It is recommended that a two-year extension of this permit be granted. Steven's Towing Co. has completed most of the permitted work, but it is important to maintain this permit for the purpose of future maintenance dredging and for completion of some components of the water dependent upland development, including the barge washdown collection and treatment system. In addition, it is possible that future activities will warrant modification to this permit in the future. ADDITIONAL CONDITIONS Permit No.11-16 Page ffftei1efcs Bulkhead & Riarap D Er, 12) The alignment of the authorized bulkhead and riprap shall be staked by a representative of the Division of Coastal Management within a maximum of 30 days prior to the start of construction. 13) The bulkhead shall be constructed prior to any backfilling activities. 14) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the structure. 1 S) The backfill material shall be clean and free of any pollutants except in trace quantities. 16) All backfill material shall be obtained from a high ground source and confined behind the permitted bulkhead. 17) No backfill material is to be placed within 30 feet of the normal water line, except that which will be used to backfill the area behind the permitted bulkhead. 18) The riprap material shall consist of clean rock or masonry materials such as, but not limited to, granite, marl, or broken concrete. It shall be of a size sufficient to prevent its movement from the site by wave or current action. Barge Ramp 19) The boat ramp shall either be poured at an upland location and pushed into place once hardened, or poured entirely within a watertight containment structure. Live concrete shall not be allowed to contact waters of the State or waters that will enter waters of the State. 20) Placement of fill materials below normal water level shall be limited to the ramp structure. 21) Excavation and ground disturbing activities, associated with the placement of the boat ramp, above and below the normal water line shall be limited to that absolutely necessary to establish adequate ramp slope and provide a ramp no greater in size that specified in the attached permit application and workplan drawings. Barge Landing Facility 22) This permit authorizes only the concrete working platform, dolphin piles and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, shall become a permanent part of this barge landing facility without permit modification. No non -water dependent uses of structures shall be conducted on, in or over Public Trust waters without permit modification.
