as authorized by the State of North Carolina, Department of Environmental Quality
and the Coastal Resources Commission for development in an area of environment
concern pursuant to Section 113A-118 of the General Statutes, "Coastal Area
Management"
Issued to Walter and Mary Lee Strickland authorizing development in the Estuarine Shoreline (ORW Area of
Environmental Concern (AEC) at 115 Phil Harris Lane, in North Topsail Beach, Onslow County as requested in the
permittee's application, dated August 2, 2016. This permit, issued on August 17, 2016, is subject to compliance with
the application and drawing dated and received by DCM on August 8, 2016 (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject the
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Construction of a single family residence.
(1) All proposed development and associated construction must be done in accordance with the permitted site drawing dated
received by DCM on August 8, 2016.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, and/or land use activities will require re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site throughout the construction process. Contact this office at (910)
766-7221 for a final inspection at completion of work.

This permit action may be appealed by the permiltee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this peril, require further written permit approval. All work must cease when this
permit expires on:

(5) All buildings shall comply with the NC Building Code, including the Coastal and Flood Plain Construction Standards
of the N. C. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood
Insurance Program. If any provisions of the building code or a Flood damage prevention ordinance are inconsistent
with any of the following AEC standards, the more restrictive provision shall control.
(6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Disturbed areas shall be vegetated and stabilized (planted and
mulched) within 14 days of construction completion.
(7) The amount of impervious surface/coverage on this property shall not exceed 25% within 575 feet of the Normal
High Water line. In this case, 3,869 sq. ft. of impervious coverage is permissible on the property, as requested in the
permit application dated, August 2, 2016.
(8) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal High Water.
(9) The permittee is required to contact the Local Permit Officer (910) 796-7221, shortly before he plans to begin
construction to arrange a setback measurement that will be effective for sixty (60) days barring a major shoreline
change. Construction must begin within sixty (60) days of the determination or the measurement is void and must
be redone.
(10) Pursuant to 15A NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise
disposed of to a third -party.

This letter is in response to your correspondence, which was received by the N.C.
Division of Coastal Management on August 22, 2016, from Charles F. Riggs and
Associates, regarding your concerns about the proposed development by Walter and
Mary Strickland, at property located at 115 Phil Harris Lane, in North Topsail Beach,
NC. The project consists of the construction of a residential dwelling. Based on
consistency with the Rule requirements outlined in 15A NCAC 07H .0209, Coastal
Shorelines Area of Environmental Concem (AEC), a permit has been issued to
authorize the development. I have enclosed a copy of the permit, as well as the relevant
statutes.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Appeal. The Chairman of the Coastal Resources Commission will consider each
case and determine whether to grant your request to file for a Contested Case Hearing.
The hearing request must be filed with the Director, Division of Coastal Management, in
writing and must be received within twenty (20) days of the permit decision. I have
enclosed the applicable forms and instructions that must be filed prior to that deadline.

Good afternoon Charles,
I need to see if I can get a revised plan from you with revisions to the impervious coverage based on a 575' AEC rather
than a 75' AEC as you have it listed. This property is adjacent to ORW waters and is therefore subject to the 25%
impervious limitation. Please resubmit a revised plan referencing these changes.
Also, please make sure part (2) Coastal Shoreline AEC number match what you have listed on the drawing. Currently,
they do not and should change with a revised calculation.

Hey Jason, I just wanted to let you know that Walter Strickland is having pilings put in.forthe modular, they started
yesterday. Jimmy went down today and talked to J. L. Batts and said he could finish since it would cost a lot more to
have them stop and then come back. Walter Strickland called and said Charles Riggs had the CAMA permit, I called
Charles and he said no he does not have it yet. Charles said he's not even sure if his brother even sent the other
adjacent property owner letter out yet but would be checking on it. I called Walter back and told him there is no CAMA
permit yet and after they get the pilings in everything must stop. Walter agreed, I just wanted keep you abreast of what
is going on.
