Any violation of these terms may be subject to tines, imprisonment or civil action; or may cause the permit to be null and void. Boat Ramp 1) Unless specifically altered herein, this permit authorizes the replacement of the existing boat ramp, all as indicated on the attached workplan drawings. 2) The boat ramp shall either be poured at an upland location and pushed into place once hardened, or poured entirely within a watertight containment structure. Live concrete shall not be allowed to contact waters of the State or waters that will enter waters of the State. (See attached sheet for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. All work must cease when the permit expires on December 31, 2018 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. ADDITIONAL CONDITIONS I Permit # 69-15 Page 2 of 2 Sedimentation and Erosion Control 3) In order to protect water quality, runoff from construction shall not visibly increase the amount of suspended sediments in adjacent waters. 4) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, etc.). General 5) The permittee understands and agrees that, if future operations by the United States requires the removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to free navigation of the navigable waters, the permittee will be required, upon due notice from the Corps of Engineers, to remove, relocate or alter the structural work or obstructions caused thereby, without expense to the United States or the state of North Carolina. No claim shall be made against the United -States or the state of North Carolina on account of any such removal or alteration. 6) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the written approval of the Division of Coastal Management. 7) The permittee and/or his contractor shall meet with a representative of the Division prior to project initiation. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (252) 808-2808 prior to the commencement of any such activity for this determination. The permittee is further advised that many development or land disturbing activities are not allowed within the Environmental Management Commission's Neuse River Basin. A private boat ramp facility is located on this parcel as well as existing marina facilities, a clubhouse and parking areas. The boat ramp is located on the Trent River. Trent River has a surface water classification of SB, Sw, NSW and a Stream Index of 27-101-(31). The Trent River is approximately 1,430 feet wide at the location of the boat ramp. Water depths at the end of the existing ramp are approximately four (4) feet. The existing boat ramp is in a state of disrepair. The existing concrete boat ramp is cracked and severely eroded resulting in dangerous conditions for boat loading and unloading operations. Eastern Carolina Yacht Club, Inc. proposes to demolish the existing boat ramp and reconstruct the boat ramp. Specifically, it is proposed that a new 12 foot wide concrete boat ramp be constructed. The ramp will have a total length of 57.3 feet with 30.3 feet extending below the normal water level and a 27 foot concrete ramp extending above the normal water level. A total of approximately 324 square feet of concrete area will be replaced above the normal water level. It is proposed that the construction of the new boat ramp be completed through the installation of a temporary sheet pile containment system (coffer dam). The decking on the existing finger piers will be removed to facilitate installation of the coffer dam. Upon completion of the ramp, the pier decking will be installed to match the existing. The surface waters will be pumped from the containment area to allow the new concrete ramp to be placed in a controlled manner. Upon dewatering of the containment area, all living fish, crabs, clams and other marine life will be immediately returned to the adjacent waters, outside the turbidity curtain. A turbidity curtain will be provided outside and around the coffer dam. A dewatering will occur to a point inside the turbidity curtain. The existing concrete ramp will be demolished. Minor grading will occur to the new ramp subgrade to remove surface irregularities and to allow installation of the new concrete ramp and gravel subgrade to the elevations shown. The coffer dam and dewatering will be maintained for an approximate 30 day period to allow for concrete placement and proper curing. In addition to the CAMA Major Permit needed to reconstruct this facility, a Neuse Riparian Buffer Authorization Permit will be obtained. The upland portion of the work for this facility will occur within the Zone 1 Neuse Riparian Buffer Limits. No other permits are required to execute this project. Less than one acre of land disturbing activities will occur, and no additional impermeable surfaces will be created. This 3.41-acre parcel is developed with a clubhouse, marina, bulkhead, and boat ramp. The adjacent properties are single family residential. The elevation of the high ground of the parcel is about 20' above the normal water level (nwl). Vegetation on the lot mainly consists of native deciduous trees and lawn grasses. There are no Coastal Wetlands in the vicinity of the project area. This parcel has approximately 587' of continuous shoreline along the Trent River. Immediate offshore water depths adjacent to the parcel range from — 1' to —6' normal water level (NWL). The subaqueous substrate is firm without shell. There is not a cultural resource in the nearby vicinity of the project area. This waterbody is approximately 1,430'across at this location. These joint waters are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation in the immediate vicinity of the project area. This area is closed to shellfish harvest and is classified as C; Sw, Nutrient Sensitive Waters. There is not a defined Federal Channel in the nearby vicinity of this project area. This project area is subject to the Neuse River Riparian Buffer Rules. Proposed Development: The applicant wishes to reconstruct and extend a concrete boat ramp adjacent to the Trent River, in New Bern. The proposed development will take place at 4005 Trent Pines Drive, Craven County. The proposed development will serve the East Carolina Yacht Club and its members. The existing concrete boat ramp is 12' wide,190' long, and extends 20' waterward of the shoreline at the normal water level (nwl). It is currently being undermined due to power loading