Any violation of these terms may oe subject to tines, imprisonment or civil action; or may cause the permit to be null and void. Upland Development 1) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities associated with the development of the above referenced property, including the picnic shelters, community center, amphitheater, restrooms, walking trails, parking lot, and driveway, all as expressly and specifically set forth in the attached permit application and workplan drawings. Any additional land disturbing activities and/or construction may require a modification of this permit. Contact a Division of Coastal Management representative at (252) 808-2808 for this determination. (See attached sheets for Additional Conditions) This permit action -may. --be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. No other structure, whether floating or stationary, shall become a permanent part of this reconfigured docking facility without permit modification. No non -water dependent uses of structures shall be conducted on, in or over public trust waters without permit modification. 3) The associated structures shall have a minimum setback distance of 15 feet between any parts of the structure and the adjacent property owner's riparian access corridors. 4) Any portion of the permitted wooden walkway built over coastal wetlands shall be elevated a minimum of three feet over the wetland substrate as measured from the bottom of the decking and shall be a maximum of 6 feet wide. 5) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable water at or adjacent to authorized work. 6) The permittee shall maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons the permitted activity without having it transferred to a third party. 7) This permit does not authorize the interference with any existing or proposed Federal project, and the permittee shall not be entitled to compensation for damage to the authorized structure or work, or injury which may be caused from existing or future operations undertaken by the United States in the public interest. 8) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At a minimum, permanent reflectors shall be attached to the structures in order to make them more visible during hours of darkness or inclement weather. 9) This permit does not authorize and formalized boat slips. Pedestrian Bridge 10) The authorized wooden bridges shall adhere to the alignment depicted on the attached workplan drawings. 11) The authorized wooden bridges shall be elevated at least 8.5 feet above the normal water level. 12) Any portion of the Pedestrian Bridge built over coastal wetlands shall be elevated a minimum of three feet over the wetland substrate as measured from the bottom of the decking and shall be a maximum of 6 feet wide. City of Havelock Permit # 49-15 Page 3 of 3 ADDITIONAL CONDITIONS Sedimentation and Erosion Control 13) In order to protect water quality, runoff from construction shall not visibly increase the amount of suspended sediments in adjacent waters. 14) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, etc.). General 15) The permittee understands and agrees that, if future operations by the United States requires the removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to free navigation of the navigable waters, the permittee will be required, upon due notice from the Corps of Engineers, to remove, relocate or alter the structural work or obstructions caused thereby, without expense to the United States or the state of North Carolina. No claim shall be made against the United States or the state of North Carolina on account of any such removal or alteration. 16) No vegetated wetlands shall be excavated or filled outside the area indicated on the attached workplan drawings. 17) If the crossing of wetlands with mechanized construction equipment is necessary, temporary construction mats shall be utilized for the areas to be crossed. The temporary mats shall be removed immediately upon completion of construction. 18) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the written approval of the Division of Coastal Management. 19) The permittee and/or his contractor is urged to meet with a representative of the Division prior to project initiation. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (252) 808-2808 prior to the commencement of any such activity for this determination. The permittee is further advised that many development or land disturbing activities are not allowed within the Environmental Management Commission's Neuse River Basin. Contact a representative of the Division of Water Resources at (252) 946- 6481 for more information concerning allowable uses within the Neuse River Buffer. The purpose of the visit was to investigate unauthorized development of a floating platform within the Public Trust Area of Environmental Concern. I spoke with both Mrs. Katrina Marshall, City of Havelock, and Mr. Derrick Smith, Wooten Company, on the telephone regarding this matter. Information gathered by me shows that you are undertaking major development and no CAMA Major