See attached documentation. I have seen multiple sources discuss how bulkheads will cause increased erosion to adjacent properties due to the inability of the bulkhead to absorb wave energy, therefore deflecting it to adjacent properties. I've attached two examples of what I have read. On my own property I have been trying to encourage a natural vegetation buffer to maintain a healthy ecosystem as recommended by your own website and Clemson University's Life at the Water's Edge. But I'm concerned with whether a natural buffer is going to be able to handle the additional erosive wave force a neighboring bulkhead could produce. When I first moved here, Cypress Lake did not have a waterway connection to public waters. There was little to no boat traffic creating wakes and waves. That situation changed several years ago and now small motorboats and jet -skis do come into the lake creating more wave action. There is more erosion occurring and it concerns me that this wall could direct even more destructive forces against my property. It will create an additional expense for me to counteract any associated destruction of my property as well as lower my property value. Please let me know what action I need to take in this regard. RECEIVED SEP 21 2022 DCrv,-h1HD CITY 2019 Shoreline Stabilization Techniques - NYS Dept. of Environmental conservation Turtles and amphibians have free access to land, while retaining walls (seen below) block this access, preventing mating and spawning. This is the very same shoreline, after landowner had installed a retaining wall: The effects are clearly seen, as the lush ecosystem is quickly destroyed. Harmful Shoreline Alterations The following types of alterations and shoreline protection lead to increased erosion, structural damage and the destruction of the shoreline ecosystem: Bulkheads and Retaining Walls Normally a natural, gradual slope will absorb the energy of the wave. Bulkheads and retaining walls cause waves to crash into the shore. Much of the energy of these waves is sent downwards into the water at the base of the wall. The dirt or "substrate" is slowly dug out from under the wall's foundation, eventually causing it to lean and then tumble into the water. Additionally, water draining from upland builds up behind the wall, pushing the wall from behind, especially during freeze -thaw cycles. Construction of a bulkhead or retaining wall can also increase the erosion rates on nei s. The effect of a bulkhead on adjacent ,From an environmental standpoint, retaining walls are by far the most � destructive method of stabilization. With retaining walls, the vegetated ar that would normally provide shelter, places to feed, breeding and nesting areas is cleared and built over, quickly and completely destroying the ecosystem. Not only are retaining walls the most expensive and environmentally harmful option, but when it eventually collapses you'll be left with a staggering repair bill. This is especially un-bulkheaded property troublesome in cases where Courtesy of US Fish and Wildlife Service structures such as houses, garages, etc. are built close to the wall. If the wall fails, you may find the accompanying structure going down with it. No matter how extensive, the collapse of a retaining wall is inevitable. If you already have a retaining wall installed, you may want to A retaining wall failure completely remove the wall and rework the area using one of our recommended methods. However, in some locations, you may not be able to utilize one of these options. If this is the case, the Department may recommend that you build the wall further back (landward) from the existing wall, rather than building.a_new wall further out into the water. However, some of these erosion methods may actually cause more harm than good. Bulkheads, vertical structures installed parallel to the water, have been used to protect valuable land from being eaten away by harsh wave energy. However, studies have shown that bulkheads may actually encourage erosion because they ✓� simply deflect the wave energy to other areas along the shore. Nearby areas / without coastal protection suffer instead. What about coastal protection from major storm events? When it comes to a hurricane and storm surge, isn't a solid bulkhead the way to go? Actually, they may offer less protection than you think. This article from Scientific American details how a majority of the bulk heads installed in the Outer Banks of North Carolina suffered damage by Hurricane Irene while the natural marsh shorelines were not impaired. If something that appears solid and strong like a bulkhead can't protect our coasts, then what's the answer? Creating structures that absorb wave energy has shown to be the better approach. I am concerned that the seawall will increase the erosion of my property, causing me sizeable expense to correct (and unaffordable at this time) and lowering my property value. Mr. Caudle has already reduced my property value by installing a tall solid fence with tall evergreen plantings along the side of my property which greatly reduces my property's view of Cypress Lake. There are other forms of shoreline stabilization that would work well yet cause less damage. I realize seawalls are your business but perhaps one of these other forms would be viable?
