BUFFER AUTHORIZATION CERTIFICATE FOR SHORELINE STABILIZATION
t
A riparian buffer authorization is required for shoreline stabilization activities within the Neuse and Tar-Pamlico River
basins per Division of Water Resources(DWR)regulations 15A NCAC 026.0233 and 0259. The Division of Coastal
Management(DCM)through a Memorandum of Understanding with the Division of Water Resources(DWR)has
reviewed your project proposal and has determined that the project as proposed complies with the aforementioned
regulations. one
Those activities covered by your Coastal Area Management Act(LAMA)permit have received Buffer Authorization
provided the project is constructed in a manner that continues to meet all of the conditions listed below.Failure to
comply with this Buffer Authorization may subject the property owner and the party(contractor)performing the
construction and/or land clearing to a civil penalty by DWR of up to$25,000 per day per violation. '
1. Impacts: Impacts to woody vegetation from clearing and filling in tone 1(begins at the most landward of either
normal water line(NWL)or normal high water line(NH W L)and extends 30 feet landward)shalt be minimized to
what must be impacted for the sound installation of the shoreline stabilization project. Unnecessary clearing and
filling in the buffer is a violation of the riparian buffer rules.
2. Clearing&Grading:Clearing and grading of Zone 2(begins at the landward edge of Zone 1 and extends 20 feet
landward)is allowed provided that it is re-vegetated immediately and Zone 1Is not compromised,which includes
maintaining diffused(non-channelized)flow of storm water runoff through the buffer. •
3. Construction Corridors:Construction corridors are allowed for shoreline stabilization projects,but they must be
satisfactorily restored as described in condition 5 below.
4. Potential Overwash:for vertical shoreline stabillzatIon projects(bulkheads)only;sites where wave overwash is
expected to be severe,the first ten(10)feet landward(unless specifically authorized otherwise by 0CM)from the
structure may be maintained as a stable lawn in order to provide for structural stability.
s. Temporary Stabilization:Immediately post-construction,bare soils must be stabilized as quickly as possible by
providing a temporary ground cover. Newly seeded areas should be protected with mulch and/or erosion matting.
This ground cover is a temporary measure used to address erosion until site restoration can be accomplished.
6. Site Restoration:At minimum,pre-project site conditions must be re-established.A site that was wooded prior to
this shoreline stabilization project must be restored with woody vegetation at a stem density of 260 stems per acre.
Non wooded sites may be re-vegetated with woody vegetation.Restoration must be completed by foie first
subsequent planting season(November 1 through March 30)after co _/pletio of t e bulkhead.

Ashley. We are ok with the proposed project. The applicant must restore the buffer to meet the rules. Please see the
attached condition required under a normal authorization.
The Permittee shall replant the vegetation within temporarily disturbed areas associated with this project in an "in kind"
manner immediately following construction. (Example: Disturbed areas with pre-existing grassed lawns must be
replanted with grass. Disturbed areas with pre-existing trees or woody vegetation must be replanted with trees and
woody vegetation. Disturbed areas with pre-existing forest vegetation must be replanted with forest vegetation
including at least two different native hardwood tree species at a density sufficient to provide 260 trees per acre at
maturity. This density can usually be achieved by planting approximately 436 (10 x 10 spacing)to 681 (8 x 8 spacing)
trees per acre.) Restoration of trees/shrubs/forest must be completed by the first subsequent planting season
(November 1 through March 30). Note, if the tree plantings do not survive, they will need to be replaced such that the
density is sufficient to provide 260 trees per acre at maturity. [15A NCAC 02H .0507(c), 15A NCAC 02H .0506(b)(3), and

Earlier we discussed Mr. Matthew Soddy's property at 3265 Mouth of the Creek Rd. Mr. Soddy has requested Bobby
Cahoon Construction to construct a vinyl bulkhead at NWL on his high bluff shoreline to match the height of the
adjacent bulkhead and slope of the adjacent yard. Upon completion of the seawall it has been proposed to cut and
grade the high bluff shoreline within the Tar/Pamlico River buffer to create a gentle slope with diffused waterflow to

help retain vegetation onsite. A buffer form will be discussed and signed once the permit is completed and delivered for
signatures. Just confirming that NCDWR approves of this work within the 50'Tar/Pamlico river buffer.

DESCRIPTION
We propose to install a new vinyl seawall. Wall will be 156' long with 8' +/-
exposure. This includes a 40' long wingback on the left side of the property. The
right side will tie into the existing wall.
We propose to install a new subsurface rock drain system behind the seawall.
This will consist of a 2' x 4' x 110' long area filled with drainage rock and a 4"
corrugated drain line to be wrapped with filter cloth. There will be 2" wall drains
penetrating the wall every 10' — 15' +/-.
We propose to install additional 3/4" x 3' long stainless-steel tieback rod
extensions to each tieback on the wall.
