Statement of Compliance and Consistency
This permit is. subject to compliance with this application and permit conditions. Any violation of these terms may
subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that:1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

We propose to furnish labor; materials and equipment install of vinyl seawall.

• 449 seawall 8'to10' vinyl sheets 3.1. Sheets will be 4'to 5' pinned. Wall will be 4'to 5'tall.
• Whalers will be 46.80 treatment.
• 2x6 will be sandwiched on back top side of the vinyl for the cap board will be bolted with Yi'
galvanized bolts.
• Dead men will be 2' long, tiebacks will be 5/8x10 tie backs and 5/8" through bolts will be
drilled trough whaler every 6' to 8'.
• Cap board will be 2x12 screwed down with 3" stainless steel screws.
• Wall will be back filled with 10loads of fill sand rye grass and straw will be planted sod is
acceptable with additional charge. If more than 4 loads are needed will be charged forjust
the loads of fill sand no charge for labor for back filling.
• A 30'x5' concrete dock will be built for a boat slip.
• 410 girders all bolts will be 5/8".4x6x20 will be rough cut. And 410 concrete hog slats.
• Permits are not included in this price. Merchants Marine will get the permits from cama.
• Seawall: $140 a foot $23,800.00
• Dock: $6,250.00
• Dredging: $5,250.00
A material deposit of40% shall be paid for materials,20% afterjob is started for labor, and rest shall
be paid when completed.

1. If I remember correctly, the existing finger pier was 16' x 3' from the bulkhead, is that still the Proposed
dimensions? The Wilmoth's would like to construct a 4' by 16' finger pier.
2. 1 would assume they are looking for a 13' x13' standard 10k boatlift? Yes, the proposed lift would be a 13 x 13
10K lift.
3. Can you give me a dimension and description of the kayak launch? Will it be a floating system or a step down
from the main finger pier? The proposed kayak launch would be a floating (installed after maintenance
excavation into -3' NLW depths) and would measure 4 x 12. The neighbors to the southeast across the canal
have the actual model that I used in the concept image.
4. Are the markings of Coastal Wetlands still present, if not, I can go back and flag the locations? The NHW and CW
flags should still there. I did that before I left DCM. The survey crew used them to do the new survey. I flagged
both NHW and CW extents.
5. The total amount of new and repaired bulkhead is to be -150'? 1 was just wondering how much of that would
be in the area of the new peninsula if at all. My previous measurements were 32' on the western side of the
bulkhead and -55' replacement of the concrete along the eastern side. I made a mistake on the numbers I sent
you. The total, with both new and replaced bulkhead would be around 100 feet. The new wall would be about
33' (or more as needed to get past the CW and tie into the replaced wall), landward of CW, across the opening
on the NW corner of the basin where there is no bulkhead. It would tie into the neighbors wall and then the
replaced concrete wall (would be vinyl as the replacement) would need to extend a new footprint toward the
NW about 60 feet to tie into the new wall. It's length would be longer than the existing wall as it would need
to extend toward the NW to tie into the new wall that would run N to S across the unprotected opening. The
replaced wall would extend in the footprint as the current wall, landward of CW and end at the peninsula.
They are not proposing a return wall but if the contractor determines a return wall is needed, I added in
another 30' for the return landward back toward the north.
6. Will any of the peninsula area be bulkheaded? The Wilmoth's do not propose to bulkhead the peninsula.
I also saw that left off the water depth sounding numbers. overall, at a normal low water, the entire basin is about -
.5' to -1 NLW. The main channel coming into the broader canal where it forks and comes into the Wilmoth's basin
ranges from -2.8 to -3.3 NLW, so I used an average of -3 NLW overall. (I used a Deeper Pro castable device to get the
water depths.)

How are you doing, brother!! Hope you are doing well and staying well.
I am submitting an application for some friends of mine (this is not a Tidewater project), Randy and Andrea Wilmoth.
They live at 411 Chestnut St in Swansboro. This is one you and I started just before I retired from DCM if you recall.
They finally were able to quit -claim that land which is contiguous to their property and have a survey and deed. Those
documents are attached. They are proposing to construct a 50' run of new bulkhead landward of the CW on the west
side of the basin, replace the existing 100' concrete bulkhead with vinyl in the same footprint also landward of marsh, a
13 x13 boatlift, a finger pier in the footprint as the relic pier, a kayak launch, and to perform maintenance excavation of
80cy of substrate material to match the existing connecting water depths of -3' NLW. All excavation to remain min. 5'
from marsh edges and existing structures. There is an aerial CONCEPT image attached showing how the proposed
project would appear upon completion. I have also provided a map of the Wilmoth's proposed riparian area now that
they legally own the peninsula of land. The allocation is pending DCM approval, of course.
