ST. as requested in the permittee's application, dated MAY 5. 2003 This permit, issued on MAY 22, 2003 is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes construction of a walkway to a sitting area next to the water approx: 383.5 sq ft 1. All proposed development and associated construction must be done in accordance with the permitted work plat drawing(s) submitted on: 2. All construction must conform to the NC Building Code requirements and all other local, State and Federal regulations. 3. Any change or changes in the plans for development, construction, or land use activities will require re- evaluation and modification of this permit 4. All development projects, proposals, and designs shall limit the construction of impervious surfaces and areas not allowing natural drainage to only so much as is necessary to adequately service the major purpose of use for which the lot is to developed. Impervious surfaces shall not exceed 30% of the AEC area of the lot, unless the applicant can effectively demonstrate, through innovative design by an engineer, that the protection provided by the design would be equal to or exceed the protection by the 30% limitation. 5. Before the final inspection, the designing engineer must certify that the stormwater system was inspected and installed as designed. 6. No impermeable surfaces shall be allowed over any functional part of the septic tank system. 7. All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. (Over) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. From the date of an appeal, any work conducted under this per- mit m st cease until the appeal is resolved. This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. Any maintenance work or project modifications not covered under this permit requires further written permit approval. All work must cease when this permit expires on December 31. 2006 In issuing this permit it is agreed that this project is consistent with the local Land Use Plan and all applicable ordinances. This permit may not be transferred to another parry without the written approval of the Division of Coastal Management. All disturbed areas shall be vegetatively planted and mulched within 30 days of construction completion. 9. Pursuant to 15 NCAC, Subchapter 7J .0406(b), this permit may not be assigned, transferred, or otherwise disposed of to a third party. 10. Prior to initiating any land disturbing activities, a barrier line of filter cloth or burlap must be installed between the land disturbing activity and the adjacent marsh, until such time as the areas have properly stabilized with a vegetated cover. 11. Stormwater disposal Ordinance must be complied with. 12. Development over existing impervious surfaces, provided that the existing imperious surface is not increased and the applicant designs the project to comply with the intent of the rules to the maximum extent feasible. Along with requiring special care by those who build and develop, the General Assembly directed the Coastal Resources Commission (CRC) to implement clear regula- tions which minimize the burden on the applicant. This application for a minor development permit under CAMA is part of the Commission's effort to meet the spirit and intent of the General Assembly. It has been designed to be straightforward and require no more time or effort necessary from the applicant. Please go over this folder with the Local Permit Officer (LPO) for the locality in which you plan to build to be certain that you understand what information he or she needs. Under CAMA regulations, the minor permit is to be issued within 25 days once a complete application is in hand. Often less time is needed if the project is simple. The process generally takes about 18 days. You can speed the approval process by making certain that your application is complete and signed, that your drawing meets the specifications given inside and that your application fee is attached. Other permits are sometimes required for development in the coastal area. While these are not CAMA-related;: we urge you to c eck with the Local Permit Officer to determine whic of these you may need. A listing is included on page 2 of this folder.
