Dear Mr. Hobbs:
The Minor CAMA Permit application for 1159 Ocean Blvd. West and 1317
Ocean Blvd. West has been placed on hold. The Proposed permit was to
install a swimming pool with decking, a 10 x 10 hot tub and a 14 x 54
foot elevated deck on the rear portion of the structure.
FEMA states in there Technical Bulletin 5-93 in part, that pools and hot
tubs are allowed adjacent to coastal buildings only if the pools and hot
tubs will not act as obstructions that will result in damage to nearby
buildings. If a pool or but tub is to be located near a V-zone building
then a design professional shall assure us by design that a pool or hot
tub will not increase the damage potential to the foundation and elevated
portion of any nearby buildings. In addition the design professional must
design and site the pool so that any increased wave or debris impact
forces will not affect any nearby buildings.
Pools, pool decks, walkways, and associated accessory buildings placed
under or adjacent to coastal buildings must be structurally independent of
the building and its foundation.

When locating the additions on the platted lot do so in accordance with
FEMA's regulations that human alteration of sand dunes within V Zones
is prohibited, these natural features are important first lines of defense
against coastal storms and can do much to reduce losses to inland
coastal development. It is for these reasons that they are protected
against alteration.
The Division of Coastal Mangement also requires that a current
vegetation line and the frontal dune be located on the drawing that
shows the location of the proposed additions.
I have already spoken with Mr. Winkler about FEMA's requirements and
he is reviewing the technical Bulletins . The decking area around the
pool areas shall be labeled as to what type of material you are proposing
to construct the deck with.
Once all the required information has been submitted to our office I will
then continue the review process.
