016
(where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any
violation of these terms may subject the permittee to a fine, imprisonment or civil action, or may cause the permit to be
null and void.
This permit authorizes: Dune rehabilitation along the ocean/river front shoreline of property located between the terminus
of River Road and 2392 New River Inlet Road„ North Topsail Beach.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received by DCM on January 15, 2016.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site throughout the construction process. Contact this office at (910)
766-7221 for a final inspection at completion of work.

This permit action may be appealed by the pernittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this permit, require further written permit approval. All work must cease when this
pernit expires on:
December 31, 2019
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) This CAMA permit authorizes a one-time dune rehabilitation event. No bulldozing, or other ground disturbing
activities, are to be performed until the area has been monitored and certified clear of turtles by the Topsail Island
Turtle Mbnitodng Program (only applicable from May 1s' -Nov 15th of any year).
(6) Heavy equipment/machinery shall be brought onto the beach at an existing authorized location, not across a
stabilized dunes/bens or across individual private property.
(7) At no time shall a bulldozer, front end loader, backhoe, scraper, or any other type of earth moving or construction
equipment push any sand or other naturally occurring material below the normal high water line.
(8) The constructed and/or reinforced dune shall approximate a natural, average -sized feature in height and width.
Multiple dunes are not allowed.
(9) A gradual slope of 3:1 or flatter should be maintained on the ocean -facing dune side.
(10) The dune rehabilitation activities shall not exceed the lateral bounds of the project area, as depicted on the subject
site plan, received by the Division of Coastal Management on January 15, 2016.
(11) The proposed dune rehabilitation activities shall not significantly increase erosion on neighboring properties and
shall not have a significant adverse effect on important natural or cultural resources.
(12) Any and/or all storm debris in the immediate vicinity of the subject property, such as lumber, tires, etc. shall be
removed prior to the dune rehabilitation activity.
(13) This permit does not authorize the excavation or filling of any wetlands or open water areas.
(14) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third -party.
(15) In issuing this authorization, the State and Federal Governments do not assume any liability for the following:
(a) Damages to other permitted or unpermitted activities or structures caused by the authorized activity; and
(b) Damage claims associated with any future modification, suspension, or revocation of this authorization.

PROJECT ADDRESS— Northern tip of island near the end of River Drive, North Topsail Beach
Dear Mr. Turille:
The Division of Coastal Management's Wilmington Regional office received a CAMA Minor Permit application from you
on January 15, 2016 requesting approval for development activities near the northern tip of North Topsail beach, in
North Topsail Beach, NC. In reviewing your application, we have discovered that additional information is needed to
complete the review process. Accordingly, I am requesting that you submit the following additional information to this
office:
1) Please complete the section of the application entitled "Description of Project".
2) Please sign the application package and return along with the additional information.
3) Please provide a copy of the easement agreement held between the Town of North Topsail Beach and the
affected property owners (i.e. those who own property on which you will be working).
In accordance with the Department of Environment and Natural Resources regulations, we note that the application, as.
submitted on January 15, 2016, is incomplete for processing. Upon resubmission of a complete application, a local
decision will be made in 25 days, provided this period is not extended as provided by law. Please contact me at 910-796-

See if this is a good project description for the north end dune permit:
NTB requests permission to perform minor dune rehabilitation in a 500' area at the north end of Town adjacent to the
New River
Inlet. The area is a line between the parking lot revetment and the revetment located at the New River Beach club.
Our intention
is to either truck in sand at low-lying areas or relocate existing sand. The project goal is to mitigate the accelerate
erosion and stabilize the area,
to protect the north end environment/wetlands, infrastructure and homes from further encroachment of erosion and
flooding.
