Upland Development 1) Unless specifically altered herein, this Minor Modification authorizes the grading and other land disturbing activities associated with the development of the above referenced property, including the homesite, driveway and parking lot, deck, and other associated infrastructure, all as expressly and specifically "set forth in the attached letter and workplan drawing. Any additional development activities may require a modification of this permit. (See attached sheets for additional conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be accessible on -site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. Troy Murphy CC: File John Wilson Cynthia Rountree, DCM Frank Jennings, DCM 505 Croatan Ave. Manteo, Dare County, NC CAMA Major- Project Narrative Existing Conditions The site is a 0.62 Acres (26,884 sq. ft. including wetlands) parcel located at 505 Croatan Ave, Manteo, Dare County, NC and owned by the John F. Wilson IV and William M. Parker. The property is located adjacent to the Town of Manteo public boat ramp and docking facility along Doughs Creek (Shallowbag Bay). The upland portion of the property is dominantly covered with maintained grasses, shrubs and small trees. A soil drive and concrete parking on the road frontage serves the site. Along the road frontage of the property is a small historic residence known as the 'Croatan Cottage'. Behind this residence is a historic storage structure on short pilings. Historic riprap lines the eastern shoreline of the property. There are also to piers located on either end of the property. The southern pier has a recently completed boat house. The boat house and northern pier was permitted under CAMA Major Permit 16-16. A On the north and south side of the property are coastal wetlands dominated by Black Needlerush, Bulrush, Salt Meadow Grass, and Giant Cordgrass. These wetlands have helped to protect the property but some areas have begun to recede. Proposed Work Currently proposed work requiring a Minor Modification to CAMA Major permit 16-16, includes the construction of a ninety-six (96) feet by twenty-four (24) linear feet single family residence and decks on pilings. The proposed south deck of the new residence will tie into the existing dock on the property that connects to the adjacent property. The addition of a 1,276.4 SF concrete driveway and parking area is also proposed to allow access and parking for the proposed residence. A 161 linear feet (LF) timber bulkhead retaining wall is proposed along a portion of the coastal wetland line as shown on the attached CAMA Site Plan. The lot is proposed to be filled and graded for landscaping and retaining wall backfill purposes. With light fill and grading under and around the new proposed residence. Purpose and Need The applicant is planning to add a residence to the water front portion of the lot. To minimize impacts the applicant has kept the proposed project under 30% coverage within the AEC. The project site does meet all the criteria for an Urban Water front. The addition of the bulkhead the lot from flooding that can occur during abnormal wind tides and storm events and to help stabilize the proposed landscape grading. Let's go with a major mod because of what was authorized in the NEW permit and what is being proposed. Could you also request cross sections for the rip rap and oyster sill, more detail on the stabilization, impervious, etc. Some other things I noticed that might come up in review... I noticed that the oyster sill on the north side looks to be in the riparian setback. Though the neighbor was notified the letter didn't mention a waiver. So if it is in the setback tell Warren he might need to renotify. The square footage on the MP-1 and the workplan differ, that may create an issue with impervious within the AEC. The bulkhead was proposed at 116ft., but the workplan seems to be longer, is it tying into an existing. Just curious. With the major mod they'll have more detail on the oyster sill, which will be of interest for DMF, NMFS, etc. Let me know which agencies the minor mod got circulated to and I'll notify them to disregard. Wilson IV and William M. Parker. The property is located adjacent to the Town of Manteo public boat ramp and docking facility along Doughs Creek (Shallowbag Bay). The upland portion of the property is dominantly covered with maintained grasses, shrubs and small trees. A soil drive and concrete parking on the road frontage serves the site. Along the road frontage of the property is a small historic residence known as the 'Croatan Cottage'. Behind this residence is a historic storage structure on short pilings. Historic riprap lines the eastern shoreline of the property. There are also to piers located on either end of the property. The southern pier has a recently completed boat house. The boat house and northern pier was permitted under CAMA Major Permit 16-16. A On the north and south side of the property are coastal wetlands dominated by Black Needlerush, Bulrush, Salt Meadow Grass, and Giant Cordgrass. These wetlands have helped to protect the property but some areas have begun to recede. Proposed Work Currently proposed work requiring a Minor Modification to CAMA Major permit 16-16, includes the construction of a ninety-six (96) feet by twenty-four (24) linear feet single family residence and decks on pilings. The proposed south deck of the new residence will tie into the existing dock on the property that connects to the adjacent property. The addition of a 1,276.4 SF concrete driveway and parking area is also proposed to allow access and parking for the proposed residence. A 116 linear feet (LF) timber bulkhead retaining wall is proposed along a portion of the coastal wetland line as shown on the attached CAMA Site Plan. The lot is proposed to be filled and graded for landscaping and retaining wall backfill purposes. With light fill and grading under and around the new proposed residence. To help improve the shoreline of the property, the owner proposes to cap the existing rip rap along the eastern shoreline to make a more stable shoreline. Material used for the rip rap will be combination of concrete and granite of sufficient size and weight to withstand rising waters and wave action. The owner also proposes the addition of oyster bag sills in three areas along the shoreline where the marsh has receded and erosion has taken place. The oyster bag revetment will promote marsh restoration, this will be achieved by the oyster bags capturing rhizomes and replenishing marsh that has been lost. Purpose and Need The applicant is planning to add a residence to the water front portion of the lot. To minimize impacts the applicant has kept the proposed project under 30% coverage within the AEC. The project site does meet all the criteria for an Urban Water front. The addition of the bulkhead and riprap cap over the existing riprap is proposed to help protect the lot from flooding that can occur during abnormal wind tides and storm events. The proposed oyster bag revetment will restore the coastal marsh that has receded along the shoreline and to maintain and strengthen the natural buffer around the lot where riprap has never been placed. This will minimize hardening of the shoreline and help restore lost wetlands. Wilson IV and William M. Parker. The property is located adjacent to the Town of Manteo public boat ramp and docking facility along Doughs Creek (Shailowbag Bay). The upland portion of the property is dominantly covered with maintained grasses, shrubs and small trees. A soil drive and concrete parking on the road frontage serves the site. Along the road frontage of the property Is a small historic residence known as the 'Croatan Cottage'. Behind this residence is a historic storage structure on short pilings. Historic riprap lines the eastern shoreline of the property. There are also to piers located on either end of the property. The southern pier has a recently completed boat house. The boat house and northern pier was permitted under CAMA Major Permit 16-16. A On the north and south side of the property are coastal wetlands dominated by Black Needlerush, Bulrush, Salt Meadow Grass, and Giant Cordgrass. These wetlands have helped to protect the property but some areas have begun to recede.
