The Town is in the process of approving the Eagles Island Community Rowing Club to install a floating dock at the Town's Riverwalk park. Per the email string below, the Club is planning to submit the floating dock to CAMA at a later date, but since the existing major permit expires on December 3V, we were working with Brooks to renew the permit so that the Club can plan to submit their documents as a Minor Modification to the major permit. The waters off the park are PNA so the proposed float would require at least 18" of depth at Low Water. I looked in to the major permit for this and it is still active until December 31, 2018. 1 think your proposal would be a minor modification to the permit but I will need to check with the district manager to be sure. No non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without permit modification.. 3) 'The permittee shall maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abaridons the permitted activity without having it transferred to a third party. 4) Any portion of the permitted fishing.pier built over Coastal Wetlands shall not exceed six feet in width and shall be elevated a minimum of three feet over the wetland substrate as measured from the bottom of the decking. 5) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At a minimum, permanent reflectors shall be attached to the structure in order to make it. more visible during hours of darkness or inclement weather. 6) This permit does not authorize any formalized boat slips. 7) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work. 8) The authorized project is located within a primary nursery area (PNA). Therefore, in accordance with . T15A:07H.0208 of the Rules of the Coastal Resources Commission, no new dredging or excavation within the PNA shall be permitted. Dredging in any manner, including "kicking" with boat propellers, is not authorized. MA WILMINGTON, NC Boardwalk NOV 0 2 2015 10) The portions of the authorized boardwalk located over Coastal Wetlands shall be no wider than eight feet and shall be elevated at least three feet above the coastal wetland substrate as measured from the bottom of the decking. 11) The portions of the authorized boardwalk not located over Coastal Wetlands, but located within 30 feet of the normal high water level shall be slatted, wooden, and elevated. RECEIVED NOV 2 62019 Town of Belville Permit No. 11945 Page 3 of 4 ADDITIONAL CONDITIONS Upland Development 12) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities associated with the development of the above referenced property,.including the trails, boardwalks, and walkways, all as expressly and specifically set forth in the attached permit application and work drawings. Cultural Resource Protection 13) Prior to the initiation of any land -disturbing activities_ located on high ground authorized by this permit, the penmittee 'shall, in coordination with the N.C. Department of Natural and Cultural Resources (NCDNCR), develop and implement an archaeological survey of the proposed project area. Initiation of permitted land -disturbing activities shall not begin until written approval is obtained from NCDNCR, and a copy of such approval has been submitted to the Division of Coastal Management. Stormwater Manaeement 14) The Division of Energy Mineral and Land Resources approval of this project under stormwater management rules of the Environmental Management Commission is covered by way of StED Permit No. SW8150718, which was issued on 8/5/15. Any violation of the permit approved by the DEMLR shall be considered a violation of this CA.MA permit. .. JAN 0 7 2019 DCM-MHD Erosion & Sedimentation Control NOTE: An Erosion and Sedimentation Control Plan will be required for this project. This plan must be filed at least thirty (30) days prior to the beginning of any land disturbing activity. Submit this plan to the Department of Environmental Quality, Land Quality Section, 127 Cardinal Drive Ext, Wilmington, NC 28405. 15) In order to protect water quality, runoff from construction shall not visibly increase the amount of suspended sediments in adjacent waters. 16) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of grading on cut or filled slopes. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: IE is recommended that the permittee contact the N:C: Department of Transportation NCDOT) prior to the initiation of development to ensure that all activities are consistent with NCDOT right of way requirements. NOTE: The U.S. Army Corps of Engineers assigned the proposed project Action ID No. SAW-2012- 02046. NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water Quality Certification 3900 and assigned the project .DWRProject No. 15-0780. NOTE: Future development of the permittee's property may require a modification of this permit.
