attached workplan drawings (2) Sheet 1 of 1 dated "Revised 2/18/18 and S1 dated 2/7/18.
This permit, issued on March 13, 2018 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
)e sunject to tines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this Minor Modification authorizes the -docking facility
reconfiguration and associated boathouse, all as expressly and specifically set forth in the attached
letter and workplan drawings. Any additional development activities may require a modification of
this permit.
2) The footprint of the boathouse shall not exceed the dimensions on the workplan drawings authorized
under this Minor Modification:
3) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
(See attached sheet for additional conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2019
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
3) This Minor Modification shall be attached to the original Permit No. 92-16, which was issued on
9/12/16, and copies both documents must be readily available on site when Division personnel inspect
the project for compliance.
4) All conditions and stipulations of the active permit remain in force unless specifically altered herein.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required, including but not limited to local
building/zoning authorization.
NOTE: The U.S. Army Corps of Engineers assigned the proposed project COE Action Id. No. SAW-
2016-01414.
NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 2016-0684.
NOTE: I A minor modification application processing fee of $100 was received by DCM for this project.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and
where applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The
original (buff -colored form) is retained by you and it must be available on site when the project is
inspected for compliance. Please sign both the original and the copy and return the copy to this office in
the enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal
described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS
113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter
150B with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714,
(919) 733-2698 within twenty (20) days of this decision on your permit. You should also be aware that
another qualified parry may submit an objection to the issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work
must be carried out in accordance with your application. Modifications, time extensions, and future
maintenance requires additional approval. Please read your permit carefully prior to starting work and
review all project plans, as approved. If you are having the work done by a contractor, it would be to your
benefit to be sure that he fully understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we
request that you complete and mail the enclosed Notice Card just prior to work initiation. However, if
questions arise concerning permit conditions, environmental safeguards, or problem areas, you may
contact Department personnel at any time for assistance. By working in accordance with the permit, you
will be helping to protect our vitally important coastal resources.

Southern Shores has on ordinance that limits the length of piers, so the Wright minor mod has shorted the pier
length. See attached for your records. Depths in the vicinity of the slips does not appear to have shallowed, but with
the move and the SAV proximity I wanted your feed back.

Good afternoon, Gregg. The only comment I have at this point is that the total length of the pier and any attachments
cannot extend more than 75 feet from the outermost point of the coastal wetland. I don't see a measurement on the
site plan or a reference in the other attached documents. As a result, confirmation of the length will be needed prior to
Zoning approval from the Town of Southern Shores.

Original authorization removed existing structures and built a 2430 boathouse and walkways on the south side of an
existing 2425 T Head. Minor mod requests to demolish existing and construct T head, roofed 2 lift boathouse, and a
sundeck approximately 6 inches from the existing alignment. Modification will increase shaded area an additional 379
square feet to 1,698 square feet.

The 1" version of the modification has local ordinance concerns. The pier was shortened to satisfy local
ordinance in the 2nd version. Concerns were raised by staff with the square footage incorporated by the 2-
slip boathouse. The NEW permit authorized a 30ft x 24ft (720ft2) boathouse. After consultation with DM it
was decided that the boathouse should be limited to approximately 720ft2. G. *Bodnar conferred with R.
Renaldi and presented the issue on 9/27/17 to George Wood (agent) for the project to request the
boathouse reduction.
George Wood provided revised plans that reduced the boathouse area to 765ft2 and the overall shading of
the structure to 1,233ft2. Ron Renaldi and Doug Huggett approved and George Wood was notified 2/2/18.
During the conversation on 2/2/18 the square footage was verified, in addition to the location of the
structure as it relates to the riparian corridors. George Wood indicated that the location had not changed
from the original riparian notifications, and therefore it was determined that no additional notification would
be required. In addition it was determined that no additional agency review would be required.

Per our discussion of January 30, 2018, please find attached the amended site plan for CAMA Permit
#92-16 issued to Andrew and Lisa Wright. This site plan reduces the size of the boat house from that
requested to 758 square feet and is in the same location as when the riparian notifications were sent out.
We had agreed that the boat house could be permitted at 765 square feet, but the applicant was able to
further reduce the size to the now requested 758 square feet. The overall footprint of the pier is 1,233
square feet which includes the 475 square feet of open deck area.

Gregg,
Now that I take a second look, it does look like that cross-section indicates a shower stall, the scan is poor
quality... no bueno. The original permit was issued for a 2430 (720 sf) double lift boathouse. It appears that
what they are looking to do now is redistribute existing platform area around the lifts and roof both the boat
lifts and platform area (minus the sundeck). Keep in mind that a roof over a platform & piers is allowable and
already a shaded area. Under a GP, they can have a 400 sf covered platform (dripline) and a 400 sf boathouse
for 800 sf of roofed area. This one though is to the nth degree... I'm guessing drip -line measurements are
—40'x35' (1400 sf)..... Shading is still shading regardless if it is a roof or platform, and they can have up to 2,000
under the Major (not sure where they come up with 3,728 sf, I think George might not know there is a cap at
2,000). The question is, what is going to be considered boathouse area? I'll leave that up to you and Doug....
Looking at this though, I could see a reasoning for a Major Modification...

It is hard to decipher from the drawings, but it looks as though the boathouse is greater than 400ft2. It looks as

Minor Modification to Major Permit

1. George Wood, on behalf of Andrew & Lisa Wright, has requested a Minor Modification
to Major Permit #92-16, which was issued on Seotember 12, 2016 and expires on
December 31, 2019. The original major permit authorized the removal of two existing
boatlifts and the construction of a 24x30' double boatlift boathouse with a touchless
boat cover system and walkways on the south side of an existing 24x25 T-head
platform.
2. George Wood has requested to modify Major Permit #92-16 to demolish the existing T-
head platform and construct a new T-head platform that incorporates shaded platform
area (t956 ft2) and two boatlifts under one roof with a dripline measurement of
42.5'x36' (1,530 ft2). An unroofed sundeck located on the southwest side of the
proposed T-head brings the total proposed shaded area to 1,698 ft2. The previously
authorized boathouse and existing platform totaled 1,319 ft2 of shaded area. This
modification request will increase shaded area an additional 379 ft2.

3. I conducted a site visit on July 11, 2017 to review the Minor Modification request
pursuant to the provisions of reference (a) and have determined that the request meets
the requirements contained in 15A NCAC 07H .0208 USE STANDARDS. Specifically, the
request to construct a new T-head platform/double boatlift boathouse will comply with
07H.0208(b)(7).
4. The required fee of $100, paid by Check #1326, was received by the Elizabeth City
District Office on June 27, 2017.
5. It is recommended that the Minor Modification request be granted, provided all the
Permit Conditions of the original permit issued on September 12, 2016 remain in effect.

Please find attached detailed plans for the construction of this project. These details are the result of
architectural considerations and structural analysis. The deviations from the approved sketch are:
• The entire existing ` T-Head" will be demolished.
• The new "T-Head" will be moved six inches to the south.
• The original width was approved at 47.08 feet, and the new plan proposes a width of 39' 6".
• The length of the "Tee" approved was 24 feet and is proposed at 32 feet excluding the sundeck.
The sundeck will extend another 8 feet to the west and south of the "tee."
The square footage of deck approved was 1,319 square feet. The proposed size is 1,698 square
feet (including overages) or a 22% increase, still considerably below the 3,728 square footage
allowed by calculating 8 square feet per each foot of shoreline.
Instead of a flat roof as approved, a pitched roof is proposed with no use anticipated under the
pitched roof (no floor — open to the pitch).
