RE: Minor Modification of permit #21-16, Oceanside Yacht Club Development, Inc.
Please find enclosed a request from Mr. Doug Brady representing Crystal Holdings, LLC. to modify'
the CAMA permit issued to Crystal Holdings, LLC. This permit, #21-16; was issued on 2/11/16, and
is set to expire on 12/31/19. The permit authorized upland development, marina facility,
excavation, spoil disposal and shoreline stabilization.
Subsequent to the issuance of this permit, the applicant is proposing to reduce the width of the
basin entrance by 15' and realign some of the slips. There would be no change to impervious
coverages or the stormwater plan per the applicant. The proposal is consistent with the specific
guidelines found in 15A NCAC 07H.0208 and 15A NCAC 07H.0209. I recommend the modification
be authorized as proposed, contingent all original conditions as well as the following specific
conditions stated below are followed:
• All erosion and sediment control measures should be checked for stability on a regular
basis to help ensure effective operation and should be repaired immediately to the
dimension indicated on the erosion control plan.
• All construction must comply with any approved Sedimentation and Erosion Control Plan
issued by Land Quality.
• All work must be done as shown on plan dated received by DCM on 4/11/17

Dear Ms. Styron,
Pursuant to our conversations regarding permit 21-16, we would like to modify
the permit to reduce the width of the basin entrance by 15 ft. We have
realigned some slips which allows for this small change in the basin width. It
also results in more green space at the basin entrance which makes for a nicer
project. There is no change in the impervious coverages or stormwater plan.

Again, we think this is a very minor change and are in hopes that the review
process can be completed expeditiously. Thanks so much for your help and

So for the Oceanside project, we have no issue with the proposed modification.
MHC port project SAW-2004-01038/DCM 122-04: No comments. We will issue the mod as proposed.
MHC port project SAW-2013-01747/DCM 120-13 Northern and Southern barge fleeting areas: I have to check our
original conditions, but I think we are good with the renewal.
I'm in the field today, but will be back in the office on Monday if you have any other questions.

The enclosed permit constitutes authorization under the Coastal Area Management Act, and
where applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The
original (buff -colored form) is retained by you and it must be available on site when the project is
inspected for compliance. Please sign both the original and the copy and return the copy to this office in
the enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal
described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS
113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter
150B with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714,
(919) 733-2698 within twenty (20) days of this decision on your permit. You should also be aware that
another qualified party may submit an objection to the issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work
must be carried out in accordance with your application. Modifications, time extensions, and future
maintenance requires additional approval. Please read your permit carefully prior to starting work and
review all project plans, as approved. If you are having the work done by a contractor, it would be to your
benefit to be sure that he fully understands all permit requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we
request that you complete and mail the enclosed Notice Card just prior to work initiation. However, if
questions arise concerning permit conditions, environmental safeguards, or problem areas, you may
contact Department personnel at any time for assistance. By working in accordance with the permit, you
will be helping to protect our vitally important coastal resources.
