Dear Wellmans Construction,
I have reviewed the information you submitted to our office concerning the necessary filing of an
application for a CAMA Minor Development Permit under the Coastal Area Management Act and have
determined that the activity you propose is exempt from needing a CAMA Minor Development Permit as
long as it remains consistent with your project drawings and paperwork, dated received January 25, 2017,
and it also meets the conditions specified below. If your plans should change and your project will no
longer meet these conditions, please contact me before proceeding.
SINGLE FAMILY RESIDENCES WITHIN THE ESTAARINE SHORELINE AREA OF
ENVIRONMENTAL CONCERN EXEMPTED
1. All development shall be located at least 40 feet of the mean high water mark or normal water
level from waters classified as ORW.
2. No ground disturbance or land disturbing activity shall occur within 40 feet of the mean high
water mark or normal water level from waters classified as ORW.
3. The development may not exceed a 25% built upon area within 575 feet of the mean high water
mark or normal water level of waters classified as ORW, and shall not include any stormwater
collection system.
4. The development shall be consistent with all other applicable CAMA permit standards, North
Carolina Building Code standards, local ordinances and local land use plans in effect at the time
the exemption is granted.
5. This authorization does not allow for any disturbance to any wetlands or open water areas.
Any proposal to modify or alter the development plan as proposed will require additional
authorization from the Division of Coastal Management.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any
other State, Federal or Local authorization. This exemption expires one (1) year from the date of the
letter.

This notice is intended to make you, the applicant, nvvafe or tile.

and currents, The rules of the Coastal Resources Cornnlission require that you receive an AEC Hazard Notice and
acknowledge that notice in whiling before o permit 'for
development can be issued.
The Cotomission's rules on building standards, oceanfront
setbacks and dune alterations are designed to minimize,bdt ilot
eliminate, properly loss from hazards. By granting pcmiils;:Ote
Coastal Resources Commission does uol guarantee the safely of
the development and assumes no liability for future dmnage (o
tile.dcvelopntent. Permits issued in the Ocean: Hazard Area of
Environmental Concern include the condition (hat structtuos be
relocated or dismantled if they become inlnilneally threatened
by changes in shoreline configuration. The'slruomre(s). must be
relocated or dismantled within two (2) years of becoming
imminently threatened, and in any case upon its collapse or
subsidence.
The best available information, as accepted by the Coastal
Resources Conmiission, indicates that die annual long-term
average ocean erosion into for the area where your property is
located is __ feet per year.
The -rate was established by carotid analysis of aerial
pholograpbs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as much as
feet landward in a major storm.
The flood waters in a major storm are predicted tube about

Preferred oceanfront protection measures are beach nourishmem
and relocation of threatened structures. I -lard erosion control
structures such is bulkheads, seawalls, rcvehnenIs, groins, jetties
and breakwaters are prohibited. Temporary sand bags may be

You will see on 1717 Utopia, Wellmans owns on the right side (1715) and the left side (1719) plus the 1719 runs behind
it.
The Utopia street is in front and we own those lots too.
So I went behind Wellmans and I am sending to dwight Naylor, Soundside Park, Kenneth McKenzie, and Bank of
America.
The other lot behind that is 21 Wahoo and Wellmans owns that one too.
1712 Utopia I went behind and sent one to the owner and the water is on the other side. I went all the way to the end
and I am sending one to Mary F Lane (Lot 21)

Heather Coats is looking over your submittals. Along with needing new neighbor notification forms, She's like to know
what type material will be used for the pervious driveways. She'd also like to know the distance to NHW, and a plan
showing the lots (like the one attached, submitted for 1715 permitted to Stacy Hollis Family). Please show the house
numbers (1712 / 1717) AND the Lot numbers so we can identify the correct lots. Can you also tell me what lot number is
1715?

Hi Angie,
You are correct that we did an exemption for 1715 Utopia, and will do the same for 1712 and 1717. I've
attached the forms you'll need to have completed and submit, along with a drawing of the project.
Finally, a site visit is required. It's possible one of the Field Reps can get out there this week, or at the
latest, next week. So if we have all of the documentation ready to go, once the site visit is done, I can
issue the Exemptions without delay.
