This is with reference to your request to modify State Permit #53-16, acting as agent for the Town of
Topsail Beach. The permit was issued on May 6, 2016 and expires on December 31, 2019. The action
proposed in your submittal is to repair the dune at the Drum Street emergency vehicle access by trucking
in approximately 83 cubic yards of sand.
In reviewing the information provided, the Division of Coastal Management has determined that the
proposed action is consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit
#53-16, as described in your email dated August 9, 2019 and revised plans dated August 8, 2019. All
permit conditions remain in effect.
Please note that this approval is contingent on all work being conducted from the landward side of the
dunetroadway with no equipment being used waterward of the work area shown on the attached workplan
drawing. Additionally, any sand used shall be clean, free of debris and of similar general characteristics as
the existing sand in the area.
Please note this refinement does not authorize any work not expressly described above, nor does it
eliminate the need to obtain any other additional state, federal or local permits, approvals or
authorizations that may be required. By copy of this letter we are also notifying the U. S. Army Corps of
Engineers of our action. If you have any questions concerning the above or if I can be of any other
assistance, please advise.

Finally got the drawings done for restoring the Drum Street Access. We wanted some actual data instead of just a
sketch.
Please let me know what you think and if we need to go.
This was supposed to be done under the existing SDI dredging permit as part of the de -mobilization this spring, but the
contractor left us hanging.
Total volume to construct is 83 cubic ya'rds.'(7 truckloads) Probably 4-5 hours' worth of work.

through is concerning as we enter hurricane season. What do we need to do permit wise to bring in 5-10 truck loads of
sand to close that gap.

It really depends on how they approach the access. If it is all landward, with no equipment on the beach, it should be ok.
I did talk with Kathy about it and she was good with that. I believe there was a response to Jason asking about the
methodology, but I'm not sure if there was a reply.
