This letter of refinement is in reference to the 01/25/2017 correspondence email from your
agent, Ms. Brandi Robertson, requesting a modification of Major CAMA Permit No. 56-15 issued
to you on 05/04/2015. Permit No. 56-15 authorizes a bulkhead and riprap shore stabilization
measures on property located at Camp Don Lee, 315 Camp Don Lee Road, adjacent to the Neuse
River in Arapahoe, Pamlico County, North Carolina.
Your requestto modifythe alignment of the previously approved bulkhead as shown on drawings
dated received 01/27/2017 by the Morehead City DCM office is hereby authorized. The request
is to construct an additional twenty (20 LF) linear feet of vinyl bulkhead transitioning from the
terminus of the existing bulkhead to the landward side of the riprap revetment. This would be
constructed beneath the existing pier connection to the high ground where erosion is taking
place and shoreline stabilization is needed to prevent further scouring. All permit conditions
including the 12/31/2018 expiration date still apply and remain unchanged. Please append this
letter to the permit file to document authorization to proceed with the aforementioned proposal.

Please find written correspondence enclosed dated January 25, 2017 from Mrs. Brandi Robertson, requesting a
permit modification. State Permit #56-15 was issued on May 4, 2015 for the construction of a rip rap revetment
and vinyl bulkhead adjacent to the Neuse River in Arapahoe, Pamlico County. The permit expires on
December 31, 2018.
The request is to construct an additional 20' of vinyl bulkhead transitioning from the terminus of the bulkhead
to landward side of the rip rap revetment. This would be constructed beneath the existing pier connection to
high ground, where significant erosion is taking place and threatening to undermine the pier at this location.
The Morehead City District staff would recommend issuing this refinement to state permit 56-15.

Dear Mr Connell,
Camp Don Lee would like to update Permit # 56-15. We would like to alter the bulkhead alignment slightly
where it meets the dock. The shoreline is experiencing some erosion underneath the dock. To prevent any
further erosion we would like to run the bulkhead underneath the dock and into the high ground on the east side
of the dock. Right now the approved plans have the bulkhead going up the side of the dock perpendicular to the
water.
Attached is a drawing that demonstrates the changes we would like to make. Please let me know if you need
any other information to approve this change. Please let me know if the picture quality is sufficient,
experiencing some technical difficulties today on my end.