Development Permit, or in this case a permit modification, is issued for this development activity. No person may undertake major development in a designated Area of Environmental Concern without first obtaining a permit from the North Carolina Department of Environment and Natural Resources, North Carolina General Statutes (N.C.G.S.) 11 3A-1 18. I have information that you are undertaking, or are legally responsible for, major development by installing a floating platform on the aforementioned property. This activity is taking place in Public Trust Waters that are contiguous with Slocum Creek. Public Trust areas are designated as Area(s) of Environmental Concern (AEC). You are hereby requested to STOP WORK IMMEDIATELY and file the necessary application with this office for a CAMA Major Development Permit or permit modification by April 30, 2016. I. General Review 1. Project Narrative: please elaborate on the "high span" of the pedestrian bridge (list dimensions and how that span does not impede traditional navigation, i.e. discuss upstream train trestle and downstream bridge clearances); A brief description has been added to the project narrative to provide additional description of the upstream and downstream bridge structures as well as additional information on the bridge dimensions and features. 2. Form DCM MP-1, 6f: please submit the signed "green cards" and list Chad Weddington's telephone number in the space provided; The contact information for Mr. Chad Weddington has been updated. 3. Form DCM MP-2, E&F Table: the kayak launch in the detail drawings is shown to be approximately 3' by 40', but where is this 3' by 25' boat ramp in the work plan drawings?; The kayak launch has been revised in the working drawings to more accurately reflect the location and the size of the proposed earthen kayak launch area. 4. Bridge Pilings: The pedestrian bridge has not yet been designed; however, these conditions will be included in the future design. 10. Please Note: The water body width is 84' across. The '/. width rule limitation for the floating dock is 21' waterward of the normal water level (NWL). Therefore, your current dock proposal exceeds that limitation by approximately 10'. This is not allowable under 15A NCAC 07H .0208(b)(6)(G)(ui), which states, "Pier and docking facility length shall be limited by... not extending more than one-fourth the width of a natural water body, or human -made canal or basin. Measurements to determine widths of the water body, canals or basins shall be made from the waterward edge of any coastal wetland vegetation that borders the water body..." Please revise your proposal to be consistent with this rule. RECEIVED JAN 27 'M Page 3 of 3 DCM-MHO CITY NARRATIVE RECEIVED JAN 87 10t Berm-"" e!?t a/ CAMA MAJOR NARRATIVE CITY OF HAVELOCK SLOCUM CREEK HISTORIC WATERFRONT PARK APPLICANT: City of Havelock PO Box 368 Havelock, North Carolina 28532-0368 PROJECT: The construction of the Slocum Creek Historic Waterfront Park will be completed in phases. Previously funded through a CAMA Access Grant and additional funding sources, the City of Havelock has purchased a vacant parcel on Church Road as the location for the proposed park. The next phase (CAMA Phase III) will complete site preparation and improve vehicular access into the site to facilitate handicap accessibility down to the water front. Phase IV will install bathrooms and an educational center onsite as well as an amphitheater. Phase V will install a pedestrian bridge across the creek finalizing a connection between the tourist and event center and the park site. In lieu of permitting each of the remaining CAMA phases separately, this CAMA Major Application requests a permit to cover the proposed park build -out plan (CAMA Phases III-V) to allow the City to proceed forward with improvements as funding becomes available. Phase III provides the design and construction of a parking lot and improved pedestrian access to the kayak launch facility and picnic features within the park. The vehicular improvements include adding a second driveway that will allow larger vans and busses to enter the site from Church Road and exit onto Woodland Drive. These vehicular improvements will be designed for compliance within the long range master plan vision to ensure that all work is integrated within the overall concept master plan. Construction of the parking lot also facilitates the completion of the preliminary grading of the overall park, necessary to provide handicap accessibility from the parking areas down to the water edge. Phase III components will include preparation and construction of a parking lot and supporting access drives, an accessible pedestrian connection from parking lot to the water's edge and preliminary site grading preparation for the future phases of construction. An initial set of interpretative signage is also included in this phase to establish learning stations within the park orienting visitors to the natural features and historical events surrounding the site. The design of the proposed parking lot will be constructed using