This permit, issued on December 2, 2021 is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to tines, imprisonment or ctvu action: or may cause me permit to ne null ana vota.
1) This renewal shall be attached to the Permit No. 11-16, which was issued to the permittee on 1/28/16,
as well as all subsequent renewals, refinements and modifications, and copies of all documents shall
be readily available on site when a Division representative inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project D WR Project No.
15-1280.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2015-02613
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This pennit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Dear Ms. Rountree:
This is a request for the second renewal of CAMA Major #11-16 (the "Permit"), issued to Stevens Towing
Co. for the construction of a barge terminal. The Permit was issued on January 28, 2016 with
modifications issued on October 28, 2016 and June 16, 2017, and a refinement issued on July 2, 2018.
Steven's Towing Co. has completed most of the permitted work, but it is important to maintain this permit
for the purpose of future maintenance dredging and for completion of some components of the water
dependent upland development. In addition, it is possible that future activities will warrant modification to
this permit in the future. Since this permit does include maintenance dredging, we would like to request a
five-year renewal to this permit at this time.
I have enclosed the $100 renewal processing fee along with a copy of the permit and three copies of the
plan. We would also like to request an update to the mailing address for Stevens Towing. Since the
facility has been constructed, the mailing address has been moved to:

Hi Ron,
I received your message. All of the permitted work in the AEC is complete, but there are a couple small items that we
discussed adding to the permit under a minor mod. We met Cynthia on -site to go over that recently. That extra work
includes some additional guide piles. I know that we were able to renew the Sandy Point Permit (Chowan County) for 5
yrs and that not only included maintenance dredging, but all of the other work not complete. For Stevens Towing, there
may be other mods in the future and we would like to keep the permit open for as long as possible. We should be
applying for the mod sometime in the next month or so.

Good morning Brian,
In your renewal letter you mentioned that most of the permitted work is complete, and in
addition to the 5 year maintenance clause, the renewal would also be required for completion
of some components of the water dependent upland development. Is the area that needs
completion landward of the 75' Estuarine Shoreline AEC or within? If it is within the AEC, I
believe we can only issue a 2 year renewal until that work is complete, then we can do a 5 year
for maintenance dredging only. Let me know.

The purpose of this correspondence is to request a CAMA Minor Modification to the existing
CAMA Major Permit 11-16. These are the items we reviewed in the field and subsequently
discussed through emails.
Item 1 (shown in red on the plan)
Addition of twelve (12) new guide piles. Eleven (11) of the additional guide piles are in the
same alignment/row as the existing ones along the northern side of the barge berthing area.
The intent with these new guide piles is to further protect the existing pier while barges are
maneuvering into place. The last guide pile would be along the south side of the existing ramp.
This will be helpful for launching and retrieval of barges, especially when there are strong
currents.
Item 2 (shown in red on the plan)
Addition of a 42 LF bulkhead between the two existing jetties and tying into land on the south
side of the existing pump house.
Item 3 (shown in red on the plan)
Addition of rip rap protection around the pump house that would tie into existing rip rap on either
side, and rip rap protection around the southern existing steel jetty.

2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project D WR Project No.
15-1280.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2015-02613
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31 2023
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.
