as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statues, "Coastal Area Management"

Permit Number
Issued to Town of Holden Beach, authorizing development in Estuarine Shoreline AEC between 121
and 131 South Shore Drive as requested in the permittee's application, dated December 1. 2003 . This
permit, issued on December 31, 2003, is subject to compliance with the application and site drawing
(where consistent with the permit), all applicable regulations and special conditions and notes set forth
below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may
cause the permit to be null and void.
This permit authorizes the construction of a 16' X 16' covered deck outside the 30' buffer , 6' wide wooden boardwal
for use by the public and landscape for a small park located between 121 and 131 South Shore Drive., Holden Beach
Any other development will require additional permits or a modification to this permit.
(1) All proposed development and associated construction must be done in accordance with the permitte
work plat drawings(s) dated received 12/09/03.
(2) All construction must conform to the N.C. Building Code require I�°t r l S e an

(3) Any change or changes in the plans for development, construct r land use a�c E)F✓ill re e

(4) All unconsolidated material resulting from associated grading an p,STAB
gr' g �1�itiscapmg shall be retained on sit
by effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a
barrier line of filter cloth must be installed between the land disturbing activity and the
adjacent marsh or water areas, until such time as the area has been properly stabilized with
a vegetative cover.

This permit action may be appealed by the permittee or othe
qualified persons within twenty (20) days of the issuing date. Fro
the date of an appeal, any work conducted under this permit mus
cease until the appeal is resolved.
This permit must be on the project site and accessible to the penni
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered unde
this permit, require further written permit approval.
All wok must cease when this permit expires on December 31,
2006
In issuing this permit it is agreed that this project is consistent wit
the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without th
written approval of the Division of Coastal Management.