a combination of permeable paving within the parking stalls and asphalt within the drive aisles. Not only does this approach allow for a stable and accessible surface, the use of permeable RECEIVED JAN 2 7 2015 Page I of 3 De(914A!r!D (!" SITE: 01 pavers will aide in mitigating storm water impacts by providing retention areas and infiltration under the parking lot for storm water. This site will serve as a demonstration project for the community, showing how permeable pavers and other stormwater devices function and help promote their use across the City of Havelock. The pedestrian improvements seek to provide an accessible path that connects the parking areas to the water's edge. The site will be graded to also support an accessible path from the water up to the future bridge site, part of Phase V. In phase IV, the cultural significance of the site will be enhanced by incorporating the historic Trader General Store and Havelock Railroad Depot buildings to this site, repurposing them to serve as community event space and exhibit space. In Phase V, the Slocum Creek Historic Park will be directly connected to the tourist and event center through the construction of a pedestrian bridge. The pedestrian bridge location, as shown on the concept plan and within the master plan, has been sited to make use of the existing natural bluffs on both sides of the creek and will allow the bridge to have a high span over the surface of the water. This will allow the bridge to have minimal impact to the capabilities of small water craft navigating through the creek from the northeast to the southwest. The depths and widths of the channel already limit access to this area to small motorized craft and paddle type water craft. The project site is bounded both upstream and downstream by existing bridge structures; a train trestle set 10.6' above NWL and a NCDOT bridge set at 8.5' above NWL, respectively. The pedestrian bridge proposed with this project will have a minimum clearance of 8.5' above NWL to meet and/or exceed the downstream clearance provided by the NCDOT bridge. The support columns for the approximate 205' pedestrian bridge have not yet been designed, but will be designed to minimize the impact to the navigability of the creek through measures such as avoiding structural supports from the deepest part of the channel and providing the widest span feasible to reduce the number of obstacles in the channel. At the point of crossing the creek, the deepest portion of the channel is 18.93 deep. Property was acquired with CAMA/Coastal Land Trust/Bate Foundation/City funding in 2013 with 285' frontage on Slocum Creek to provide access to the water front. Beyond access, this acquisition allowed the City to selectively clear the site of invasive species, preserving the existing native species and allowing them to thrive, this process was conducted with the assistance of forestry and environmental experts. The property is well situated near the center of City and of adequate size to support a variety of uses including picnic facilities, water access along the water edge and the ability to provide direct water entry points. The Creek is an Estuarine water classed C, SW, NSW (Aquatic Life, Secondary Recreation, Swamp Waters, Nutrient Sensitive Waters). North of the site on the opposite side of the creek sits the City's Tourist and Event Center. RECEIVED JAN 27 2015 Page 2 of nelnxrne em V( The Havelock Rotary Club, working with CAMA in 2000, installed walking paths from the Tourist Center to the banks of Slocum Creek on the event center side of the creek. Outside of this grant request, the City of Havelock has designated funds from its" Sidewalk Fee in Lieu" program to establish sidewalk connections from the tourist center site to the newly constructed Church Road Bridge (B-4488). The event center side also hosts a small craft launch funded by CAMA, which operates at full capacity on temperate days. This CAMA boat ramp sits 600' north of the subject site is primarily used for launching larger motorized watercraft from trailers. Key in fulfilling the City's Parks and Recreation Master Plan is the ability of the Slocum Creek Historic Park to provide a variety of opportunities to the residents in terms of direct access and passive access to the creek. This site is also in keeping with the CAMA funded Comprehensive Land Use Plan and the City Capital Improvement Plan (CIP), and the Slocum Creek Master Plan. The completion of property acquisition and the realignment of Church Rd Bridge (NCDOT project B-4488) makes huge strides toward providing fishing/canoeing opportunities for more citizens and visitors. hi December 2013, the City was awarded CAMA Access funds to develop Phase II of the park which consists of the purchase and installation of 2 kayak launches, several picnic tables, benches, trash receptacles, permanent grills, wayfmding signage and improvements to the existing driveway. Phase III expands on the initial scope of Phase II by improved vehicular access and parking to allow individual users as well as vans and small activity buses