as authorized by the State of North Carolina, Department of Environment,
Health, and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statues, "Coastal Area Management"
Issued to Mr. Read M. Northern, authorizing landscaping, i.e. irrigation system, and placement of sod at a residence in the
ORW shoreline AEC at 1 Shortwater Road, Figure Eight Island, as requested in the permittee's application dated May 29,
2003. This permit, issued on July 1, 2003, is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms
may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
♦ A copy of this permit shall be available onsite for regulatory inspection.
♦ All proposed development and associated construction must be done m accordance with the
permitted workplat drawings as submitted and amended.
♦ All construction must conform to the N.C. Building Code requirements and all other local, State
and Federal regulations.
♦ Any change or changes in the plans for development, construction or land use activities will
require a re-evaluation and modification of this permit.
♦ The amount of built -upon area shall be limited to no more than 25% of the 575' Area of
Environmental Concern area of the land to be developed; in this case, there is no increase in
impervious coverage.
♦ No filling or development within any Federally regulated 404 wetlands is authorized.
♦ No impermeable surfaces shall be allowed over any functional part of the septic tank system.
♦ No sediment or building materials can be allowed to enter the marsh grasses or waters. Silt fence
or other protective barriers(s) must be placed and maintained between the disturbed area and any
404 wetlands or coastal wetlands, to keep sediment from entering those areas.
This permit action may be appealed by the pernitlee or other
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal, any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to
the permit officer when the project is inspected for compliance.
Any maintenance work or project modification not
covered under this permit, require further written permit approval.
All work must cease when this permit expires on
December 31, 2006.
In issuing this permit it is agreed that this project is
consistent with the local Land Use Plan and all applicable
ordinances.
This permit may not be transferred to another party
without the written approval of the Division of Coastal Management.

We originally accepted your application under the impression it was full and complete. On subsequent
review, we have discovered that it lacks certain necessary information. Accordingly, we request you to
complete the form and resubmit it to us.
The reason(s) for adjudging the application to be incomplete areas follows:
1. Need to obtain signatures from the adjacent owners.
In accordance with the Department of Environment and Natural Resources regulations, we note that a
certain time has passed while the application has remained in our office. Accordingly, upon
resubmission of a complete application, a local decision will be made in 15 days, provided this period
is not extended as provided by law.

Please run the following NOTICE(s) in a one -column advertisement under "Legal Notice"
PLEASE PUBLISH on Monday. June 2, 2003.
I will need the usual affidavit of publication.
Pursuant to NCGS 113A-119(B), New Hanover County, a locality authorized to issue CAMA
permits in Areas of Environmental Concern, hereby gives NOTICE that on May 29, 2003,
Mr. and Mrs. Thomas Zehringer, have applied for a Minor CAMA Permit to construct a new
single family residence at 233 Windy Hills Drive, in Wilmington, NC. (03-035)
Mr. and Mrs. Dan Hood, have applied for a Minor CAMA Permit to construct a new single
family residence at 3 Oyster Catcher Road, in Wilmington, NC. (03-036)
Mr. Read Northern, has applied for a Minor CAMA Permit to install turf and irrigation at 1
Shortwater Road, Figure Eight Island, in Wilmington, NC. (03-037)
The applications may be inspected at the address below. Public comments received by June 12,
2003, will be considered. Later comments will be accepted and considered up to the time of the
permit decision. Project modifications may occur based on further review and comments. Notice of