vessels onto trailers. This creates scouring of the bottom at the waterward terminus of the ramp. The applicant wishes to rebuild the existing ramp and extend it further waterward in order to avoid future scouring. This scouring has created a water depth of -6.5' nwl at the terminus of the boat ramp. The proposed ramp will restore the slope to connect to the -5.5 nwl depth contour. No additional excavation or fill activities are proposed outside of the proposed boat ramp project area. The existing adjacent docks and bulkheads will remain. The proposed concrete boat ramp will be 12' wide and 57' long (the remaining high ground approach is not in need of repair at this time). Of this 57,' the boat ramp will extend 30' waterward of the nwl and the remaining 27' to be replaced is part of the high ground approach. This extension will take the boat ramp out to the end of the existing adjacent staging dock, and 10' longer than it is now. The ramp will be constructed using a temporary coffer dam to dewater the area, grade and set the concrete. The boat ramp is approximately 50' from the adjacent riparian property owner's docking facility to the east. However, most of these areas are currently impacted by the existing boat ramp and usage. Traditional marine construction methodology will be utilized during the construction of this private boat ramp. Temporary turbidity impacts are not anticipated during construction as a coffer dam will be installed prior to work beginning and removed once work is complete. A private boat ramp facility is located on this parcel as well as existing marina facilities, a clubhouse and parking areas. The boat ramp is located on the Trent River. Trent River has a surface water classification of SB, Sw, NSW and a Stream Index of 27-101-(31). The Trent River is approximately 1,430 feet wide at the location of the boat ramp. Water depths at the end of the existing ramp are approximately four (4) feet. The existing boat ramp is in a state of disrepair. The existing concrete boat ramp is cracked and severely eroded resulting in dangerous conditions for boat loading and unloading operations. Eastern Carolina Yacht Club, Inc. proposes to demolish the existing boat ramp and reconstruct the boat ramp. Specifically, it is proposed that a new 12 foot wide concrete boat ramp be constructed. The ramp will have a total length of 57.3 feet with 30.3 feet extending below the normal water level and a 27 foot concrete ramp extending above the normal water level. A total of approximately 324 square feet of concrete area will be replaced above the normal water level. It is proposed that the construction of the new boat ramp be completed through the installation of a temporary sheet pile containment system (coffer dam). The decking on the existing finger piers will be removed to facilitate installation of the coffer dam. Upon completion of the ramp, the pier decking will be installed to match the existing. The surface waters will be pumped from the containment area to allow the new concrete ramp to be placed in a controlled manner. Upon dewatering of the containment area, all living fish, crabs, clams and other marine life will be immediately returned to the adjacent waters, outside the turbidity curtain. A turbidity curtain will be provided outside and around the coffer dam. A dewatering will occur to a point inside the turbidity curtain. The existing concrete ramp will be demolished. Minor grading will occur to the new ramp subgrade to remove surface irregularities and to allow installation of the new concrete ramp and gravel subgrade to the elevations shown. The coffer dam and dewatering will be maintained for an approximate 30 day period to allow for concrete placement and proper curing. In addition to the CAMA Major Permit needed to reconstruct this facility, a Neuse Riparian Buffer Authorization Permit will be obtained. The upland portion of the work for this facility will occur within the Zone I Neuse Riparian Buffer Limits. No other permits are required to execute this project. A private boat ramp facility is located on this parcel as well as existing marina facilities, a clubhouse and parking areas. The boat ramp is located on the Trent River. Trent River has a surface water classification of SB, Sw, NSW and a Stream Index of 27-101-(31). The Trent River is approximately 1,430 feet wide at the location of the boat ramp. Water depths at the end of the existing ramp are approximately four (4) feet. The existing boat ramp is in a state of disrepair. The existing concrete boat ramp is cracked and severely eroded resulting in dangerous conditions for boat loading and unloading operations. Eastern Carolina Yacht Club, Inc. proposes to demolish the existing boat ramp and reconstruct the boat ramp. Specifically, it is proposed that a new 12 foot wide concrete boat ramp be constructed. The ramp will have a total length of 57.3 feet with 30.3 feet extending below the normal water level and a 27 foot concrete ramp extending above the normal water level. A total of approximately 324 square feet of concrete area will be replaced above the normal water level. It is proposed that the construction of the new boat ramp be completed through the installation of a temporary sheet pile containment system (coffer dam). The decking on the existing finger piers will be removed to facilitate installation of the coffer dam. Upon completion of the ramp, the pier decking will be installed to match the existing. The surface waters will be pumped from the containment area to allow the new concrete ramp to be placed in a controlled manner. Upon dewatering of the containment area, all living fish, crabs, clams and other marine life will be immediately returned to the adjacent waters, outside the turbidity curtain. A turbidity curtain will be provided outside and around the coffer dam. A dewatering will occur to a point inside the turbidity curtain. The existing concrete ramp will be demolished. Minor grading will occur to the new ramp subgrade to remove surface irregularities and to allow installation of the new concrete ramp and gravel subgrade to the elevations shown. The coffer dam and dewatering will be maintained for an approximate 30 day period to allow ford cre)e�j ' l placement and proper curing. In addition to the CAMA Major Permit needed to reconstruct this facility, a Neuse Riparian Buffer Authorization Permit will be obtained.