to access the site. The two buildings depicted on the conceptual layout/site plan are the old general store in City, which would be relocated to the site, and the old railroad depot, which has been titled to the City and is ready to be moved to the site, this would occur in Phase IV or later. A footbridge is depicted at the southwest of the site, connecting one side of the creek to the other. To the right (north) of the footbridge is the location identified for the Kayak launch. This location includes a traditional kayak dock and an EZ kayak launch system, both designed to allow for easy access to the water's edge. As clearing of the property progresses, the kayak platform vendors will meet with the site designers on site to identify the final locations for the kayak entry facilities, so as to create minimal disturbance to the existing environment and make optimal use of existing geography. Picnic tables, permanent grills, trash receptacles, and park benches are included and will be installed throughout the property with Phase II. As part of the park, a new entrance will be constructed on Church Road to provide access to an ulitmate build -out of parking facilities, open air shelters, an ampitheater, walking trails and a kayak launch from a new pier. A pedestrian bridge will also be constructed to provide access to an existing walking trail on the north and west side of Slocum Creek. c. The lot for the park is anticipated to be constructed in two (2) phases including clearing of exisiting trees and underbrush followed by regrading and seeding to provide open space for Phase 1 of construction. Narrative Description: The property is located adjacent to Slocum Creek at 120 Church Road in Havelock, Craven County. This 2.59-acre parcel is undeveloped. The adjacent properties are wooded and undeveloped. The elevation of the high ground of the parcel is about 22' above the normal water level (nwl). Vegetation on the lot mainly consists of native deciduous trees and shrubs. There are no Coastal Wetlands in the vicinity of the project area. This parcel has approximately 260' of continuous shoreline along Slocum Creek. Immediate offshore water depths adjacent to the parcel range from —1' to —15' normal water level (NWL). The subaqueous substrate is soft without shell. There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 120'across at this location. These inland waters are classified as a Primary Nursery Area and the presence of submerged aquatic vegetation is unknown at this time. This area is closed to shellfish harvest and is classified as SC; Sw, Nutrient Sensitive Waters. There is not a defined Federal Channel in the nearby vicinity of this project area. This project area is subject to the Neuse River Riparian Buffer Rules. Proposed Development: The applicant wishes to construct a public boating access area consisting of: an earthen kayak launch with a floating dock, a pedestrian bridge, picnic shelters, a community center, amphitheater, restrooms, walking trails, parking lot, and driveway adjacent to Slocum Creek, in Havelock. The proposed development will take place at 120 Church Road, Craven County. The proposed development will serve the public at large. The proposed asphalt driveway and parking lot would be located near the southeast portion of the property, with one end connecting to Church Road and the other end connecting to Woodland Drive. The parking spaces will be on both sides of this proposed driveway. The proposed community center and plaza, restrooms, picnic shelters, outdoor amphitheater, and sidewalks would be located to the north and west of the proposed 42-space parking lot. These proposed upland improvements will impact approximately 82,764 square feet of high ground, none of which is within the 30' Public Trust Shoreline AEC. The proposed earthen kayak launch and floating dock will be located at the north corner of the parcel. The boat ramp will be 50' long and 25' wide. The ramp will extend 3' out into Slocum Creek. The staging dock will be 6' wide and 16' long. The "L" platform at the waterward terminus of the dock will be 12' wide and 20' long. This proposed floating dock will extend 18' waterward of the shoreline. Water depths at the end of the platform are approximately -2.5' NWL. The proposed pedestrian bridge will be located near the western comer of the parcel. It will traverse over Slocum Creek in a northwesterly direction to connect to the Havelock Visitors' Center property on the opposite shoreline. The bridge would be 6' wide and 125' long in order to span across Slocum Creek. An overlook platform is proposed on the far end of the bridge, adjacent to the Visitors' Center property. This viewing platform will be 10' wide and 15' long. Water depths beneath the center of the bridge range from -14' to -19' NWL. The bridge is proposed to be at least 8.5' above the normal water level to allow thru navigation of the typical size vessels that would be utilizing this portion of the tributary. Anticipated Impacts: There is no known previous permit history for this site. The proposed pedestrian