This permit, issued on May 30, 2019 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this Minor Modification authorizes the construction of the 60'x25'
high ground shelter, walkway, 42'x6' fixed pier, and 36'x6' floating pier, all as expressly and
specifically set forth in the attached letter and workplan drawings. Any additional land disturbing
activities and/or construction may require a modification of this permit. Contact a Division of Coastal
Management representative at (910) 796-7215 for this determination.
2) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
3) In order to further protect the endangered West Indian Manatee, Trichechus manatus, the applicant
must implement the U.S. Fish & Wildlife Service's Guidelines, and strictly adhere to all requirements
therein. The guidelines can be found at http://www.fws.gov/nc-es/mammal/manatee euidelines.ndf.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2020
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
(4) This Minor Modification does not authorize the excavation or filling of any open water or wetland areas.
(5) This Minor Modification be attached to the original of Permit No. 119-15, which was issued to the
permittee on 10/12/15, and the Renewal issued on 01/24/19, and copies of all documents shall be readily
available on site when Division personnel inspect the project for compliance.
(6) All conditions and stipulations of the active permit remain in force under this Minor Modification unless
specifically altered herein.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (910) 796-7215 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal high water level.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers assigned the project Action ID No. SAW-2012-02046.
NOTE: The N.C. Division of Water Resources assigned the project DWR Project No. DWR-15-0780.,
NOTE: A minor modification application processing fee of $1.00 was received by DCM for this project.

I have reviewed the above modification request and have consulted with DMF. NCWRC agrees with
DMF and had no specific comment on the proposal that includes the removable pier and launch
system. Since no dredging is involved and water depths are the minimal for slips, we hope impacts
will be minimal.

Hey -yes. It came in on April 2, and went out for agency review in May. I have received comments from everyone on the
list except the Coast Guard. They don't always reply. No one has any issues. We would require Manatee Guidelines as a
special condition of the mod.

Tara, l am getting ready to install the pier, dock, and ramp next week. I hope this can proceed as planned.
As you know, Eagles Island Community Rowing, under my direction and on behalf of the Town of Belville has been very
diligent in preparing this minor modification to an existing permit. We submitted the request on March 19th and had all
necessary paperwork in to your office on April 5th. On our start date of June 4th it will have been 60 days. That seems a
reasonable amount of time for approval for a project that meets all CAMA regulations, as proposed by DEQ staff during
our planning meeting in March.

Hey -we are reviewing as a GP 291 modification. I just sent a coordination email to FWS and NMFS-HCD along with
Navigation and USCG for their comments. As soon as I hear back, I'll let you know. Based on the input from the agencies
in the scoping meeting back in February, it didn't appear that there would be any issues.

State Permit No. 119-15 Town of Belville - Belville Riverwalk

Brunswick County
Mr. Mark Wilde-Ramsing, acting agent for the Town of Belville, has submitted a request to modify State Permit No.
119-15, which was originally issued to the Town of Belville on October 20, 2015. State Permit 119-15 authorized a
boardwalk and fishing pier at 570-580 River Road adjacent to the Cape Fear River in the Town of Belville, Brunswick
County. The most recent renewal was issued on January 24, 2019 and is due to expire on December 31, 2020.
The permittee is requesting authorization to add a 62 ft. long by 27 ft. wide storage area on the high ground and a pier
with floating launch system for the Eagle Island Community Rowing Club water access (see Sheets 1 and 2 of 2). The
proposed pier would extend off of the north side of the existing observation deck on the southern end of the existing
boardwalk. According to the proposal, a removable 42 ft long by 6 ft. wide pier would extend from the existing
observation platform to a 36.5 ft. long by 6.5 ft. wide floating launch system that would be moored and anchored in
place. Existing water depths are stated to range from 18 inches to 6.2 ft. at NLW in this area, which is also Primary
Nursery Area (see Sheet A). Marine Fisheries has provided a signed consent for this development (attached).
The permittee has submitted a check (#5850) in the amount of $100.00 for the modification. This office has no
objection to this modification request, provided all other local, State and federal regulations are adhered to.
By copy of this memo, DCM is requesting that the USACE, DWR, NC DMF and NC WRC provide any comment
that your agency may have on the proposed project to Courtney Spears of DCM's Wilmington office within 14
days of receipt of this memo.

Eagles Island Community Rowing at Belville's Riverwalk Park
Permit type: This is a minor modification to an existing Major Development Permit 119-15
Background: Eagles Island Community Rowing Club (EICR) is a recently incorporated group,
which is in the process of locating their boat storage and launch facilities at the Town Belville's
Riverwalk Park. The club is dedicated to offering rowing (non -motorized craft) to a diverse
community population of the purpose of personal growth and education of the natural and
cultural environment surrounding Eagles Island. EICR is a registered non-profit corporation.
Location: Riverwalk Park fronts the Brunswick River is located on US 133 at 580 River Rd SE,
Belville, NC 24581, in Brunswick County. It is a 28 acre park complete with 125' fishing pier, an
860SF educational pavilion (funded by a grant from Duke Energy), an 1800SF overwater
observation deck, a 730' long over -marsh waterfront boardwalk, and almost 2/3 of a mile
woodland walking trail. EICR is leasing a portion on the south end of the park for boat storage
near Picnic Shelter #4 that encompasses the old shuffleboard cement pad, a path to the riverfront,
and waterfront for a pier, ramp, and floating dock at the north end of the observation dock.
Riparian Neighbors: north - NC State Highway Commission, 5501 Barbados Blvd., Castle
Hayne, NC 28429; south — NC State Ports Authority, P.O. Box 9002, Wilmington, NC 28402.
Scope of Work: The proposed storage area will be delineated using a split rail fence border and
employ post and racks on either side of the shuffleboard pad to store boats. No permanent
structure or cover is planned at this time.
Access to the river will include a 6 ft wide pier extending 42 ft from the bank to a level 5' above
MLW, a vertical drop of 3 feet. The pier, which is removable when threatened by catastrophic
weather is will be constructed of aluminum, treated pine wood decking panels and stainless steel
fasteners and supplied by Pier of d' Norte (St. Germain, Wisconsin) to meet our environmental
situation and rowing needs. Attached to the pier will be a 5 R x 20 ft aluminum access ramp that
will land on modular plastic floating dock, 6 1/2 ft wide and 36'/z ft in length, which is supplied
by Candock (Quebec, Canada) and engineered to meet our conditions and needs. The total length
of the launch facility will be 92 ft from bank to offshore end (accounting for a 4 ft overlap of the
ramp and dock). The floating dock will begin 60 ft from the bank where there is a depth of 19"
inches at MLW. The floating dock extends 3 inch below the water line with no load and 4.5 inch
with the maximum number of rowers/boats during launching and return. The offshore corners of
the floating portions of the dock will be moored in place using anchor and chain; inshore corners
will be connected by chain to screw -eye tie downs.
