This letter is in response to your request dated June 27, 2018, that Major Permit #11-16 be refined to relocate
a permitted "Guide Piling" from the north side of the approved barge ramp to the south side of the ramp, at
125 Dye Plant Road, in Chowan County.
Major Permit #11-16 was issued to you on January 28, 2016. The permit authorized development involving
the repurposing of the United Dye Plant site to a barge landing, and includes a barge ramp, bulkheading,
riprap, mooring dolphins, and a shoreside docking facility. Your current request as described will include the
relocation of a single guide piling as shown on the attached plan dated as received on June 27, 2018. The
piling in question will be relocated from the north side of the ramp to the south side of the ramp.
The request is hereby authorized as a refinement and all existing conditions remain in effect, including the
expiration date. This letter is provided to you as a record of the authorization, and should be included with
the Permit file. This permit refinement is subject to the following conditions:
1) Development is consistent with original permit issued, all subsequent modifications, and the current
refinement plan submitted and dated as received on June 27, 2018.
2) This authorization is subject to all other federal, state and local regulations.
3) No additional change is authorized by this refinement.

The purpose of this correspondence is to request a Letter of Refinement to the existing CAMA
Major Permit 11-16 to include moving of the permitted guide piling along the north side of the
permitted boat ramp in the Chowan River to the south side of the ramp half the distance in to
shore from the other permitted guide pile. Please see the attached plan that shows (in red) the
proposed relocation of this guide pile. This would result in 2 guide piles on the south side of the
ramp and no guide piles on the north side of the ramp. The purpose of this refinement request
is that having a guide pile on the north side of the ramp would make it extremely difficult to
maneuver a barge to and from the working concrete platform. And, it is important to have
multiple tie -off points for using the ramp. Having both piles on the south side of the ramp allows
this to occur. There would be no proposed piles further offshore and no net increase in guide
piles.
Please let me know if this is may be allowed with a letter of refinement. i will send you as many
hardcopies of this updated plan that you may need. I appreciate your assistance with this
request.