bridge will not pose a hazard to navigation as it would be less restrictive to navigation as the downstream NC highway 70 bridge (0.14 mile to the north) and the railroad trestle upstream (0.19 mile to the south) of the proposed project location. The proposed viewing platform on the north end of the bridge will extend 10' waterward into this 125'-wide section of Slocum Creek. The proposed dock will be greater than 15' from the adjacent riparian property areas and will extend 18' waterward into this 90'-wide section of the tributary. The proposed public dock and pedestrian bridge will shade 1,230 fe of Public Trust Waters. The earthen kayak launch will impact 225 ft2 of Section 404 Wetlands. The kayak launch and the pedestrian bridge are the only proposed impacts to the 30' Public Trust Shoreline AEC. The proposed asphalt parking lot, driveway, amphitheater and community center plaza will impact 82,764 square feet of high ground. The proposed ramps and bulkhead backfill will impact 199 square feet of Section 404 Wetlands. A portion of (approximately 600 square feet) the proposed hardened kayak launch approach and connecting greenway trail will impact Zone 2 of the Neuse River Basin Riparian Buffer. The remaining proposed improvements are outside of the Neuse River Riparian Buffer area. Traditional marine construction methodology will be utilized during the construction of this public dock, pedestrian bridge, and kayak launch. Temporary turbidity impacts are anticipated during construction. Silt fencing will be installed along the shoreline to prevent sediment from entering the adjacent waterbody. There is not a cultural resource in the nearby vicinity of the project area. This project area is subject to the Neuse River Riparian Buffer Rules. These inland waters of Slocum Creek are classified as a Primary Nursery Area and the presence of submerged aquatic vegetation is currently unknown. This proposed dock and pedestrian bridge will shade 1,230 square feet of Public Trust Waters. The proposed parking area, amphitheater, and community plaza will fill 82,764 square feet of high ground. These inland waters of Slocum Creek are closed to shellfish harvest. This waterbody is a Primary Nursery Area. This proposal will not pose a hazard to navigation. Assuming that state and federal agencies concur with the proposal, I recommend the project be authorized as proposed, contingent upon the following conditions: 1) This permit authorizes only the docks, piers, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, may become a permanent part of this public boating access facility without permit modification. No non -water dependent uses of structures may be conducted on, in or over public trust waters without permit modification; 2) The piers and associated structures shall have a minimum setback distance of 15 feet between any parts of the structure and the adjacent property owner's riparian access corridor, which is determined by drawing a line parallel to the channel, then drawing a line perpendicular to the channel line that intersects with the shore at the point where the upland property line meets the water's edge; i City of Havelock February 4, 2015 1' Page 2 of 2 3) In order to protect water quality, runoff from the construction must not visibly increase the amount of suspended sediments in adjacent waters; 4) No attempt will be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work; 5) Any development or land disturbing activity that is considered non -water dependent is not authorized within 50 feet of the normal water level unless specifically exempted by Environmental Management Commission (EMC) Neuse River buffer regulations in place at the time of such development; 6) The permittee will maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons the permitted activity without having it transferred to a third party; NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. Narrative Description: The property is located adjacent to Slocum Creek at 120 Church Road in Havelock, Craven County. This 2.59-acre parcel is undeveloped. The adjacent properties are wooded and undeveloped. The elevation of the high ground of the parcel is about 22' above the normal water level (nwl). Vegetation on the lot mainly consists of native deciduous trees and shrubs. There are no Coastal Wetlands in the vicinity of the project area. This parcel has approximately 260' of continuous shoreline along Slocum Creek. Immediate offshore water depths adjacent to the parcel range from —1' to —15' normal water level (NWL). The subaqueous substrate is soft without shell. There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 120'across at this location. These inland waters are classified as a Primary Nursery Area and the presence of submerged aquatic vegetation is unknown at this time. This area is closed to shellfish harvest and is classified as SC; Sw, Nutrient Sensitive Waters. There is not a defined Federal Channel in the nearby vicinity of this project area. This project area is subject to the Neuse River Riparian Buffer Rules. 