PERMIT TO ADD SAND TO THE EXISTING FRONTAL DUNE ON THE
LANDWARD SIDE OF THE NOW EXISTING DUNE. (WILL $E ADDING TO
THE HEEL OF THE FRONTAL DUNE1
1. Plaeement of sand shall be aligned to the greatest extent possible with existing
adjacent dune ridges and shall be of the same general configuration as adjacent
natural durics.
2. Sand utilized for the activities authorized in this modification shall be compatible
with existing beach sand, and the compatibility must be confirmed by tht: Division
staff prior to the initiation of any permitted activities. The smid shall also be clean
and free of debris, and shall not be removed from any existing beach front or duac
system
3. In order to afford protection to nesting sea turtles and beach infatma, the project
approved herein shall not take place between May 1 and November 15 of any year
without the prior approval of the NC Wildlife Resources Commission, US Fish and
Wildlife Service, and the Division of Coastal Management

seaward of the mean low water elevation contour.
5. During and after construction activities, a Uniform, gradual slope will be maintained
so as not to endanger the public or interfere with the public's use of the beach.
6. This activity must not significantly increase erosion on neighboring properties and
most not have a significant adverse effect on important natural or cuitaral resources.
7. All work shall be carried out in such mamas so as no prevent or minimize the damage
to any existing vegetation.

AEC HAZARD NOTICE

This notice is intended to make you, the applicant, aware
of the special nsks and conditions associated with
development in this area, which is subject to natural
hazards such m stoma, erosion aid currents. The rules of
the Coastal Resources Commission require that you
receive an AEC Hazard Notice and acknowledge that
notice in writing before a permit for development can be
issued.
The Commissionsrules onbuildingstandards,oceanfront
setbacksand dune alterahoriaredesigned rominanize,but
not eliminate, property loss from hazards. By granting
permits, the f❑astal Resources Commission does not
guarantee the safuty of the development and assumes no
liahility for fut:ne damage to the development.
The best available information, as accepted by the Coastal
Resources Commission, indicates that the annual ocean
=ero :on rate for the area where your property is located is
feet per year.
The rate was established by careful analysis of aerial
photographs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as
much as &�'Ofeet landward in a major storm.
The flood watersin amajor storm are predicted to be about
,:RSfeet deep in this area.
Preferred oceanfront protection measures are beach
nourishment and relocation of threatened structures.
Hard erosion control structures such as bulkheads,
seawalls, revetments, groins, jetties and breakwaters are
prohibited. Temporary devices, Including sand bags, may
be allowed under certain conditions.
Tinfs structure shall be relocated or dismantled within two
year.; of becoming imminently threatened.

requirements by signing this notice in the below space.

SPECIAL NOTE: This hazard notice is required for
development in areas subject to sudden and massive
storms and erosion. Permits issued ford eveloppmment in this
area expire o n December 33 of the third year of it lowing the
year in which the permit was Lssued_ Sbordy before work
begins on the project site, the Local Permit Officer will
determine the vegetation line and setback distance at your
site_ If thepropenyhasseen little changeand theproposed
development can still meet the setback• requirement, the
LPOwill inform you that you may begin work. ltis impor-
tant that you check with the LPO before the permiteapirec
for official approval to continue the work after the permit
has expired. Generally, if foundation pilings have been
placed and substantial progress is continuing, permit
renewal may not be necessary. If substantial progress has
not been made, the permit must be renewed. and a new
setback line established. It is unlawful to continue work
after permit expiration without this approval.

Pursuant to NCGS 113A-119(b), the
municipality of Town of Holden Beach, a
locality authorized to issue CAMA permits
in the areas of environmental concern,
hereby gives NOTICE that on January 7,
2oo4, applicant Daniel Bowman, applied for
a CAMA minor development permit to add
sand to existing dune at 315 Ocean Blvd
East.
The application may be inspected at the