10. Proposed Development: � L^ '-3- O © I A The applicant wishes to construct a public boating access area consisting of: an earthen kayak launch with a floating dock, a pedestrian bridge, picnic shelters, a community center, amphitheater, restrooms, walking trails, parking lot, and driveway adjacent to Slocum Creek, in Havelock. The proposed development will take place at 120 Church Road, Craven County. The proposed development will serve the public at large. The proposed asphalt driveway and parking lot would be located near the southeast portion of the property, with one end connecting to Church Road and the other end connecting to Woodland Drive. The parking spaces will be on both sides of this proposed driveway. The proposed community center and plaza, restrooms, picnic shelters, outdoor amphitheater, and sidewalks would be local to the north and west of the proposed 42-space parking lot. These proposed upland improveme is will impact approximately 82,764 square feet of high ground. 1,!Ow .v4. ABC The proposed earthen kayak launch and floating dock will be located at the north comer of the parcel. The boat ramp will be 50' long and 25' wide. The ramp will extend 3' out into Slocum Creek. The staging dock will be 6' wide and 16' long. The "L' platform at the waterward terminus of the dock will be 12' wide and 20' long. This proposed floating dock will extend 16' waterward of the shoreline. Water depths at the end of the platform are approximately -2.5' NWL. There are no formalized boat slips proposed. It will traverse over Slocum Creek in a northwesterly direction to connect to the Havelock Visitors' Center property on the opposite shoreline. The bridge would be 6' wide and 125' long in order to span across Slocum Creek. An overlook platform is proposed on the far end of the bridge, adjacent to the Visitors' Center property. This viewing platform will be 10' wide and 15' long. Water depths beneath the center of the bridge range from -14' to -19' NWL. The bridge is proposed to be at le t 8.5' above the no al water level to allow tiro navigation of the typical size vessels that would utilizing this po 'on of the tributary. 9. The earthen kayak launch will impact 225 ft2 of Section 404 Wetlands. The proposed ramps and bulkhead backfill will impact 199 square feet of Section 404 Wetlands. A portion of (approximately 600 square feet) the proposed hardened kayak launch approach and connecting greenway trail will impact Zone 2 of the Neuse River Basin Riparian Buffer. The remaining proposed improvements are outside of the Neuse River Riparian Buffer area. Traditional marine construction methodology will be utilized during the construction of this public dock, pedestrian bridge, and kayak launch. Temporary turbidity impacts are anticipated during construction. Previously funded through a CAMA Access Grant and additional funding sources, the City of Havelock has purchased a vacant parcel on Church Road as the location for the proposed park. The next phase (CAMA Phase III) will complete site preparation and improve vehicular access into the site to facilitate handicap accessibility down to the water front. Phase IV will install bathrooms and an educational center onsite as well as an amphitheater. Phase V will install a pedestrian bridge across the creek finalizing a connection between the tourist and event center and the park site. In lieu of permitting each of the remaining CAMA phases separately, this CAMA Major Application requests a permit to cover the proposed park build -out plan (CAMA Phases III-V) to allow the City to proceed forward with improvements as funding becomes available. Phase III provides the design and construction of a parking lot and improved pedestrian access to the kayak launch facility and picnic features within the park. The vehicular improvements include adding a second driveway that will allow larger vans and busses to enter the site from Church Road and exit onto Woodland Drive. These vehicular improvements will be designed for compliance within the long range master plan vision to ensure that all work is integrated within the overall concept master plan. Construction of the parking lot also facilitates the completion of the preliminary grading of the overall park, necessary to provide handicap accessibility from the parking areas down to the water edge. Phase III components will include preparation and construction of a parking lot and supporting access drives, an accessible pedestrian connection from parking lot to the water's edge and preliminary site grading preparation for the future phases of construction. An initial set of interpretative signage is also included in this phase to establish learning stations within the park orienting visitors to the natural features and historical events surrounding the site. The design of the proposed parking lot will be constructed using a combination of permeable paving within the parking stalls and asphalt within the drive aisles. Not only does this approach allow for a stable and accessible surface, the use of permeable RECEIVED JAN 13 2015 DCMr M?J Cps SITE: pavers will aide in mitigating storm water impacts by providing retention areas and infiltration under the parking lot for storm water. This site will serve as a demonstration project for the community, showing how permeable pavers and other stormwater devices function and help promote their use across the City of Havelock. The pedestrian improvements seek to provide an accessible path that connects the parking areas to the water's edge. The site will be graded to also support an accessible path from the water up to the future bridge site, part of Phase V. In phase IV, the cultural significance of the site will be enhanced by incorporating the historic Trader General Store and Havelock Railroad Depot buildings to this site, repurposing them to serve as community event space and exhibit space. In Phase V, the Slocum Creek Historic Park will be directly connected to the tourist and event center through the construction of a pedestrian bridge. The pedestrian bridge location, as shown on the concept plan and within the master plan, has been sited to make use of the existing natural bluffs on both sides of the creek and will allow the bridge to have a high span over the surface of the water. This will allow the bridge to have minimal impact to the capabilities of small water craft navigating through the creek from the northeast to the southwest. The depths and widths of the channel already limit access to this area to small motorized craft and paddle type water craft. Property was acquired with CAMA/Coastal Land Trust/Bate Foundation/City funding in 2013 with 285' frontage on Slocum Creek to provide access to the water front. Beyond access, this acquisition allowed the City to selectively clear the site of invasive species, preserving the existing native species and allowing them to thrive, this process was conducted with the assistance of forestry and environmental experts. The property is well situated near the center of City and of adequate size to support a variety of uses including picnic facilities, water access along the water edge and the ability to provide direct water entry points. The Creek is an Estuarine water classed C, SW, NSW (Aquatic Life, Secondary Recreation, Swamp Waters, Nutrient Sensitive Waters). North of the site on the opposite side of the creek sits the City's Tourist and Event Center. The Havelock Rotary Club, working with CAMA in 2000, installed walking paths from the Tourist Center to the banks of Slocum Creek on the event center side of the creek. Outside of this grant request, the City of Havelock has designated funds from its" Sidewalk Fee in Lieu" program to establish sidewalk connections from the tourist center site to the newly constructed Church Road Bridge (B-4488). The event center side also hosts a small craft launch funded by CAMA, which operates at full capacity on temperate days. This CAMA boat ramp sits 600' north of the subject site is primarily used for launching larger motorized watercraft from trailers. RECEIVED JAN 1 A 2015 DCM-MHQ COY Key in fulfilling the City's Parks and Recreation Master Plan is the ability of the Slocum Creek Historic Park to provide a variety of opportunities to the residents in terms of direct access and passive access to the creek. This site is also in keeping with the CAMA funded Comprehensive Land Use Plan and the City Capital Improvement Plan (CIP), and the Slocum Creek Master Plan. The completion of property acquisition and the realignment of Church Rd Bridge (NCDOT project B-4488) makes huge strides toward providing fishing/canoeing opportunities for more citizens and visitors. In December 2013, the City was awarded CAMA Access funds to develop Phase H of the park which consists of the purchase and installation of 2 kayak launches, several picnic tables, benches, trash receptacles, permanent grills, wayfinding signage and improvements to the existing driveway. Phase III expands on the initial scope of Phase II by improved vehicular access and parking to allow individual users as well as vans and small activity buses to access the site. The two buildings depicted on the conceptual layout/site plan are the old general store in City, which would be relocated to the site, and the old railroad depot, which has been titled to the City and is ready to be moved to the site, this would occur in Phase IV or later. A footbridge is depicted at the southwest of the site, connecting one side of the creek to the other. To the right (north) of the footbridge is the location identified for the Kayak launch. This location includes a traditional kayak dock and an EZ kayak launch system, both designed to allow for easy access to the water's edge. As clearing of the property progresses, the kayak platform vendors will meet with the site designers on site to identify the final locations for the kayak entry facilities, so as to create minimal disturbance to the existing environment and make optimal use of existing geography. Picnic tables, permanent grills, trash receptacles, and park benches are included and will be installed throughout the property with Phase II.
